Nickel&#8217;s FAIR MAPS Act targets partisan gerrymandering on a national scale.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Rep. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/house-democrats\" target=\"_blank\" rel=\"noopener\" title=\"Wiley Nickel\">Wiley Nickel<\/a> (D-NC) is not running for reelection to his <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/north-carolina\" target=\"_blank\" rel=\"noopener\" title=\"North Carolina\">North Carolina<\/a> seat after it was redrawn to favor Republicans, but he is introducing legislation to take the redistricting process out of the hands of state legislatures.<\/p>\n<p>Nickel introduced the bill on Tuesday that would create independent commissions of 15 people in each state to formulate congressional maps each decade to coincide with new census data. The bill called the Fair and Impartial Redistricting for Meaningful and Accountable Political Systems, or FAIR MAPS, Act would \u201crestore fairness\u201d in the redistricting process, according to Nickel.<\/p>\n<p>\u201cUnfortunately, in North Carolina and across the country, partisan gerrymandering has been used as a tool by politicians of both parties to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wisconsin-republicans-appear-set-for-a-loss-as-state-supreme-court-considers-new-maps\/\" title=\"Wisconsin GOP faces defeat as state Supreme Court reviews fresh maps\">manipulate electoral outcomes<\/a> with almost surgical precision,\u201d Nickel said in a statement on Tuesday. <\/p>\n<p>\u201cThis story isn\u2019t unique to North Carolina, and the problem isn\u2019t just with the current state legislature. History has made one thing clear: Politicians can\u2019t be trusted to fairly draw electoral maps. I\u2019m proud to introduce the FAIR MAPS Act to take politicians out of the process completely,\u201d he added. \u201cBy doing so, we can restore fairness and ensure that voters are the ones choosing their\u00a0politicians, and not the other way around.\u201d<\/p>\n<p>Democrats and Republicans in several states, including Illinois and Texas, have been accused of gerrymandering congressional maps to favor the majority party in the respective state at the expense of competitive districts. <\/p>\n<p>Nickel, pointing to a <a href=\"https:\/\/sites.math.duke.edu\/~jonm\/Redistricting\/NationalResponsiveness\/responsivenessanalysis.html\" target=\"_blank\" rel=\"noopener\" title=\"study\">study<\/a> by Duke University, argued nonpartisan commissions making the maps would result in 37 to 42 more competitive House seats.<\/p>\n<p>The legislation is cosponsored by Rep. Zoe Lofgren (D-CA), who called it a \u201ccommonsense proposal that voters deserve.\u201d<\/p>\n<p>Opponents of independent commissions for redistricting have argued they cannot be totally nonpartisan and can still be a vehicle for partisan congressional mapmaking. <\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>Nickel announced in December that he would not be seeking another term in Congress after his district went from having a partisan voting index of Republican +2 to Republican +11, <a href=\"https:\/\/www.cookpolitical.com\/ratings\/house-race-ratings\" target=\"_blank\" rel=\"noopener\" title=\"according to\">according to<\/a> the <em>Cook Political Report<\/em>.
