Despite facing\u200d criticism in her\u2063 reelection bid, Breed strives to balance safety concerns \u200dand support for legitimate street \u2064vendors while addressing complex urban issues.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>It\u2019s the perfect <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/san-francisco\/\" target=\"_blank\" rel=\"noopener\" title=\"San Francisco\">San Francisco<\/a> storm: one part rampant <a href=\"https:\/\/www.washingtonexaminer.com\/magazine-features\/2926983\/shoplifting-and-suffering-in-san-francisco\/\" target=\"_blank\" rel=\"noopener\" title=\"San Francisco\">crime<\/a>, one part solution, two parts liberal pushback, and a lot of red tape. <\/p>\n<p>That\u2019s the situation San Francisco <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/london-breed\/\" target=\"_blank\" rel=\"noopener\" title=\"Mayor London Breed\">Mayor London Breed<\/a> has found herself in as she tries to shut down what she refers to as \u201cWalgreens\u00a0on the sidewalk.\u201d <\/p>\n<figure><figcaption>San Francisco Mayor London Breed delivers her State of the City address at the Pier 27 cruise terminal in San Francisco on March 7, 2024. (AP Photo\/Eric Risberg)<\/figcaption><\/figure>\n<p>It\u2019s a familiar sight in the Northern <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/california\/\" target=\"_blank\" rel=\"noopener\" title=\"California\">California<\/a> city. Vendors lined up, some legal, some not, hocking everything from deodorant to drugs.\u00a0These outdoor markets are at the cross section of what can happen when retail theft is left unchecked, fentanyl addiction grows, and community frustration on both sides of the issue begins to boil. <\/p>\n<p>Breed, a Democrat who is facing a <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2953507\/breed-gains-another-rival-competitive-san-francisco-mayoral-race\/\" target=\"_blank\" rel=\"noopener\" title=\"tough re-election\">tough reelection<\/a> in November, wants to get rid of the street vendors but is up against a state law that has made it difficult to give them the boot, even if it is obvious they are selling stolen goods. <\/p>\n<p>Her two top challengers, Daniel Laurie and Mark Farrell, said that she has not done enough to punish shoplifters or drug dealers, and they blame her for unsafe conditions on the streets that have led to a hollowing-out\u00a0of stores and businesses leaving town. <\/p>\n<p>Breed is also getting pushback from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/scotus-throws-out-challenge-to-president-trumps-bid-to-exclude-illegal-aliens-from-being-counted-in-determining-congressional-seats\/\" title=\"SCOTUS Throws Out Challenge to President Trump\u2019s Bid to Exclude Illegal Aliens from Being Counted in Determining Congressional Seats\">immigrant rights groups<\/a> who say her push for a blanket moratorium on all <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/los-angeles-food-trucks-targeted-by-thieves-taking-advantage-of-gray-area-vendors\/\" title=\"Food trucks in Los Angeles targeted by opportunistic thieves exploiting legal loopholes.\">street vending<\/a> in certain areas robs legitimate mom-and-pop vendors who are trying to make an honest living. <\/p>\n<p>\u201cDespite their contributions, informal workers are currently being stigmatized with narrative and exclusionary actions by city authorities,\u201d a coalition of neighborhood groups called United to Save the Mission said. <\/p>\n<p>Last year, Breed banned street vending on Mission Street for 90 days in an effort to improve safety along the commercial corridor. City leaders reported that street conditions improved during the first 60 days, which led the city to extend the ban for six months. <\/p>\n<p>\u201cThe ban\u2019s extension will allow the city to continue to assess how to ensure conditions on the sidewalks and around nearby BART plazas do not \u2018deteriorate again,&#8217;\u201d London said in a statement at the time. <\/p>\n<p>However, Breed now says a 2018 state law has made the ban almost impossible to enforce because the law, which was backed by civil rights and Latino advocacy groups, blocks the police from criminally enforcing regulations on street vending. That means San Francisco must use public works employees to drive the vendors out, but because there is so much violence or threats of violence on the streets, the public works employees need police protection. <\/p>\n<p>San Francisco\u2019s police force is already down by nearly 600 officers, and city officials say they can\u2019t afford to pay extra for protection. <\/p>\n<p>That\u2019s not acceptable to Breed, who has started to apply pressure on lawmakers to relax the restrictions in place so that police officers can approach vendors on their own who they suspect are selling stolen goods.  <\/p>\n<p>\u201cWhen people are out there basically with Walgreens on the sidewalk, our officers should be able to walk up,\u201d Breed <a href=\"https:\/\/www.politico.com\/newsletters\/california-playbook\/2024\/04\/08\/san-franciscos-sticky-stolen-goods-dilemma-00150984?nname=california-playbook&#038;nid=00000150-384f-da43-aff2-bf7fd35a0000&#038;nrid=b184d69e-b2a2-4eb9-933e-7e669f36c25d&#038;nlid=641189\" target=\"_blank\" rel=\"noopener\" title=\"told \">told <\/a><em>Politico, <\/em>adding that she has been working with <a href=\"https:\/\/sd11.senate.ca.gov\/\" target=\"_blank\" rel=\"noopener\" title=\"Sen. Scott Wiener\">Sen.
