He criticized the legislation for combining positive policies with measures\u2063 that could criminalize \u2062homelessness and significantly escalate incarceration expenses without additional funds. The bill, HB 5, \u200bpreviously passed in the Republican-led Kentucky legislature \u2063with a 27-9 vote.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div data-td-block-uid=\"tdi_78\">\n<p>Gov. <a href=\"https:\/\/washingtonexaminer.com\/tag\/andy-beshear\" target=\"_blank\" rel=\"noopener\" title=\"Andy Beshear\">Andy Beshear<\/a> (D-KY) vetoed a comprehensive <a href=\"https:\/\/washingtonexaminer.com\/tag\/crime\" target=\"_blank\" rel=\"noopener\" title=\"crime\">crime<\/a> bill, citing the increased cost of incarceration as one of the key reasons for disapproving of the legislation.<\/p>\n<p>\u201cThe legislature chose to include these good policies with dozens of other measures in one unwieldy bill that would criminalize homelessness and significantly increase incarceration costs without any additional appropriation,\u201d Beshear <a href=\"https:\/\/apps.legislature.ky.gov\/record\/24rs\/hb5\/veto.pdf\" target=\"_blank\" rel=\"noopener\" title=\"said\">said<\/a> in his veto statement.<\/p>\n<p>HB 5 passed in the Republican-dominated Kentucky legislature last month by a 27-9 vote in the state Senate and a 75-23 vote in the state House. However, it was vetoed by the Democratic governor on Tuesday. Beshear said that while some measures in the bill were good, he decided to veto the bill over concerns about illegal camping statutes and the lack of a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/oregon-dems-use-recycling-bill-to-codify-equity-definition\/\" title=\"Oregon Dems Use Recycling Bill To Codify \u2018Equity\u2019 Definition\">fiscal impact statement<\/a> for the bill.<\/p>\n<p>\u201cDespite the tremendous fiscal impact House Bill 5 would have on the Department of Corrections<br \/>and county governments, the General Assembly provided no fiscal impact analysis with the bill. For these reasons, I am vetoing House Bill 5,\u201d he added.<\/p>\n<p>The bill included several provisions to enhance punishments for various crimes and make other changes to the state\u2019s criminal law, including making carjacking a separate crime. <\/p>\n<p>One of the bill\u2019s sponsors, Republican state Rep. Jared Bauman, told the <em>Lexington Herald-Leader<\/em> that he hoped Beshear would sign the bill and accused the governor of using \u201cmisinformation and fearmongering.\u201d<\/p>\n<p>\u201cInstead, he once again uses misinformation and fearmongering to distract from the fact that his actions show he is more concerned about offending criminals than protecting innocent Kentuckians and advocating for victims,\u201d he said.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>Because of the overwhelming majority with which the bill passed both chambers and only a simple majority being required to override vetoes, the bill may still be enacted into law.<\/p>\n<p>Lawmakers in Kentucky will have the final two days of the legislative session to override Beshear\u2019s vetoes if they choose to.
