(AP Photo\/Eugene Garcia)<\/figcaption><\/figure>\n<p>A 14-year-old and 15-year-old were referred to the Los Angeles County Juvenile Diversion Program, while the 11-year-old was released to her parents, according to the Los Angeles Police Department.<\/p>\n<p>One suspect, identified as Yoselin Quintanilla, 31, was booked after receiving stolen property. Another adult, whose name was withheld for unknown reasons, was arrested with a no-bail parole violation warrant.<\/p>\n<p>The bust resulted in $4,600 worth of stolen merchandise, including clothing, shoes, and household products. The stolen items were returned to the retailer.<\/p>\n<p>News of the arrests, and the\u00a0ages of those involved in the criminal activity, comes as a bipartisan effort to deter retail theft makes its way through the state legislature. The bill, introduced by Democratic Assemblywoman Wendy Carrillo, would make it easier for police officers to arrest suspected\u00a0shoplifters.<\/p>\n<p>\u201cRight now, there\u2019s no fear, right?\u201d Carrillo said. \u201cIt\u2019s like we can steal, we can commit these petty misdemeanor crimes, but it\u2019s cite and release and there\u2019s no record.\u201d<\/p>\n<p>Carrillo believes the Secured Transactions and Organized Theft Prevention Act would scare shoplifters by increasing the likelihood of a low-level arrest.<\/p>\n<p>\u201cThis is just going back to traditionally what we used to have, which was book-and-arrest, so you\u2019ll have a record,\u201d Carrillo said.<\/p>\n<p>Even though the bill has generated bipartisan support, it has caused some friction among some in her own party.<\/p>\n<p>Assemblywoman Tina McKinnor opposes the bill, based on inequities in law enforcement.<\/p>\n<p>McKinnor, a fellow progressive caucus member, posted\u00a0on X that the legislation is \u201cbad for black and brown folks.\u201d She added that it would also promote mass incarceration.<\/p>\n<p>\u201cWe need our law enforcement partners to enforce the laws on the books, not discourage retailers from asking for help,\u201d she said.<\/p>\n<p>A 2019 report from the <a href=\"https:\/\/www.ppic.org\/publication\/racial-disparities-in-california-arrests\/\" target=\"_blank\" rel=\"noopener\" title>Public Policy Institute of California<\/a> found that black people in nearly all California counties have higher arrest rates than white people and that misdemeanors have increased as a share of all arrests.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\" target=\"_blank\" rel=\"noopener\" title>CLICK HERE FOR MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>Carrillo, however, claimed her bill would be committed to \u201cfairness, equity, and the protection of all individuals\u2019 rights, regardless of race or background.\u201d<\/p>\n<p>She added that her colleague hasn\u2019t met with her to talk about her bill but that she is \u201calways open\u201d to discussing policy, adding, \u201cI don\u2019t legislate via social media.\u201d<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Los Angeles, the police detained eight individuals linked to an organized retail theft group.
