Despite\u200c their \u200cefforts, these agencies have\u2062 faced criticism\u200c for their approach to \u200dtobacco harm-reduction products \u2062and\u200c misinformation campaigns surrounding nicotine. \u2064The CDC \u2064and FDA seek increased \u2062funding in their 2025\u200d budgets to tackle tobacco use, especially among young\u2064 people, through congressional appropriations\u200d or consumer fees. However, they have come \u200dunder fire for their handling of tobacco\u2063 harm-reduction products and dissemination of misinformation \u2063about nicotine.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<p><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><?xml encoding=\"utf-8\" ?><\/p>\n<div class=\"article-content\">\n<p>The <a href=\"https:\/\/www.cdc.gov\/budget\/documents\/fy2025\/FY-2025-CDC-congressional-justification.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Centers for Disease Control and Prevention<\/a> (CDC) and <a href=\"https:\/\/www.fda.gov\/media\/176925\/download?attachment\" target=\"_blank\" rel=\"noreferrer noopener\">Food and Drug Administration<\/a> (FDA) recently unveiled their <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/irs-asks-congress-for-authority-to-collect-cryptocurrency-information\/\" title=\"IRS Asks Congress For Authority To Collect Cryptocurrency Information\">proposed fiscal year<\/a> (FY) 2025 budgets. Unsurprisingly, both agencies are requesting additional funding, through congressional appropriations and\/or fees upon consumers, to address tobacco use \u2014 namely among youth.<\/p>\n<p>The CDC and FDA are two of the worst agencies in the world when it comes to advancing the manufacturing of tobacco harm-reduction products. Even more appalling, they are the same agencies that, whether through inaction or campaigns, continue to drive misperceptions surrounding nicotine and the continuum of risk for various tobacco products, as well as driving forward prohibitionist policies that will lead to unintended consequences.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1757542256\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-c8f2d7ceae737ffb7c659cce4b99e2ba fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-c8f2d7ceae737ffb7c659cce4b99e2ba\"><\/div>\n<p>For FY 2025, the CDC is requesting $265 million for their ongoing tobacco control and prevention programs, which is $10 million in additional funding from FY 2023. The FDA, which is funded completely by user fees (currently applicable to only six classes of tobacco products), is requesting user fees be increased to account for inflation. The FDA is also expanding the product categories to collect user fees, including e-cigarettes.<\/p>\n<p>Neither agency should be rewarded with additional funding while they fail at both informing the public of reduced-risk tobacco products and properly regulating the marketplace for adult access.<\/p>\n<p>The CDC has waged a misinformation campaign against e-cigarettes under the guise of protecting children. It was a noble cause to address youth e-cigarette use several years ago, but it was after the U.S. surgeon general <a href=\"https:\/\/www.cdc.gov\/tobacco\/basic_information\/e-cigarettes\/surgeon-general-advisory\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">declared<\/a> a youth vaping epidemic in December 2018 that youth use of e-cigarettes skyrocketed.<\/p>\n<p>Youth vaping peaked in America in <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6903396\/pdf\/ss6812a1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2019<\/a> when 20 percent of middle and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/covid-19-lockdown-horror-stories\/\" title=\"COVID-19 Lockdown Horror Stories\">high school students reported<\/a> currently using vapor products. This was a massive increase from <a href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/68\/wr\/pdfs\/mm6806e1-H.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2018<\/a> when 12.9 percent of middle and high schoolers reported current e-cigarette use. Yet, since 2019, youth vaping has significantly declined. In <a href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/69\/wr\/mm6950a1.htm\" target=\"_blank\" rel=\"noreferrer noopener\">2020<\/a>, only 13.1 percent of U.S. students were vaping. Even better, in <a href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/72\/wr\/mm7244a1.htm\" target=\"_blank\" rel=\"noreferrer noopener\">2023<\/a>, only 7.7 percent of students were vaping. This represents a 40 percent decline from 2018 when the surgeon general first declared a vaping epidemic, and a massive 61.5 percent decrease from the year youth vaping peaked.<\/p>\n<div class=\"fdrlst__b89e9-45174ce0fc93f7d8b5ae5df4cd674e07 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-45174ce0fc93f7d8b5ae5df4cd674e07\"><\/div>\n<p>Interestingly, it was the <a href=\"https:\/\/www.fdli.org\/wp-content\/uploads\/2018\/10\/345-Protecting-Youth-1.pdf?fbclid=IwAR0-QyS2u-Zp7y4e-3jMo_AzsOX8q22KxOFV_hnSOkr9_plPtkhyFonqI4o\" target=\"_blank\" rel=\"noreferrer noopener\">FDA that first launched<\/a> the \u201cepidemic\u201d campaign in September 2018. This came after the agency conducted ad copy testing and found the wording was effective at conveying the messaging to youth.<\/p>\n<p>According to the FDA, the \u201cscientific facts in the \u2018epidemic\u2019 campaign\u201d include exaggerated falsehoods on debunked myths related to vaping. For example, the FDA mentions that vaping can \u201cexpose \u2026 lungs to diacetyl,\u201d as well as releasing \u201cdangerous chemicals into [one\u2019s] bloodstream, like formaldehyde.