The upcoming House vote on the revised bill seeks to extend the\u2062 government \u2063surveillance\u2062 program for two years instead of five. The administration is concerned about the shortened renewal period and its impact on the intelligence community.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>House leadership\u2019s move to change the expiration of a bill that would renew <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/section-702\" target=\"_blank\" rel=\"noopener\" title>Section 702<\/a> of the Foreign Intelligence Surveillance Act appeased some <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republicans\" target=\"_blank\" rel=\"noopener\" title>Republican<\/a> detractors while leaving the Biden administration deeply dissatisfied.<\/p>\n<p>The <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/house\" target=\"_blank\" rel=\"noopener\" title>House<\/a> will vote on Friday on the new bill, which would reauthorize the powerful government spy program for two years instead of five years. Meanwhile, some in the Biden administration are \u201csecretly freaking out\u201d about the change despite the White House\u2019s outward support for the bill, according to a source familiar with the administration\u2019s thinking.<\/p>\n<p>The source said the condensed renewal period would significantly strain the intelligence community as it works to conform to the dozens of reforms built into the new bill, all while facing the possibility that its most powerful national security tools will expire or be dramatically changed again in two years.<\/p>\n<p>This causes \u201cserious burdens that will shrink agency resources to the brink,\u201d and it creates \u201csignificant uncertainty for the IC on the most important intel tool, undermining its effectiveness,\u201d the source said.<\/p>\n<p>The <em>Washington Examiner<\/em> reached out to a White House spokesman for comment.<\/p>\n<p>The change from five years to two years has also <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2963490\/house-moves-forward-modified-fisa-bill\/\" target=\"_blank\" rel=\"noopener\" title>garnered<\/a> mixed reviews in the House.<\/p>\n<p>Rep. Brian Fitzpatrick (R-PA), a former FBI agent and member of the House Intelligence Committee, said that pushing up the bill\u2019s sunset date is \u201ca mistake.\u201d<\/p>\n<p>\u201cThis is a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-signs-cryptocurrency-executive-order-looking-to-develop-digital-dollar-and-crack-down-on-national-security-threats\/\" title=\"Biden Signs Cryptocurrency Executive Order, Looking To Develop Digital Dollar And Crack Down On National Security Threats\">critical national security tool<\/a>. We can\u2019t be playing games with it,\u201d Fitzpatrick said. \u201cI\u2019m the only FBI agent in Congress who\u2019s actually used it, and it saves a lot of lives every day that people don\u2019t know about.\u201d<\/p>\n<p>Section 702 allows the intelligence community to surveil foreigners\u2019 electronic communications, but it has caused controversy because people in the United States who are communicating with those overseas can have their private communications swept up in the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/american-public-schools-lost-more-than-a-million-students-last-year\/\" title=\"American Public Schools Lost More Than A Million Students Last Year\">collected data<\/a>.<\/p>\n<p>The Intelligence Committee drafted most of the Section 702 reauthorization bill, and a person close to the committee agreed with Fitzpatrick that a longer reauthorization period would be ideal.<\/p>\n<p>\u201cFive years is preferable,\u201d the person said, but added that \u201cthe two<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-passes-bill-to-prevent-government-shutdown\/\" title=\"Senate Passes Bill to Prevent Government Shutdown\">-year reauthorization<\/a> with the reforms in the underlying bill is an important step to address abuses while keeping Americans safe.\u201d<\/p>\n<p>The disputes over the bill are largely a result of the FBI abusing its access to Section 702 in recent years, generating severe distrust among privacy hawks. FBI agents were found by the FISA Court to have searched sensitive data collected through Section 702 for the private information of hundreds of thousands of U.S. citizens, such as those who participated in the George Floyd protests and the Jan. 6 Capitol breach. The bureau has been adamant, and the FISA Court has agreed, that internal reforms the FBI implemented have since addressed those improprieties.<\/p>\n<p>The Intelligence Committee has touted that its new bill places greater restrictions on the FBI, such as enhanced criminal penalties for abusing Section 702 and reducing agents\u2019 access to it, that will address privacy worries.<\/p>\n<p>The House Judiciary Committee has been, on a fully bipartisan basis, advocating its own bill with many similar reforms but also with the key addition of a provision that FBI agents obtain warrants before searching their database for U.S. citizens\u2019 information. The Intelligence Committee and the FBI have claimed the warrant requirement would render Section 702 useless and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/officials-say-meena-harris-social-media-posts-could-interfere-with-u-s-diplomacy-with-india\/\" title=\"Officials say Meena Harris social media posts could interfere with U.S. diplomacy with India\">threaten national security<\/a>.<\/p>\n<p>Because of these divisions and House leadership\u2019s struggle to overcome them, some hard-line Republicans initially blocked the reauthorization bill from advancing this week. However, these defectors have shown signs they will let up, in part because of the two-year reauthorization change.<\/p>\n<p>\u201cThe two<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-deliberates-a-52-billion-semiconductor-bill\/\" title=\"Congress Deliberates a  Billion Semiconductor Bill\">-year time frame<\/a> is a much better landing spot because it gives us two years to see, \u2018Is any of this working?\u2019 Rather than kicking it out five years,\u201d Rep.
