Despite efforts by Republican leaders, the measure was blocked by a coalition of 19 Republicans and\u200c Democrats, \u200bdelivering another \u200cblow to Speaker Johnson&#8217;s \u200cleadership. House conservatives have utilized this \u2062tactic multiple times in the past year, disrupting \u2063proceedings when in disagreement with\u200d the\u200c party\u200b leadership.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Hard-line House Republicans <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2960821\/fisa-reform-peril-hard-liners-against-house-bill\/\">tanked a procedural rule<\/a> vote that would begin debate on reauthorizing Section 702 of the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2960357\/davidson-fisa-provision-vote-congressman-speaker-broken-promises\/\">Foreign Intelligence Surveillance Act<\/a>, effectively leaving the House at a standstill just nine days before the key surveillance law expires. <\/p>\n<p>Republican leaders hoped to advance the FISA reform on Wednesday <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2854663\/conservatives-demand-fisa-reform-changes\/\">but the measure<\/a> failed after 19 Republicans joined all Democrats in tanking the rule. The vote, which failed 193-228, is the latest blow to Speaker Mike Johnson\u2019s (R-LA) leadership, which is already on the rocks as he faces a number of legislative challenges and a threat to remove him from his top position. <\/p>\n<p>Advancing a rule is a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/covid-19-relief-bill-contains-10-billion-for-global-response\/\" title=\"COVID-19 Relief Bill Contains  Billion for Global Response\">procedural move<\/a> that is typically voted on along party lines and rarely fails on the House floor. However, House conservatives have weaponized the procedure several times over the last year, voting to stall action on the floor whenever they disagree with GOP leadership.<\/p>\n<p>Former President Donald Trump came out in opposition to the FISA proposal earlier Wednesday. Republican hardliners tanked three rule votes under former House Speaker Kevin McCarthy (R-CA), and Wednesday\u2019s failed vote marks the fourth under Johnson. <\/p>\n<p>The failed vote also puts lawmakers in a time crunch as the foreign surveillance bill is scheduled to expire on April 19, giving Congress just over a week to pass some sort of extension. Although lawmakers largely agree the bill must be renewed, they have disagreed on what reforms should be made. <\/p>\n<p>Warrant requirements have emerged as the most contested matter, with several conservatives coming out in opposition after an amendment to force federal agencies to obtain a court order to purchase commercially owned data of U.S. citizens was stripped from the legislation. <\/p>\n<p>Several House Republicans posted on X earlier this week to express their opposition with the message: \u201cGet a warrant. #FISA.\u201d<\/p>\n<p>The fight over government surveillance reform has been years in the making after then-President Donald Trump signed into law a six-year reauthorization with mild reforms in 2018.<\/p>\n<p>In the lead-up to Section 702\u2019s expiration, the Judiciary and Intelligence committees introduced competing proposals with a slate of new reforms that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fisa-reform-in-peril-as-hard-liners-come-out-against-house-bill\/\" title=\"FISA reform jeopardized as tough critics oppose House proposal\">primarily involved tightening restrictions<\/a> on the FBI\u2019s use of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/flashback-former-ag-barr-initiated-spying-program-on-americans-back-in-1992\/\" title=\"FLASHBACK: Former AG Barr Initiated Spying Program on Americans Back in 1992\">surveillance program<\/a>. The Intelligence Committee opposes <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/government-agencies-are-buying-cell-phone-and-internet-data-to-track-americans\/\" title=\"Government Agencies Are Buying Cell Phone and Internet Data to Track Americans\">warrant requirements<\/a>. <\/p>\n<p>It\u2019s not yet clear how lawmakers will move forward with the FISA reauthorization.
