Pennsylvania&#8217;s\u2064 demographic shifts and its impact\u2063 on electoral\u2063 outcomes are closely monitored, with\u2062 both candidates vying for its crucial 19 Electoral College votes.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/pennsylvania\" target=\"_blank\" rel=\"noopener\" title=\"Pennsylvania\">Pennsylvania<\/a> is expected to be one of the most <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/third-party-candidates-who-have-derailed-past-presidential-campaigns\/\" title=\"Third-party candidates who disrupted previous presidential races.\">closely contested states<\/a> in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/2024-elections\/\" target=\"_blank\" rel=\"noopener\" title=\"this fall's election\">this fall\u2019s election<\/a>, and with his opponent sidelined, President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title=\"Pennsylvania\">Joe Biden<\/a> is barnstorming it with a three-stop tour this week.<\/p>\n<p>Biden will campaign first in Scranton, the city where he was born and spent his earliest years, followed by a Wednesday appearance in Pittsburgh and two rallies Thursday in Philadelphia. All will contrast Biden\u2019s tax plans with those of former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\" target=\"_blank\" rel=\"noopener\" title=\"Donald Trump\">Donald Trump<\/a>.<\/p>\n<p>\u201cStarting tomorrow in Scranton, the day after tax day, the president will outline how Trump\u2019s tax plan is a handout to the rich and leads the middle class holding the bag,\u201d Biden campaign communications director Michael Tyler said on a call with reporters previewing the president\u2019s remarks. <\/p>\n<p>The tour comes as Trump, the presumptive GOP nominee, is <a href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/2966171\/trump-trial-judge-denies-use-access-hollywood-tape-allegations-as-evidence\/\" target=\"_blank\" rel=\"noopener\" title=\"temporarily sidelined\">temporarily sidelined<\/a> with a trial in Manhattan, leaving him away from the campaign trail. <\/p>\n<p>Both candidates will focus heavily on Pennsylvania during the election, as Biden\u2019s three-city, three-day tour attests. Trump won the traditionally blue state in 2016 en route to his massive upset victory over Hillary Clinton, and Biden took it back four years later with a win of less than 100,000 votes. <\/p>\n<p>Biden carries the advantage of incumbency this time, but that may make little difference given the unique circumstances of this election.<\/p>\n<p>\u201cIt\u2019s almost like they\u2019re both incumbents,\u201d Grove City College political science professor Michael Coulter said. \u201cAnd in fact, it might be hurting Biden more than helping. Some small portion of the electorate just wants to see change and isn\u2019t primarily moved by partisan identification.\u201d<\/p>\n<p>Coulter calls the race in Pennsylvania 50\/50 at this point and further notes that it will be very difficult for either candidate to win the election without the Keystone State and its 19 Electoral College votes.<\/p>\n<p>Some politicos have taken note of the state\u2019s population loss and demographic shifts since 2020. The U.S. Census Bureau estimates that Pennsylvania lost 40,000 residents from 2020 to 2023, much of that in the Democratic strongholds of Pittsburgh and Philadelphia.<\/p>\n<p>But Coulter notes that many of those residents simply relocated to the suburbs, which is where the race will likely be determined. <\/p>\n<p>\u201cThere is thought to be a structural advantage to Biden because of the concentration of votes in urban and suburban areas,\u201d Coulter said. \u201cThe candidate who wins the suburbs wins.\u201d<\/p>\n<p>Biden campaign staffers say that his approach will be better for working- and middle-class voters. <\/p>\n<p>\u201cTrump\u2019s plan for a second term results in an <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/three-ways-the-democrats-stick-up-for-the-wealthy-at-the-expense-of-the-middle-class\/\" title=\"Three Ways The Democrats Stick Up For The Wealthy \u2014 At The Expense Of The Middle Class\">average tax cut<\/a> of $3.5 million for the 1,500 richest individuals in America,\u201d former Biden National Economic Council Director Brian Deese said. \u201cTo give you a sense of magnitude, that $3.5 million per year tax cut for a single individual is about 70 times what a typical family in Scranton, Pennsylvania, makes in an entire year.\u201d<\/p>\n<p>Biden\u2019s campaign promises that Trump will \u201clower billionaires\u2019 tax bills by millions of dollars,\u201d while Biden will \u201cmake the ultrawealthy and corporations pay their fair share.\u201d<\/p>\n<p>The Trump campaign did not respond to a request for comment from the <em>Washington Examiner.<\/em> However, the Republican National Committee released a statement Monday afternoon saying Biden has already raised taxes on the middle class. <\/p>\n<p>The RNC claims Biden\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breitbart-business-digest-bidens-okay-boomer-wealth-tax\/\" title=\"Breitbart Business Digest: Biden's Okay Boomer Wealth Tax\">latest budget proposal includes<\/a> <a href=\"https:\/\/www.atr.org\/list-of-tax-hikes-in-bidens-budget\/\" target=\"_blank\" rel=\"noopener\" title=\"nearly $4.7 trillion\">nearly $4.7 trillion<\/a> in new taxes and more money for the IRS to audit individual taxpayers. <\/p>\n<p>\u201cBiden\u2019s bank-breaking proposals are on top of the \u2018hidden tax\u2019 of inflation already hitting Americans hard,\u201d RNC spokesman Jake Schneider said. \u201cBiden already broke his promise not to raise taxes, so what\u2019s to stop him from doing it again? \u2014 Electing President Trump in November.\u201d<\/p>\n<p>One group of voters under a particularly strong spotlight in Pennsylvania is unionized manufacturing workers, whom Biden and Trump are courting heavily.<\/p>\n<p>This group was key to Trump\u2019s 2016 victory, and he subsequently imposed import tariffs designed to protect sectors like steel manufacturing, of which Pittsburgh is a stronghold. Biden has kept many of those tariffs in place and also touts legislative accomplishments like the $1.2 trillion Infrastructure Investment and Jobs Act as a win for these voters.<\/p>\n<p>Trump and Biden both oppose the sale of Pittsburgh-based U.S. Steel to a Japanese firm, and while Biden has <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2930759\/biden-united-steelworkers-endorsement-against-us-steel-sale\/\" target=\"_blank\" rel=\"noopener\" title=\"picked up the endorsement\">picked up the endorsement<\/a> of the United Steelworkers, that doesn\u2019t necessarily mean rank-and-file voters will go for him. <\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>Biden\u2019s campaign points to recent wins by Gov. Josh Shapiro (D-PA) and Sen.