\u201d<\/p>\n<p>These untruths have long been <a href=\"https:\/\/townhall.com\/columnists\/lindseystroud\/2019\/04\/20\/popcorn-lung-formaldehyde-and-now-seizures-oh-my-n2545040\" target=\"_blank\" rel=\"noreferrer noopener\">debunked<\/a>. Of e-cigarette studies that found amplified harms associated with chemicals like diacetyl and formaldehyde, researchers overheated devices to unusable conditions that would never exist with <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/here-are-four-democrats-who-fueled-vaccine-skepticism-while-trump-was-in-office\/\" title=\"Here Are Four Democrats Who Fueled Vaccine Skepticism While Trump Was In Office\">real-world usage<\/a>. Moreover, all studies fail to mention that cigarettes contain excessive amounts of the same chemicals but have not been linked to conditions purportedly caused by chemicals in vaping products.<\/p>\n<p>After launching the youth vaping epidemic campaign, the FDA has continued to fail the millions of American adults who smoke and may be unable or unwilling to quit using traditional FDA-approved cessation methods. To date, the FDA has authorized the sale of only <a href=\"https:\/\/www.fda.gov\/tobacco-products\/premarket-tobacco-product-applications\/premarket-tobacco-product-marketing-granted-orders\" target=\"_blank\" rel=\"noreferrer noopener\">23 e-cigarette products<\/a>, while denying the applications of more than 26 million products used by American adults.<\/p>\n<div class=\"fdrlst__b89e9-159381d51248000cc31283d1308b080d fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-159381d51248000cc31283d1308b080d\"><\/div>\n<p>The failure of both agencies is apparent in the CDC\u2019s budget request. According to the CDC, the agency failed to meet its targets for reducing both the number of cigarettes smoked and the number of adults smoking. However, it did exceed its targets for youth tobacco use.<\/p>\n<p>Yet both agencies remained committed to addressing dwindling youth tobacco use. According to the FDA\u2019s budget request, the agency will continue to \u201caddress high rates among youth\u201d and will \u201cprioritize e-cigarette media campaigns tailored for youth.\u201d The CDC plans on continuing its \u201cnicotine addiction\u201d digital and social media ads targeted to the less than 10 percent of youth who were using e-cigarettes in 2023.<\/p>\n<p>It should be noted that both the FDA and CDC are backing proposals that would actually decrease funding to the agency, including the proposed federal ban on menthol cigarettes, which was expected to be finalized in March. Evidence from existing state menthol bans, including <a href=\"https:\/\/filtermag.org\/california-flavor-menthol-ban-fail\/\" target=\"_blank\" rel=\"noreferrer noopener\">California<\/a> and Massachusetts, demonstrates that the prohibition has not significantly reduced demand, but increased costs <a href=\"https:\/\/www.carolinajournal.com\/opinion\/menthol-ban-would-harm-north-carolina-consumers-and-taxpayers\/\" target=\"_blank\" rel=\"noreferrer noopener\">associated with enforcement<\/a>. Allowing agencies such as the FDA to ask for funding from safer alternatives to cigarettes, while essentially eliminating their funding but not demand for cigarettes, is counterproductive.<\/p>\n<p>Recently, the FDA was tasked by its <a href=\"https:\/\/reaganudall.org\/operational-evaluation-fdas-tobacco-program\" target=\"_blank\" rel=\"noreferrer noopener\">own oversight<\/a> body to \u201caddress the calls for communication about the relative risk of tobacco products.\u201d It\u2019s a campaign the agency first announced seven years ago, when former FDA Commissioner Scott Gottlieb <a href=\"https:\/\/www.fda.gov\/news-events\/speeches-fda-officials\/remarks-regulation-nicotine-10192017\">declared<\/a> the agency was \u201cenvisioning a world \u2026 where adults who still need or want nicotine can get it from alternative and less harmful sources.\u201d Yet only <a href=\"https:\/\/www.fda.gov\/tobacco-products\/advertising-and-promotion\/modified-risk-tobacco-products\" target=\"_blank\" rel=\"noreferrer noopener\">16 products<\/a> have received modified risk tobacco product orders from that same agency \u2014 two of which are combustible cigarettes that offer reduced levels of nicotine.<\/p>\n<p>Rather than sourcing additional funding through taxpayers and gouging the adults who use tobacco products, policymakers should examine the roles both the CDC and FDA are playing in reducing smoking rates among adults. Youth cigarette use is at levels far below the so-called vaping epidemic, and adults are <a href=\"https:\/\/townhall.com\/columnists\/lindseystroud\/2024\/03\/14\/with-youth-vaping-down-lawmakers-are-once-again-ignoring-adults-n2636468\" target=\"_blank\" rel=\"noreferrer noopener\">increasingly using<\/a> products the FDA has declared illicit, while both agencies will increase the illicit market by banning certain tobacco products. It\u2019s time for the U.S. to embrace the commercialization of tobacco harm reduction \u2014 not reward failing regulatory bodies with additional funding.<\/p>\n<div class=\"fdrlst__b89e9-64b01f51659df5dae9d0798a27fdbc4c fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-64b01f51659df5dae9d0798a27fdbc4c\"><\/div>\n<hr class=\"wp-block-separator\">    \t\t\t\t\t   \t\t\t\t\t\t\t\t\t<\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Recently, the CDC and FDA revealed their FY 2025 budget proposals, both seeking more funding to combat tobacco use, particularly among youth, through congressional appropriations or consumer fees.
