Dan Laughlin, R-Erie, said during a Senate Republican Policy Committee on Thursday. <\/p>\n<p>Republicans this week have focused on the theme. On Wednesday, they announced a higher ed proposal that would award <strong><a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_98da322e-f785-11ee-b76c-8b42348a3761.html\">$5,000 scholarships<\/a><\/strong> to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/former-fbi-special-agent-finds-17514-georgia-voters-with-out-of-state-forwarded-mail-addresses\/\" title=\"Former FBI Special Agent Finds 17,514 Georgia Voters with Out-of-State Forwarded Mail Addresses\">college students<\/a> who committed to staying in the commonwealth \u2014 and give in-state tuition to any out-of-state students who do the same.<\/p>\n<p>But breaking that well-worn drive down the interstate will take time.<\/p>\n<p>\u201cWe\u2019re losing our young folks to other states because they\u2019re finding their greatest opportunities elsewhere,\u201d said Sen. Kristin Phillips-Hill, R-York. \u201cI am tired of losing constituents and businesses to North Carolina, Texas, Florida, and elsewhere.\u201d<\/p>\n<p>The growth of life sciences and tech in the Philadelphia area has been a bright spot, but area leaders warn that creating growth has been a hard slog.<\/p>\n<p>\u201cIn spite of success, the path from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/western-nations-scramble-to-protect-universities-from-american-leftism\/\" title=\"Western Nations Scramble To Protect Universities From American Leftism\">academic research<\/a> to commercial success and society impact continues to be fraught with significant hurdles and challenges,\u201d said John Swartley, chief innovation officer at the University of Pennsylvania.<\/p>\n<p>He referred to a \u201cvalley of death\u201d that entrepreneurs and businesses face.<\/p>\n<p>\u201cThe gap between early and promising research findings, and the many different steps and investments required to ensure their full development to market ready projects \u2014 that continues to be a significant barrier to establishing academic-industrial partnerships,\u201d Swartley said.<\/p>\n<p>New startups in the commonwealth, he said, lack a skilled and unskilled workforce to do the job, along with enough contract manufacturers to get the job done.<\/p>\n<p>\u201cWe graduate about 20 students a year \u2014 the industry needs 100,\u201d Jamie Bretz, dean of STEM at Montgomery County Community College, said. \u201cIt\u2019s really getting people interested in getting into the field.\u201d<\/p>\n<p>To develop the commonwealth, other testifiers argued more taxpayer money needs to go to life science, tech, and other fields. Scott Nissenbaum, president of Ben Franklin Technology Partners, pitched legislators to support an <strong><a href=\"https:\/\/technical.ly\/civic-news\/philadelphia-eda-tech-hubs-precision-medicine\/\">$80 million tech hub proposal<\/a>.<\/strong><\/p>\n<p>\u201cThe brain drain can stop in a critical situation, which is health care and life sciences and precision medicine. Philadelphia can become the region the same way that Silicon Valley is for entrepreneurs,\u201d Nissenbaum said. \u201cScience fiction is colliding with real science out of Penn and Drexel and Jefferson.\u201d<\/p>\n<p>The hub would require $5 million from the commonwealth and $1 million from Philadelphia and Delaware each, which he argued would lead to 20,000 jobs created over five years.<\/p>\n<p>\u201cFor Pennsylvania to make an impact, we need investment, we need incentives, workforce development, and all of us will grow our biotech corridor,\u201d Louis Kassa, president and CEO of the Pennsylvania Biotech Center, said. \u201cMassachusetts, Texas, New York have made billion-dollar investments and provided many incentive programs to attract companies and retain them \u2026 It\u2019s time for Pennsylvania to leverage the life sciences industry.\u201d<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pennsylvania lawmakers aim to retain young talent by creating local opportunities.
