Robert Aderholt, a \u200csenior Republican on the House Appropriations Committee, has expressed concerns about House Republicans&#8217; delays\u2063 in the budgeting process. He outlined four proposed changes to improve the appropriations\u200d process. Robert Aderholt (R-AL) believes <a href=\"http:\/\/washingtonexaminer.com\/tag\/house-republicans\/\" target=\"_blank\" rel=\"noopener\" title>House Republicans<\/a> are at a crossroads with the budgeting process as top <a href=\"http:\/\/washingtonexaminer.com\/tag\/gop\/\" target=\"_blank\" rel=\"noopener\" title>GOP<\/a> leaders get ready to select a new <a href=\"http:\/\/washingtonexaminer.com\/tag\/appropriations\/\" target=\"_blank\" rel=\"noopener\" title>appropriations<\/a> chair, blasting Congress for being \u201cconsistently five months late in doing its job.\u201d<\/p>\n<p>Aderholt, who is a senior Republican on the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/appropriations-committee\" target=\"_blank\" rel=\"noopener\" title>House Appropriations Committee<\/a>, wrote an <a href=\"https:\/\/rollcall.com\/2024\/04\/09\/the-way-congress-spends-taxpayer-money-is-broken-heres-how-to-fix-it\/\" target=\"_blank\" rel=\"noopener\" title>op-ed<\/a> to <em>Roll Call <\/em>offering four changes to the appropriations process. Though not in the running to become the next chairman, Aderholt\u2019s opinion piece is the latest step he\u2019s taken to establish his priorities for government spending.<\/p>\n<p>\u201cThe election of a House Appropriations Committee chair is an opportunity to take stock of how it\u2019s working, and how it isn\u2019t,\u201d Aderholt wrote. \u201cWhile I thank Chairwoman Kay Granger (R-TX) and Vice Chairman Tom Cole (R-OK) for their leadership in helping us navigate these challenging times, ultimately, we are at a decision point.\u201d <\/p>\n<p>Granger announced hours after the House passed the final six <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/republicans-worry-trumps-defund-the-fbi-push-could-hurt-their-crime-message\/\" title=\"Republicans worry Trump's 'defund the FBI' push could hurt their crime message\">fiscal 2024 appropriations bills<\/a> that she requested that the GOP Steering Committee select a new chairperson \u201cas soon as possible.\u201d Later that day, Cole, chairman of the Rules Committee, put his name forward as her successor, calling himself a \u201cbudget hawk.\u201d<\/p>\n<p>Among his complaints with the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-republicans-chart-diverging-paths-forward-on-israel-aid\/\" title=\"Senate Republicans are taking different routes on Israel aid.\">current appropriations process<\/a>, Aderholt wrote in his op-ed that Congress has used continuing resolutions as a \u201ccrutch\u201d to complete the budgeting cycle after the annual deadline. Four continuing resolutions were used during fiscal 2024: one under former GOP Speaker Kevin McCarthy and three under Speaker Mike Johnson (R-LA).<\/p>\n<p>\u201cIf you have wondered why a government shutdown always seems right around the corner, that\u2019s because it is,\u201d Aderholt said. \u201cIn recent years, Congress has used around five CRs to provide funding for an average of almost five months (137 days) \u2014 and this average is growing.\u201d<\/p>\n<p>\u201cIn other words, Congress is consistently five months late in doing its job, constantly dangling over the cliff\u2019s edge of a shutdown,\u201d the Alabama Republican added.<\/p>\n<p>The four changes Aderholt proposed include freezing spending on unauthorized programs until they present a spending plan, partnering authorizers with appropriators, raising the agreement threshold for policy riders, and unanimity on earmarks from \u201call four corners\u201d of a subcommittee.<\/p>\n<p>Passing the 12 appropriations bills for 2024 proved to be a difficult task for House Republicans, resulting in months of infighting over spending levels and border security. Eyes will be on the House GOP to see how far it can get into the 2025 appropriations process before the 2024 election, during which it will defend a slim majority.<\/p>\n<p>Aderholt has called for serious budgeting reforms for some time, even <a href=\"https:\/\/aderholt.house.gov\/media-center\/press-releases\/aderholt-vote-no-remaining-appropriations-bills-over-project-concerns#:~:text=WASHINGTON%2D%20Today%2C%20Congressman%20Robert%20Aderholt,government%20departments%20through%20FY%202024.\" target=\"_blank\" rel=\"noopener\" title=\"voting against\">voting against<\/a> the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-dems-blocking-measure-to-prohibit-imports-made-with-chinese-slave-labor\/\" title=\"Senate Dems Blocking Measure To Prohibit Imports Made With Chinese Slave Labor\">final appropriations bill<\/a> in March because he disagreed with the inclusion of Senate earmarks, among other things.<\/p>\n<p>\u201cIn my years of service on the committee, I never once voted against my own bill while Republicans held the majority \u2014 until this year,\u201d the congressman wrote. \u201cThis may seem trivial to some, but here\u2019s why it should matter to everyone: If the leader of one of the largest subcommittees in Congress cannot recognize the bill he is voting on from the one his subcommittee approved, what hope is there for his colleagues, let alone the American public?\u201d<\/p>\n<p>The Alabama Republican\u2019s op-ed comes almost a week after he wrote a \u201cDear Colleague\u201d letter calling for a delay in selecting the next appropriations chairperson. Cole had <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2951324\/cole-rebuffs-aderholt-call-delayed-appropriations-election-not-wise-decision\/\" target=\"_blank\" rel=\"noopener\" title>rebuffed calls to delay the process<\/a>, saying it was time to \u201cremove the uncertainty.\u201d<\/p>\n<p>\u201cI think the sooner we make the decision, the better,\u201d Cole previously told the <em>Washington Examiner.<\/em> \u201cIt\u2019s not like there\u2019s going to be some mystery candidate that emerged. Whoever runs gotta be a pretty senior figure on the Appropriations Committee.\u201d<\/p>\n<p>\u201cI don\u2019t know why it would take longer to make the decision, and I don\u2019t see the advantage for either the conference or Congress to delay,\u201d Cole added.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>The Steering Committee is scheduled to meet on Tuesday to select a new Appropriations chair, with the conference expected to ratify the new selection on Wednesday if that timeline sticks.<\/p>\n<p>The <em>Washington Examiner<\/em> reached out to Cole, Granger, and Johnson for comment.<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rep.
