The former president is required to spend four out of five work days in court while Biden is holding campaign rallies.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/election-2024\/?utm_source=homepage&#038;utm_medium=banner&#038;utm_campaign=iowa_caucus&#038;utm_id=election2024\" target=\"_blank\" rel=\"noreferrer noopener\">ELECTION 2024: FOLLOW LATEST COVERAGE<\/a><\/strong><\/p>\n<p>During the speech, Biden touted his plan to raise taxes for the highest earners in the United States if he is reelected president and firmly rejected Trump\u2019s embrace of trickle-down economics.<\/p>\n<p>\u201cMy plan calls for a minimum federal income tax of 25%, just 25%, on billionaires, well below the top rate,\u201d Biden said. \u201cYou know how much money that would raise? That would raise $500 billion over the next 10 years.\u201d<\/p>\n<p>He later argued that the middle class would not see increased federal taxes under his 2025 budget proposal. \u201cWe\u2019re not asking anything that\u2019s unusual. Under my plan, nobody earning less than $400,000 will pay an additional penny in federal taxes,\u201d Biden said. \u201cNot one penny.\u201d<\/p>\n<p>Biden then repeated a joke at his rival\u2019s expense. \u201cIf Trump\u2019s stock in the Truth Social, his company, dropped any lower, he might do better under my tax plan than his,\u201d the president said. \u201cIt\u2019s possible.\u201d<\/p>\n<figure><figcaption>President Joe Biden speaks during a campaign event in Scranton, Pennsylvania, on April 16, 2024. (AP Photo\/Matt Rourke)<\/figcaption><\/figure>\n<p>The tax-the-rich pitch is meant to weaken Trump\u2019s populist appeal ahead of the November general election.<\/p>\n<p>Biden continued to slam Trump for supporting policies that allegedly hurt the middle class, saying Trump would <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-capitalizes-on-trump-in-court-and-touts-tax-plan-in-pennsylvania\/\" title=\"Biden leverages Trump's court cases and promotes tax plan in Pennsylvania\">lower billionaires\u2019 tax bills<\/a> by repealing the Affordable Care Act.<\/p>\n<p>\u201cTrump says his MAGA friends want to, quote, \u2018terminate\u2019 \u2014 I love his terminology,\u00a0\u2018terminate\u2019 \u2014\u00a0the Affordable Care Act,\u201d Biden said. \u201cThat would mean over 100 million Americans with preexisting conditions who now have healthcare because of the Affordable Care Act would lose their coverage.\u201d<\/p>\n<p>The president said Trump wouldn\u2019t stop at the healthcare law. \u201cFolks, he\u2019s coming for your money, your healthcare, and your Social Security, and we\u2019re not going to let it happen,\u201d Biden warned.<\/p>\n<p>He argued that he would expand the child tax credit, which Congress allowed to expire at the end of 2021. The child tax credit reduced the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-eyes-expanding-welfare-state-overturning-clinton-era-reform\/\" title=\"Biden Eyes Expanding Welfare State, Overturning Clinton-Era Reform\">child poverty rate<\/a> to its lowest during the COVID-19 pandemic, but child poverty rates doubled after it wasn\u2019t expanded.<\/p>\n<p>\u201cI want to restore it. Restore the expanded child care tax credit because no child should live in poverty in this country,\u201d Biden said.<\/p>\n<p>Biden also excoriated Trump over his 2017 Tax Cuts and Jobs Act, which lowered the corporate tax rate. Biden has previously stated that he hopes to raise the <a href=\"https:\/\/www.washingtonexaminer.com\/magazine-business\/2919261\/biden-white-house-proposes-higher-taxes-spending\/\" target=\"_blank\" rel=\"noopener\" title=\"corporate tax rate\">corporate tax rate<\/a> to 28%, up from 21%.<\/p>\n<p>\u201cIt\u2019s time to raise the corporate tax, minimum tax, to at least 21% so every big corporation finally has to pay their fair share,\u201d Biden said. \u201cBut you know Trump and his MAGA friends want to get rid of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-gop-rejects-biden-infrastructure-plan-preps-new-offer\/\" title=\"Senate GOP Rejects Biden Infrastructure Plan, Preps New Offer\">corporate minimum tax<\/a>.\u201d<\/p>\n<p>Biden has <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2967752\/biden-pushes-for-the-tax-hikes-on-the-rich-that-have-mostly-eluded-him-so-far\/\" target=\"_blank\" rel=\"noopener\" title>faced opposition from the Republican Party<\/a> and some of his party members in implementing some of his biggest tax policy proposals. Pennsylvania is one of the seven battleground states Biden hopes to win in his battle for a second presidential term. <\/p>\n<p>Biden retook the state in 2020 by less than 100,000 votes after Trump won it in 2016.
