Instagram, which is owned by Meta, will use artificial intelligence to <a href=\"https:\/\/endsexualexploitation.org\/articles\/meta-to-blur-nudity-on-instagram-dms-for-minors-a-direct-result-of-ncoses-advocacy\/\" target=\"_blank\" rel=\"noreferrer noopener\">automatically<\/a> blur images of nudity in the direct messages (DMs) of users under 18 years old. <\/p>\n<p>While the new policy may seem like a welcome step in the right direction, it\u2019s far from enough. Minors may still <a href=\"https:\/\/endsexualexploitation.org\/articles\/meta-to-blur-nudity-on-instagram-dms-for-minors-a-direct-result-of-ncoses-advocacy\/\" target=\"_blank\" rel=\"noreferrer noopener\">click<\/a> \u201cview image anyway\u201d and easily surpass the blurring on an explicit direct message. Many children will want to click on the blurred image to see what it is. In fact, the change is little different than Instagram\u2019s existing policy\u00a0banning the posting of nude images, which is easily circumvented or overridden by users. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1479523421\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-485d22db62831a7a90b2434bca8cb1a6 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-485d22db62831a7a90b2434bca8cb1a6\"><\/div>\n<p>\u201cWhy is Meta even putting the burden on children to make the choice about seeing <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wapo-op-ed-showing-sex-kink-to-children-encourages-self-expression\/\" title=\"WaPo Op-Ed: Showing Sex \u2018Kink\u2019 To Children Encourages \u2018Self-Expression\u2019\">sexually explicit content<\/a> when their own policies expressly prohibit it?\u201d asked Tori Rousay, corporate advocacy manager and analyst at NCOSE.<\/p>\n<p>Even TikTok simply <a href=\"https:\/\/support.tiktok.com\/en\/safety-hc\/account-and-user-safety\/user-safety\" target=\"_blank\" rel=\"noreferrer noopener\">disables<\/a> all direct messaging for users aged 13 to 15, understanding that this private venue for communication opens up children to victimization of various forms, even without the sharing of explicit imagery. Disabling DMs for children under 18 would be an obvious next step for Meta to take in combating sexual exploitation on its platforms. <\/p>\n<p>\u201cDisabling direct messaging for minors, like TikTok does \u2026 would be a significant step and something the National Center on Sexual Exploitation has also been asking Meta to do,\u201d Rousay said. \u201cFurther, prohibiting minors from sending or receiving images and videos, as Meta does for message requests, is an additional way to protect minors.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Pedophiles and Predators<\/h2>\n<p>Facebook, Messenger, Instagram, and WhatsApp, all platforms owned by Meta, are consistently some of the top places that pedophiles and predators first contact their victims, according to a recent study by Protect Children. Instagram and Facebook alone make <a href=\"https:\/\/bd9606b6-40f8-4128-b03a-9282bdcfff0f.usrfiles.com\/ugd\/bd9606_0d8ae7365a8f4bfc977d8e7aeb2a1e1a.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">up a full 75 percent<\/a> of the platforms that offenders use to make first contact with children. Meta\u2019s direct messaging system is fully <a href=\"https:\/\/help.instagram.com\/3490194014566528#:~:text=The%20content%20of%20your%20messages,How%20does%20it%20work%3F\" target=\"_blank\" rel=\"noreferrer noopener\">encrypted<\/a>, so the tool has long been the target of groups that fight child sexual exploitation.<\/p>\n<div class=\"fdrlst__b89e9-e99b10dded5fd76260c91867f7fc2553 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-e99b10dded5fd76260c91867f7fc2553\"><\/div>\n<p>Over one-quarter of underage users on Instagram <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.nmd.496039\/gov.uscourts.nmd.496039.36.1.pdf?sm_guid=Njg0MTYxfDc4MDEyMzc1fC0xfGxtb3JpY0BuY29zZS5jb218NjU3MTIzN3x8MHwwfDE5MDcwMzYzN3wxMTMyfDB8MHx8Njc3ODIyfDA1\" target=\"_blank\" rel=\"noreferrer noopener\">receive<\/a> message requests from adults they do not follow. There are hardly any innocent reasons one could conjure up that so many adult users would want to initiate contact with underage accounts, especially given that 13 percent of respondents to a 2021 survey <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.nmd.496039\/gov.uscourts.nmd.496039.36.1.pdf?sm_guid=Njg0MTYxfDc4MDEyMzc1fC0xfGxtb3JpY0BuY29zZS5jb218NjU3MTIzN3x8MHwwfDE5MDcwMzYzN3wxMTMyfDB8MHx8Njc3ODIyfDA1\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> receiving \u201cunwanted advances\u201d on Instagram in the span of only a week. <\/p>\n<h2 class=\"wp-block-heading\">Other Restrictions<\/h2>\n<p>Meta has been gradually enacting restrictions on underage users and the content they view in recent years. In January of 2024, Meta <a href=\"https:\/\/www.meta.com\/help\/policies\/safety\/tools-support-teens-parents\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> default settings that would only allow teens on the app to message accounts they already follow. In March 2021, users over 19 years old were restricted from <a href=\"https:\/\/about.instagram.com\/blog\/announcements\/continuing-to-make-instagram-safer-for-the-youngest-members-of-our-community\" target=\"_blank\" rel=\"noreferrer noopener\">sending<\/a> direct messages to teens who do not follow them. Various <a href=\"https:\/\/www.meta.com\/help\/policies\/safety\/tools-support-teens-parents\/\" target=\"_blank\" rel=\"noreferrer noopener\">tools<\/a> allow parents to monitor or restrict the content their children view, or how much time they spend on the app. <\/p>\n<p>But banning minors from DMs, from sending photos or videos, or from creating accounts would be much better ways to protect minors.<\/p>\n<p>Age verification has little effect on curbing child sexual exploitation if users simply lie about their age. Estimates <a href=\"https:\/\/metro.co.uk\/2022\/10\/11\/one-in-three-children-lie-about-their-age-on-social-media-finds-ofcom-17543706\/\" target=\"_blank\" rel=\"noreferrer noopener\">indicate<\/a> that about 1 in 3 children on social media do just that. Instagram <a href=\"https:\/\/www.axios.com\/2022\/06\/23\/instagram-age-verification-social-media-children\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> a crackdown on this behavior in 2022, where users who tried to edit their ages from under 18 to over 18 would have to either upload their IDs, upload a video selfie, or get confirmation of their age from three mutual followers. But once again, the reform is good but not good enough. Active users could simply make a new account where they lie about their age to circumvent the rules. <\/p>\n<div class=\"fdrlst__b89e9-557a3d8f1dc506de6d1ef6390e732fbe fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-557a3d8f1dc506de6d1ef6390e732fbe\"><\/div>\n<p>The larger problem of pornographic images circulating on social media often beckons libertarians and leftists\u00a0to <a href=\"https:\/\/reason.com\/2019\/10\/04\/pornography-is-protected-by-the-first-amendment\/\" target=\"_blank\" rel=\"noreferrer noopener\">warn<\/a> against bans that would\u00a0result in the loss of \u201cfree speech.\u201d Of course Meta, as a private company, could enact related restrictions if they pleased without infringing on the First Amendment, and one thing we can usually all agree on is that children must be aggressively protected from sexual victimization. There is no <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gab-ceo-i-had-very-close-relationships-with-facebook-and-twitteri-got-to-see-the-evils-of-their-business-model-for-many-yearswhat-were-s\/\" title=\"GAB CEO: \u201cI had very close relationships with Facebook and Twitter\u2026\u201dI got to see the evils of their business model for many years\u201d\u2026\u201dWhat we\u2019re seeing in America right now is the rise of Communism\u201d[VIDEO]\">free speech protection<\/a> for pedophiles soliciting sexual favors via private messages. <\/p>\n<p>Social media is still a sort of Leviathan for which none of us were prepared. Instagram was <a href=\"https:\/\/www.britannica.com\/money\/Instagram\" target=\"_blank\" rel=\"noreferrer noopener\">launched<\/a> in 2010, and in just 12 years has surpassed 2 billion users. A full 40 percent of kids under 13 already <a href=\"https:\/\/www.businessinsider.com\/kids-under-13-use-facebook-instagram-2021-5\" target=\"_blank\" rel=\"noreferrer noopener\">use<\/a> apps like Instagram and Facebook. The older generations can rail against \u201ckids these days and their phones,\u201d but in many ways, modern children have been dealt a losing hand as soon as they were handed an iPad as a toddler. It is because of the addictive popularity of these apps that banning or heavily restricting them will be so unpopular, both with the underage users and their checked-out parents. <\/p>\n<p>Meta needs to go beyond merely blurring explicit images.
