The Biden administration&#8217;s\u2062 lack of transparency raises concerns among <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/south-carolina-to-pull-final-200-million-from-leftist-blackrock-by-end-of-year\/\" title=\"South Carolina To Pull Final 0 Million From \u2018Leftist\u2019 BlackRock By End Of Year\">conservative state officials<\/a> and watchdog organizations.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>West Virginia Secretary of State <a href=\"https:\/\/twitter.com\/wvsosoffice?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Eauthor\" target=\"_blank\" rel=\"noreferrer noopener\">Mac Warner<\/a> has put the Biden administration on notice: The Mountain State doesn\u2019t intend to enforce their \u201cunconstitutional orders.\u201d<\/p>\n<p>Warner and Mississippi Secretary of State <a href=\"https:\/\/www.sos.ms.gov\" target=\"_blank\" rel=\"noreferrer noopener\">Michael Watson<\/a> are leading the pushback against Biden\u2019s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14019<\/a>, which commands federal agencies to work with state and local governments to register voters and facilitate get-out-the-vote initiatives targeting left-leaning voters. Biden\u2019s fiat directs \u201capproved\u201d third-party organizations to \u201cpartner\u201d in the GOTV campaign. The effort is referred to as \u201c<a href=\"https:\/\/thefederalist.com\/2024\/03\/13\/doj-is-using-bidenbucks-to-encourage-illegals-and-felons-to-vote-says-mississippi-secretary-of-state\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bidenbucks,<\/a>\u201d a nod to <a href=\"https:\/\/thefederalist.com\/2024\/04\/15\/bidenbucks-make-zuckbucks-look-like-chump-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckbucks<\/a>, the piles of private donations that Facebook founder Mark Zuckerberg dropped on local election administration in 2020.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-705874812\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-48edb95ffca84fefbd998369e1715fa1 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-48edb95ffca84fefbd998369e1715fa1\"><\/div>\n<p>Critics contend the executive order is unconstitutional because Congress never appropriated federal funding for local voter registration, while federal bureaucrats are doing the election work that states \u2014 not the federal government \u2014 are authorized to do. <\/p>\n<p>\u201cWhat we\u2019re trying to do is let the administration know we do not intend to follow their illegal directives,\u201d Warner told The Federalist in an interview last week. <\/p>\n<p>That begins with West Virginia not accepting registrations coming out of the Bidenbucks initiative, Warner said. The secretary cited <a href=\"https:\/\/constitution.congress.gov\/browse\/article-1\/section-4\/#:~:text=Section%204%20Congress&#038;text=The%20Times,%20Places%20and%20Manner,the%20Places%20of%20chusing%20Senators.\" target=\"_blank\" rel=\"noreferrer noopener\">Article 1 Section 4 <\/a>of the U.S. Constitution, which gives states and their legislatures the authority to prescribe \u201cTimes, Places and Manner of holding Elections for Senators and Representatives.\u201d<\/p>\n<p>He added that the county clerks are already concerned that the federalization of voter registration will increase their workload and create numerous duplicate registrations. <\/p>\n<div class=\"fdrlst__b89e9-bcb7708f669856665d9d4ea715c76917 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-bcb7708f669856665d9d4ea715c76917\"><\/div>\n<p>\u201cSomebody might already be registered and then they go in for <a href=\"https:\/\/www.fns.usda.gov\/snap\/supplemental-nutrition-assistance-program\" target=\"_blank\" rel=\"noreferrer noopener\">SNAP<\/a> or another federal assistance program and they get registered again,\u201d the Republican secretary of state said. \u201cNow you have a double registration, and the clerks have to take time to go and sort it out.\u201d <\/p>\n<p>He said he doesn\u2019t want to put local elections officials in the middle of trying to determine which registration is the proper one, particularly when they\u2019re dealing with constitutionally questionable forms spurred by a meddling federal government. <\/p>\n<p>\u201cWe\u2019re not going to accept these registrations,\u201d Warner added. <\/p>\n<h2 class=\"wp-block-heading\">What\u2019s the Biden Administration Hiding? <\/h2>\n<p>Galling conservative state elections officials, the Biden administration refuses to release details on the implementation of the order, which has <a href=\"https:\/\/thefederalist.com\/2024\/03\/29\/bidenbucks-tentacles-expand-as-judge-shuts-down-lawsuit\/\" target=\"_blank\" rel=\"noreferrer noopener\">ramped up<\/a> in recent weeks as the presidential election draws ever closer and <a href=\"https:\/\/www.reuters.com\/graphics\/USA-BIDEN\/POLL\/nmopagnqapa\/\" target=\"_blank\" rel=\"noreferrer noopener\">Biden\u2019s poll numbers slump.<\/a> <\/p>\n<div class=\"fdrlst__b89e9-43a3e54c3466a57241cf5345860e8833 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-43a3e54c3466a57241cf5345860e8833\"><\/div>\n<p>As my Federalist colleague Shawn Fleetwood <a href=\"https:\/\/thefederalist.com\/2024\/04\/18\/elections-chief-probes-bidenbucks-in-mississippi-wont-accept-forms-collected-by-unlawful-scheme\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> last week, Mississippi Secretary of State Michael Watson is likewise exploring actions to push back against Bidenbucks. <\/p>\n<p>\u201cThere\u2019s nothing wrong with registering people to vote \u2026 but there\u2019s a legal way to do it,\u201d Watson explained to The Federalist.