Three members threatened \u2062to block the four <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gop-pushes-back-against-democrat-led-gun-control-efforts\/\" title=\"GOP pushes back against Democrat-led gun control efforts\">aid bills<\/a>, causing\u200d internal strife. The proposed legislation\u200d covers aid to Israel, Ukraine,\u2064 Taiwan, and defense \u2064measures against China\u2063 and Russia but lacks a U.S. border policy, sparking criticism within the party.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>A handful of House Republicans on the powerful <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2593285\/watch-live-house-rules-committee-meets-to-discuss-biden-impeachment-inquiry-resolution\/\" target=\"_blank\" rel=\"noopener\" title>Rules Committee<\/a> are facing calls to resign from their positions after threatening to tank Speaker Mike Johnson\u2019s (R-LA) <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2969225\/house-gop-releases-ukraine-israel-aid-plan-with-separate-bill-border-crisis\/\" target=\"_blank\" rel=\"noopener\" title>foreign aid package<\/a> before it can even reach the floor for debate. <\/p>\n<p>At least three GOP members on the Rules Committee have threatened to vote against advancing the four <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-gop-pushes-back-on-democrats-criticism-amid-border-talks-stalemate\/\" title=\"Senate Republicans respond to Democrats' criticism amidst border talks deadlock\">foreign aid bills<\/a> to the House floor, possibly halting progress just days after the bills were unveiled. The refusal to consider the bills has prompted criticism from other House Republicans, with some even going so far as to call on the GOP lawmakers <a href=\"https:\/\/twitter.com\/lawler4ny\/status\/1780765564702531787\" target=\"_blank\" rel=\"noopener\" title>to resign<\/a> from the committee. <\/p>\n<p>\u201cThe three members who refuse to support the Speaker\u2019s agenda should resign from the Rules Committee immediately,\u201d Rep. Mike Lawler (R-NY) said in a post on X. \u201cIf they refuse, they should be removed immediately. They are there on behalf of the conference, not themselves.\u201d<\/p>\n<div>\n<p>Lawler\u2019s post comes in response to comments from Reps. Chip Roy (R-TX), Ralph Norman (R-SC), and Thomas Massie (R-KY) all of whom threatened to tank four foreign aid bills over objections to their contents and the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-seek-to-ban-ranked-choice-voting-in-dc-elections\/\" title=\"House Republicans aim to prohibit ranked choice voting in DC elections.\">proposed process<\/a> for sending them to the Senate. <\/p>\n<p>Massie is also facing some pushback after siding with Rep. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Marjorie-Taylor-Greene\" target=\"_blank\" rel=\"noopener\" title>Marjorie Taylor Greene<\/a> (R-GA) to support her motion to vacate Johnson as speaker, with one GOP lawmaker telling the <em>Washington Examiner <\/em>he \u201cshould be removed\u201d from the Rules Committee over the move. <\/p>\n<\/div>\n<p>Republican leaders published the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-open-to-meeting-with-speaker-johnson-on-foreign-aid\/\" title=\"Biden willing to meet Speaker Johnson regarding foreign aid\">proposed foreign aid package<\/a> on Wednesday, proposing to split the bills into four separate pieces of legislation focusing on Israel, Ukraine, and Taiwan. The package also includes a fourth bill that includes other defense measures, including legislation to force <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/China\" target=\"_blank\" rel=\"noopener\" title>China<\/a> to divest TikTok as well as the REPO Act, a proposal to seize frozen Russian assets and transfer them to the Ukrainian government to fight against the Kremlin. <\/p>\n<p>However, lawmakers have criticized the proposal for lacking any U.S. border policy, threatening to vote against the package altogether. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/House-Republicans\" target=\"_blank\" rel=\"noopener\" title>House Republicans<\/a> did publish a fifth bill that focuses solely on border security in an attempt to appease GOP holdouts, although some lawmakers have said it must be tied to the foreign aid bills. <\/p>\n<p>\u201cWe got to get the border in there somehow,\u201d Norman said. \u201cThe Ukraine vote has got to be tied to the border. And that\u2019s what we\u2019re working towards.\u201d<\/p>\n<p>The Rules Committee sets the parameters for each bill\u2019s debate and amendments before it is brought to the floor for consideration. If a bill fails to advance through the committee, it cannot be brought to the floor unless the speaker decides to suspend the rules, thereby raising the threshold needed to pass legislation on the floor. <\/p>\n<p>Even if the foreign aid bills do make it through the Rules Committee, several other <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Republicans\" target=\"_blank\" rel=\"noopener\" title>Republicans<\/a> have threatened to vote against the rule on the floor. <\/p>\n<p>Under typical House procedure, a bill is brought to the floor under a rule that must be approved by lawmakers before it can be debated or voted on. A rule is historically passed along party lines and rarely fails on the House floor. However, House conservatives have weaponized the procedure several times over the last year, tanking key pieces of legislation and stalling action on the floor.<\/p>\n<p>Thanks to Republicans\u2019 historically slim majority in the lower chamber, Johnson has little room for error. As of Wednesday, the speaker can only afford to lose two members on any vote.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>In the event Republicans tank the package, Democrats would need to buck tradition and vote in favor of the rule, thereby throwing Johnson a lifeline to get the package over the finish line. Some Democrats have indicated they would support the rule, although many have remained tightlipped on what they plan to do until Minority Leader <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Hakeem-Jeffries\" target=\"_blank\" rel=\"noopener\" title>Hakeem Jeffries<\/a> (D-NY) advises the party. <\/p>\n<p>As of Thursday morning, Democratic lawmakers indicated they were still considering how they would move forward \u2014 although several suggested they could vote in favor of the rule.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Several House Republicans on the influential Rules Committee are urged to resign after jeopardizing Speaker Mike Johnson&#8217;s foreign aid package.
