Cuomo Shunned Experts, Embraced Lobbyists, Drove Top Health Officials To Quit Over Pandemic Response: Report\">closed-door meeting<\/a> on Monday, proposing to split aid into four separate bills supporting <a href=\"http:\/\/washingtonexaminer.com\/tag\/israel\/\" target=\"_blank\" rel=\"noopener\" title>Israel<\/a>, <a href=\"http:\/\/washingtonexaminer.com\/tag\/ukraine\/\" target=\"_blank\" rel=\"noopener\" title>Ukraine<\/a>, Taiwan, and other defense measures. However, a lack of <a href=\"http:\/\/washingtonexaminer.com\/tag\/border-security\/\" target=\"_blank\" rel=\"noopener\" title>border security<\/a> provisions in the legislation has some <a href=\"http:\/\/washingtonexaminer.com\/tag\/house-republicans\/\" target=\"_blank\" rel=\"noopener\" title>House Republicans<\/a> objecting to the plan, placing the fate on whether the bills pass in the hands of Democrats.<\/p>\n<p>The plan is to combine all four bills into a single rules package before bringing them to the floor for individual votes. After that, the bills that are passed will be combined into a single piece of legislation to be voted on in the Senate, according to several lawmakers.<\/p>\n<p>Without bill text, it is hard to narrow down how Democrats will feel about Johnson\u2019s legislation. Minority Leader Hakeem Jeffries (D-NY) has indicated that all options on passing foreign aid are on the table, placing Democrats at a crossroads of whether to let Republicans sink their own bill or throw Johnson a lifeline and save both the legislation and his speakership. <\/p>\n<p>Hovering over Johnson is a motion to vacate from Rep. Marjorie Taylor Greene (R-GA) introduced last month. On Tuesday, Rep. Thomas Massie (R-KY) said he would <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2967387\/mtg-gets-support-massie-oust-mike-johnson-house-speaker\/\" target=\"_blank\" rel=\"noopener\" title>co-sponsor Greene\u2019s motion<\/a> and called on Johnson to \u201cpre-announce his resignation (as Boehner did).\u201d <\/p>\n<p>If Democrats vote to save Johnson\u2019s legislation, it could give Greene and Massie more ammunition to bring the motion to vacate forward \u2014 possibly leaving the Louisiana Republican\u2019s speakership in the hands of Democrats.<\/p>\n<p>Most Democrats have called on Johnson to bring the Senate foreign aid supplemental legislation to the floor, which includes aid to Ukraine, Taiwan, and Israel, as well as $9.5 billion in humanitarian aid to Gaza and other nations.<\/p>\n<p>House Democratic Caucus Vice Chairman Ted Lieu (D-CA) said during a Tuesday caucus press conference that if Johnson\u2019s foreign plan is without one of the Senate supplemental\u2019s four components \u2014 aid to Ukraine, Israel, Gaza, and Taiwan \u2014 then it is \u201chighly unlikely Democrats would support it.\u201d<\/p>\n<p>Some Democrats are worried that splitting the bills into four could have significant consequences for U.S. allies.<\/p>\n<p>\u201cI\u2019m very concerned about Ukraine aid, and I don\u2019t have confidence in the speaker\u2019s ability to get that through,\u201d Rep. Becca Balint (D-VT) told the <em>Washington Examiner<\/em>. \u201cAnd so I\u2019m concerned that cleaving it off is going to mean that the Ukraine aid won\u2019t pass.\u201d<\/p>\n<p>It is unclear whether the legislation will be brought to the floor through a rule vote, the typical House procedure, or under suspension, which does not require a rule vote. A rule is historically passed along party lines and rarely fails on the House floor. However, House conservatives have weaponized the procedure several times over the last year, tanking key pieces of legislation and stalling action on the floor.<\/p>\n<p>Given several Republicans are either on the fence or outright a \u201cno\u201d on the rule vote, Democrats could elect not to save Republicans and instead focus all efforts on gaining the necessary signatures to advance a discharge petition to bring the Senate bill to the floor.<\/p>\n<p>Democratic Caucus Chairman Pete Aguilar (D-CA) emphasized that Democrats do not want to \u201csink\u201d any plans that \u201cdeliver aid to our allies.\u201d<\/p>\n<p>\u201cOur focus is on delivery,\u201d Aguilar said. \u201cLike I mentioned, we\u2019re less concerned about what process is used.\u201d<\/p>\n<p>However, he warned that time is of the essence.<\/p>\n<p>\u201cBut this needs to happen by the end of the week,\u201d the caucus chair added. \u201cThere is some urgency here.\u201d<\/p>\n<p>House Rules Committee ranking member Jim McGovern (D-MA), who is leading the discharge petition, said he has gotten \u201cno indication\u201d on when the committee will meet to discuss the aid legislation.<\/p>\n<p>\u201cSo I\u2019ve been told that, you know, we may be here until Friday night or later,\u201d McGovern said. \u201cI don\u2019t know what that means for when they want to reconvene the Rules Committee.<\/p>\n<p>\u201cBut we\u2019ve been talking about this for a long, long time, so that they don\u2019t know what the hell they\u2019re doing just shows now they\u2019re in disarray,\u201d McGovern added.<\/p>\n<p>Balint said following the Democrats\u2019 morning conference meeting that the party had not talked about Johnson\u2019s legislation \u201cat all\u201d because they had not seen the bill text. However, she is confident that the conference will work toward finding a path forward on the aid.<\/p>\n<p>\u201cCertainly, we have been the caucus that has shown up to do the work all year, and we will, you know, continue to do that,\u201d Balint said. \u201cBut I think we\u2019re all just waiting to see what it looks like.\u201d<\/p>\n<p>She added that she is frustrated with House Republicans stalling foreign aid talks and placing the House in a time crunch again.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>\u201cI can\u2019t believe that we are months and months into this, when Ukraine needed this money, you know, months ago,\u201d Balint said. \u201cAnd so I am filled with so much frustration and anger that once again, like, we\u2019re going to be here Friday night, at the 11th hour, it\u2019s like, give me a break. <\/p>\n<p>\u201cYou know, for [Johnson] to say right now, it\u2019s time to \u2018do our job for democracy\u2019 \u2014 no.
