The proposal \u200dstirred\u200b public debate, with various opinions expressed \u2064during the comment period. Governor \u200bGordon \u200cargued that such rules \u2063should be within the legislative branch&#8217;s\u200d scope. Mark Gordon on Friday vetoed a set of rules proposed by Secretary of State Chuck Gray that would have required prospective voters to prove their Wyoming residency to register to vote. <\/p>\n<p>Wyoming\u2019s <a href=\"https:\/\/sos.wyo.gov\/Forms\/Publications\/ElectionCode.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">election code<\/a> says voters must be both state residents and U.S. citizens. But would-be voters are currently just required to provide proof of identity, according to the <a href=\"https:\/\/sos.wyo.gov\/Elections\/State\/RegisteringToVote.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">secretary of state\u2019s<\/a> office.  <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-319442590\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-730447c38fb30a4f0496ef3b825fd6a2 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-730447c38fb30a4f0496ef3b825fd6a2\"><\/div>\n<p>Gray proposed the new rules as amendments to Chapter 2 of the Secretary of State\u2019s Election Procedures. <\/p>\n<p>Under the proposed rules, voters could prove their residency with either a driver\u2019s license, passport, federal identification card, photo identification from a Wyoming public school or university, a military card, an identification card given to a military dependent, or a tribal identification card. These documents are also used to currently prove identity. <\/p>\n<p>If an individual did not have one of the aforementioned identification forms but could \u201cprovide\u2026their Wyoming driver\u2019s license number and any two\u201d of a list of other documents, any of those documents with a Wyoming address on it would \u201cconstitute proof of Wyoming residency.\u201d The documents include a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/doj-investigating-spacexs-hiring-practices-after-non-u-s-citizen-alleges-discrimination\/\" title=\"DOJ Investigating SpaceX\u2019s Hiring Practices After Non-U.S. Citizen Alleges Discrimination\">social security card<\/a>, birth certificate, or a military draft record, among other options. Voters without a driver\u2019s license could also provide the last four digits of their Social Security number along with two of the aforementioned documents. <\/p>\n<p>Gray\u2019s proposed rules also mandated that \u201cNo person shall be allowed to register to vote if their presented identification contains any indication that they are not a citizen of the United States.\u201d<\/p>\n<div class=\"fdrlst__b89e9-5a06458396aa960c2c294ebcaa13a57c fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-5a06458396aa960c2c294ebcaa13a57c\"><\/div>\n<p>During the public comment period, the secretary of state\u2019s office received \u201capproximately 485 written comments regarding the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-speaker-vote-to-commence-later-today\/\" title=\"House Speaker Vote for Commencement Later Today\">proposed rules package<\/a>,\u201d according to a letter from Deputy Secretary of State Jesse Naiman. <\/p>\n<p>\u201cOf the written comments received, approximately 280 were in favor of the proposed rules as written, approximately 180 were opposed to the rule as written,\u201d and the other comments were neither opposed nor in favor, according to Naiman\u2019s letter. <\/p>\n<p>But Gordon argued the proposal falls outside of the scope of the secretary of state\u2019s office. <\/p>\n<p>Gordon <a href=\"https:\/\/wyofile.com\/wp-content\/uploads\/2024\/04\/L-Chuck-Gray-re-ARP23-085-Secretary-of-State-Chapter-2-Identification-for-Voter-Registration-4.12.24.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a> \u201cWyoming\u2019s elections are safe and secure\u201d and \u201cwhile there may always be room to improve Wyoming\u2019s election laws, this responsibility lies in the purview of the legislative branch.\u201d He insisted it was \u201cinaccurate\u201d to say that there is currently \u201cno mechanism for ensuring voters do not misrepresent their residency\u201d but acknowledged Wyoming law \u201cmay not currently allow county clerks to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ballots-cast-without-proof-of-citizenship-exploded-after-lawfare-crippled-arizona-election-laws\/\" title=\"Arizona's election laws were weakened by lawfare, leading to a significant increase in ballots cast without proof of citizenship\">require documentary proof<\/a> of residency at registration.\u201d<\/p>\n<div class=\"fdrlst__b89e9-dce39f047929256cb56dda3cb6107000 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-dce39f047929256cb56dda3cb6107000\"><\/div>\n<p>\u201cUnless and until the legislature grants the Secretary of State more explicit authority allowing for rulemaking to add to those statutory requirements at the time of registration, I believe these rules are a breach of the separation of powers with the legislative branch,\u201d Gordon continued in his veto letter. The Wyoming Legislature\u2019s Management Council also <a href=\"https:\/\/cowboystatedaily.com\/2024\/03\/29\/legislative-council-says-gordon-should-reject-chuck-grays-voter-registration-rules\/\" target=\"_blank\" rel=\"noreferrer noopener\">recommended<\/a> Gordon reject the proposal on the grounds that Gray lacks the authority to make the changes. <\/p>\n<p>Gray argues that \u201cWyoming statute not only allows for the rule, but actually calls for it.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\"> <span class=\"mwPOo4fsS3Ynb0LC7QGFI2dRJrt8vzci\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">With his veto of our proposed rules, Gov.
