House Bill 2274 proposes reducing the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/prageru-nikki-haley-explains-why-capitalism-wins\/\" title=\"PragerU: Nikki Haley Explains Why \u2018Capitalism Wins\u2019\">corporate tax rate<\/a> from 4%\u200c to 3% in \u200d2025, down to \u20621% by\u200d 2027 with full elimination \u200din 2028. The \u2063bill could impact\u2064 the state&#8217;s revenue significantly. The \u2063Missouri\u200c House has forwarded over \u200c80 bills to the Senate, among them\u200d a significant proposition to eliminate corporate\u200b income tax and terminate tax credits. House Bill 2274 suggests a gradual \u200breduction in\u2064 the corporate tax rate,\u2064 starting from 4% in \u20622025 down to complete\u2064 elimination in 2028. This proposed bill could \u200dhave\u200d a substantial impact on the state&#8217;s revenue streams.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>(The Center Square) \u2013 In the stack of more than 80 bills the Missouri House of Representatives voted to send to the Senate is an effort to phase out the corporate income tax and end tax credits.<\/p>\n<p>If the\u00a0Senate passes <strong><a href=\"https:\/\/house.mo.gov\/Bill.aspx?bill=HB2274&#038;year=2024&#038;code=R\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 2274<\/a><\/strong> as it currently is written, the corporate tax rate would decrease from 4% to 3% on Jan. 1, 2025, drop to 2% in 2026, 1% in 2027, and no corporate tax would be imposed in 2028 and thereafter. The bill was first read in the Senate in late March and no other actions have been taken.<\/p>\n<p>The bill\u2019s fiscal note reported the state\u2019s general revenue would drop $99 million in fiscal year 2025, $320 million in 2026, $541 million in 2027, and $884 million when fully implemented in 2029.<\/p>\n<p>The bill also would stop new tax credits for corporations. The Office of Budget and Planning reported approximately $90 million in tax credits were taken during fiscal years 2021 through 2023. Between $95 and $115 million in tax credits were claimed from 2017 through 2020.<\/p>\n<p>Missouri and Oklahoma have the second-lowest corporate income tax rate in the nation with North Carolina\u2019s flat rate of 2.5% the lowest, according to information from the <strong><a href=\"https:\/\/taxfoundation.org\/data\/all\/state\/state-corporate-income-tax-rates-brackets-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tax Foundation<\/a><\/strong>. Eight other states have top corporate income tax rates at or below 5%.<\/p>\n<p>Rep. Travis Smith, R-Dora, and the bill\u2019s sponsor, said eliminating the corporate income tax would ultimately benefit workers and consumers.<\/p>\n<p>\u201cIt\u2019s because the corporation is not paying those taxes and they\u2019re putting [money] back into improving their facilities and paying the wages,\u201d Smith said before the House voted 100-50 along party lines to pass the bill.<\/p>\n<p>Democrats argued eliminating the corporate income tax wouldn\u2019t provide a substantial incentive since Missouri\u2019s rate is lower than surrounding states.<\/p>\n<p>\u201cWhere I struggle with it is why compete against yourself,\u201d Rep. Steve Butz, D-St. Louis, said during floor debate. \u201cWe\u2019re already a low-tax state. I try to make this argument and, sure you don\u2019t like corporate income tax. I get it. But we have gentlemen over here who don\u2019t like <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-vow-to-move-virginia-forward\/\" title=\"Democrats promise to advance Virginia\">personal property tax<\/a> and somebody else doesn\u2019t like real estate tax and we would like to reduce sales tax on food. I get it, but it\u2019s that balance.\u201d<\/p>\n<p>Other Democrats questioned the fairness of the bill.<\/p>\n<p>\u201cI believe\u00a0\u2013\u00a0and I hope that others around here believe\u00a0\u2013\u00a0that corporations should actually pay for some of the services that they use in this state,\u201d Rep. Kemp Stricker, D-Lee\u2019s Summit, said before the vote. \u201cYes, the corporations are owned by shareholders and some of them are our constituents. Many of them are also out-of-state constituents and I believe they should pay for some of those services we provide as a state.\u201d<\/p>\n<p>Republicans stated elimination of the tax would help consumers and businesses.<\/p>\n<p>\u201cI remember listening to President Ronald Reagan [say] that whenever you tax businesses or you raise the minimum wage or any of those things, that\u2019s a pass-through cost,\u201d Rep. Barry Hovis, R-Whitewater, said before the vote. \u201cYou\u2019re passing that on to the customer, which raises our cost of being able to live.
