(AP Photo\/Julia Nikhinson)<\/figcaption><\/figure>\n<p>Moore, 45, appeared alongside <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title>President Joe Biden<\/a> Friday in Baltimore as the president surveilled the Francis Scott Key Bridge cleanup effort, joining Biden at an operational briefing from the Army Corps of Engineers and introducing him at their afternoon remarks. <\/p>\n<p>\u201cWe are here together in partnership today. In everything, we\u2019re thinking of the six victims of the Key Bridge collapse and their families. They are in our hearts, our thoughts, and our prayers,\u201d he said, before delivering the same message in Spanish.<\/p>\n<p>\u201cOur strength is not preordained. Owners have spent weeks, months, and years focusing on what unites us,\u201d Moore continued, echoing familiar themes Biden frequently espouses on the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/central-african-republic-votes-under-threat-of-violence\/\" title=\"Central African Republic votes under threat of violence\">campaign trail<\/a>. \u201cNow, I know our state\u2019s largest city is being tested right now, but Baltimore has been tested before. We get knocked down, we stand back up, and we dust ourselves off, and we move forward. That is what we do.\u201d<\/p>\n<p>But although Moore hosting the president in Baltimore on Friday to discuss the bridge and the repercussions of its collapse provided a split screen between the Democratic Party\u2019s present in Biden and its prospective future in Moore, crises also come with responsibilities, Karol told the <em>Washington Examiner<\/em>.<\/p>\n<p>\u201cBeing empathetic and seeming to be in charge in the moment of the crisis is one thing, but you know, we\u2019ll see what happens with the construction,\u201d Karol said. \u201cThe bridge, when it was originally built, it took five years. And we don\u2019t have a good recent track record in the United States of rapid construction, whether it\u2019s the public or the private sectors.\u201d<\/p>\n<p>While Moore, first elected in 2022 and the country\u2019s only incumbent black governor, has a friend in Biden, the president\u2019s pledge that the federal government will pay for the bridge\u2019s \u201centire\u201d reconstruction is \u201cnot assured,\u201d per Karol. Biden has already approved $60 million in federal emergency funding for Maryland, but though the port is expected to reopen by the end of this month, its closure is estimated to be costing $15 million a day and is affecting more than 8,000 jobs. <\/p>\n<p>Moore, a Rhodes scholar, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/military\/\" target=\"_blank\" rel=\"noopener\" title>Army<\/a> veteran, businessman, and even a young adult novelist, has been considered a Democratic rising star \u201cfor a long time,\u201d according to Karol.<\/p>\n<p>\u201cHe was <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/oprah-winfrey\/\" target=\"_blank\" rel=\"noopener\" title>Oprah [Winfrey]<\/a>\u2018s protege and he wrote several books and he used to appear on her program and she helped raise money for him in 2022,\u201d Karol said. \u201cEven before this bridge collapse, he\u2019s been on MSNBC and he\u2019s traveled around the country and he has been visible for a governor from a relatively small state.\u201d<\/p>\n<figure><figcaption>Gov. I mean, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/tom-perez\/11\" target=\"_blank\" rel=\"noopener\" title>Tom Perez<\/a> was the chair of the[[<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/democratic-national-committee\/\" target=\"_blank\" rel=\"noopener\" title>Democratic National Committee<\/a>]and had been in[[<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/barack-obama\/\" target=\"_blank\" rel=\"noopener\" title>former President Barack]Obama<\/a>\u2018s Cabinet.\u201d<\/p>\n<p>But one Maryland Republican strategist underscored how being a so-called rising star also incorporates managing risks and expectations, citing <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ron-desantis\/\" target=\"_blank\" rel=\"noopener\" title>Gov. Ron DeSantis<\/a> (R-FL), whose highly anticipated <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republican-primary\/\" target=\"_blank\" rel=\"noopener\" title>2024 Republican primary<\/a> campaign imploded under the pressure, and, to a lesser extent, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/katie-britt\/\" target=\"_blank\" rel=\"noopener\" title>Sen. Katie Britt<\/a> (R-AL), whose State of the Union address rebuttal was satirized on by <em>Saturday Night Live<\/em>.<\/p>\n<p>\u201cIt\u2019s more about mitigating the downside,\u201d the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/poll-70-of-black-voters-now-say-violent-crime-is-a-major-crisis\/\" title=\"POLL: 70% Of Black Voters Now Say Violent Crime Is A \u2018Major Crisis\u2019\">strategist told<\/a> the <em>Washington Examiner<\/em>. \u201cThere are a lot of people who want to be on that Democratic bench. It\u2019s a very competitive space, so I think it\u2019s about avoiding traps and pitfalls.<\/p>\n<p>\u201cAny time you\u2019re in unified government like he has in Maryland, you don\u2019t want to get pulled so far to the Left that you get pulled out of the mainstream on issues and policies, and that\u2019s obviously a danger,\u201d he continued.<\/p>\n<p>If Moore decides to announce a presidential bid in 2028, he will encounter competition not only from other, more high-profile Democratic governors, such as Govs. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/gavin-newsom\/\" target=\"_blank\" rel=\"noopener\" title>Gavin Newsom<\/a> (D-CA), <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/gretchen-whitmer\/\" target=\"_blank\" rel=\"noopener\" title>Gretchen Whitmer<\/a> (D-MI), and Andy Beshear (D-KY), but also from other members of the party, including Sen. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/cory-booker\/\" target=\"_blank\" rel=\"noopener\" title>Cory Booker<\/a> (D-NJ), according to Democratic strategist Stefan Hankin.<\/p>\n<p>\u201cI think the Democratic bench is impressive,\u201d Hankin said. \u201cWe\u2019re starting to see, finally, sort of the next generation taking over \u2026 [but] if you\u2019ve been in the job a little bit longer, there\u2019s more chance of getting elected.\u201d<\/p>\n<p>For Hankin, Moore should first focus on securing a second term as governor in 2026 before contemplating the White House.<\/p>\n<p>\u201cYou also need to wait to see what\u2019s going to happen this year, right?\u201d he said. \u201cIt\u2019s going to be a very different dynamic if you\u2019re running after four years of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\/\" target=\"_blank\" rel=\"noopener\" title>[former President Donald]  Trump<\/a> than if you\u2019re running after eight years of Biden, as a Democrat or a Republican.\u201d<\/p>\n<p>For Karol, it is \u201cprobably\u201d more advantageous to Moore if Biden were to lose to Trump in this year\u2019s general election because another four years of Biden\u2019s administration is another four years that Vice President Kamala Harris has to \u201cestablish\u201d herself as his successor.<\/p>\n<figure><figcaption>The fallen Francis Scott Key Bridge in Baltimore is pictured Sunday, March 31, 2024, where divers assisted crews with the complicated and meticulous operation of removing steel and concrete. Another four are presumed dead.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>\u201cI think the state is still mourning,\u201d Moore told MSNBC Friday morning. \u201cWe still have four souls that are unaccounted for, and we are all committed to making sure we can bring a sense of closure and comfort to these families who are living a nightmare.\u201d <\/p>\n<p>\u201cWe also know that we have seen a maritime disaster that\u2019s unprecedented,\u201d he said. \u201cA ship that is literally the size of the Eiffel Tower and the weight of the Washington Monument that\u2019s now sitting in the middle of the Patapsco River with a bridge, an iconic bridge, sitting on top of it and about 27,000 tons of wreckage that is now sitting in the water.