<\/p>\n<p>In an <a href=\"https:\/\/www.sos.ms.gov\/press\/opinion-column-republic-if-you-can-keep-it\" target=\"_blank\" rel=\"noreferrer noopener\">op-ed,<\/a> Watson described a recent discussion with a White House official who confirmed that the administration \u201cnever intended for [the federal agencies\u2019 strategic plans] to be public.\u201d<\/p>\n<p>Watson called the admission \u201cincredibly troublesome,\u201d and he views the Bidenbucks stratagem as a \u201cweaponization of the federal government.\u201d <\/p>\n<p>The Republican secretary said he, too, will instruct election officials to not <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/elections-chief-probes-bidenbucks-in-mississippi-wont-accept-forms-collected-by-unlawful-scheme\/\" title=\"Head of Elections Investigates 'Bidenbucks' in Mississippi, Refuses Forms From Illegitimate Source\">accept voter registration forms collected<\/a> from the federal effort. <\/p>\n<p>As The Federalist reported: <\/p>\n<blockquote class=\"wp-block-quote\">\n<p>Watson further noted efforts by his office to uncover collaboration between the Department of Justice (DOJ) and Mississippi jails on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/arizona-election-worker-details-voter-fraud-investigation\/\" title=\"Arizona Election Worker Details Voter Fraud Investigation\">voter registration activities<\/a>. In a <a href=\"https:\/\/thefederalist.com\/2024\/03\/13\/doj-is-using-bidenbucks-to-encourage-illegals-and-felons-to-vote-says-mississippi-secretary-of-state\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>letter<\/em><\/a>  sent to Attorney General Merrick Garland last month, Watson expressed concern that the DOJ\u2019s efforts to comply with Biden\u2019s order \u201chave led to agencies under [Garland\u2019s] charge attempting to register people to vote, including potentially ineligible felons and to coopt state and local officials into accomplishing this goal.\u201d<\/p>\n<\/blockquote>\n<p>While the White House has been working with leftist nonprofit organizations on the rollout, including the <a href=\"https:\/\/thefederalist.com\/2024\/04\/18\/elections-chief-probes-bidenbucks-in-mississippi-wont-accept-forms-collected-by-unlawful-scheme\/\" target=\"_blank\" rel=\"noreferrer noopener\">ACLU<\/a> and <a href=\"https:\/\/thefederalist.com\/2024\/04\/15\/bidenbucks-make-zuckbucks-look-like-chump-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">Demos<\/a>, it\u2019s clear conservative voter integrity groups haven\u2019t been invited to the party. No wonder the executive order has been described as \u201c<a href=\"https:\/\/twitter.com\/AdamGibbsWI\/status\/1778129186990748067\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckerbucks on steroids.<\/a>\u201d <\/p>\n<h2 class=\"wp-block-heading\">\u2018Outside the Law\u2019<\/h2>\n<p>The utter lack of transparency should come as little surprise. Biden administration officials have been loathe to turn over documents tied to the executive order. The Foundation for Government Accountability, which sued Biden\u2019s <a href=\"https:\/\/casetext.com\/case\/the-found-for-govt-accountability-v-us-dept-of-justice\" target=\"_blank\" rel=\"noreferrer noopener\">Department of Justice<\/a>, has been <a href=\"https:\/\/thefga.org\/fga-v-doj\/\" target=\"_blank\" rel=\"noreferrer noopener\">waiting for two years<\/a> for administration officials to follow the law and release the records. <\/p>\n<p>\u201cTo date, DOJ has steadfastly refused to turn over its 15-page strategic plan to carry out EO 14019, claiming the plan is exempted from disclosure under FOIA and that releasing it would only \u2018confuse the public.\u2019 Both claims are false,\u201d the FGA states in a <a href=\"https:\/\/thefga.org\/fga-v-doj\/\" target=\"_blank\" rel=\"noreferrer noopener\">press release<\/a> asking the salient question, \u201cWhat is President Biden hiding?\u201d <\/p>\n<p>In 2022, Warner led a coalition of 14 other secretaries of state in sending <a href=\"https:\/\/sos.wv.gov\/news\/Documents\/Joint_SOS_Letter%20-%20Biden%20EO%2014019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a letter to the White House<\/a> calling on Biden to rescind his unconstitutional directive. He said he\u2019s heard nothing from the administration on the letter. <\/p>\n<p>Warner said he\u2019s reaching back out to the coalition and other state elections officials about joining an amicus brief in a federal lawsuit against Bidenbucks. As The Federalist has <a href=\"https:\/\/thefederalist.com\/2024\/04\/19\/meet-the-pennsylvania-lawmaker-leading-the-united-states-most-important-election-integrity-case\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported,<\/a> that lawsuit is expected to be appealed to the U.S. Supreme Court soon. <\/p>\n<p>\u201cI\u2019m a lawyer and one of the first things you learn in law school is the law is process,\u201d he said, adding that the Biden administration has not followed the process of the law in insinuating the federal government into elections. <\/p>\n<p>\u201cIt sounds like it\u2019s a good thing. I mean, who would be against registering voters to vote? But if it comes in outside the law, well that\u2019s what America should be addressing now.
