This marks Biden&#8217;s second endeavor after facing legal obstacles with earlier efforts. \u2063The new proposal is anticipated to target specific borrower demographics.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title=\"Joe Biden\">Joe Biden<\/a> is expected to announce a new attempt at mass <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/student-loans\" target=\"_blank\" rel=\"noopener\" title=\"Joe Biden\">student loan<\/a> forgiveness, setting up another battle with Republicans as he looks to woo younger voters in the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/2024-elections\/\" target=\"_blank\" rel=\"noopener\" title=\"2024 election\">2024 election<\/a>.<\/p>\n<p>It will be his second, and in some respects his third, try to make good on a 2020 campaign promise to cancel student loans, with high political and financial stakes.<\/p>\n<p>\u201cFrom day one of my administration, I promised to fix broken student loan programs and make sure higher education is a ticket to the middle class, not a barrier to opportunity,\u201d Biden said on March 21. \u201cI won\u2019t back down from using every tool at my disposal to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/federal-judge-dismisses-lawsuit-challenging-bidens-student-loan-forgiveness-plan\/\" title=\"Judge dismisses lawsuit against Biden's student loan forgiveness plan.\">deliver student debt relief<\/a> to more Americans and build an economy from the middle out and bottom up.\u201d<\/p>\n<p>The range and power of those tools will be fiercely debated between now and Election Day. Biden\u2019s original student loans plan would have written off up to $20,000 in debt per borrower but was ruled illegal by the Supreme Court. He\u2019s since announced another $144 billion in cancellation and a plan to lower future repayments, which is <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2943170\/kansas-coalition-states-sues-biden-student-loan-program\/\" target=\"_blank\" rel=\"noopener\" title=\"now also the subject of lawsuits.\">now also the subject of lawsuits.<\/a> <\/p>\n<p>Whatever Biden rolls out this time will probably wind up in court as well. <\/p>\n<p>\u201cWe beat Joe Biden\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/multiple-attorneys-general-join-together-to-sue-biden-in-bid-to-block-his-illegal-student-loan-plan\/\" title=\"Several state Attorneys General unite to file a lawsuit against Biden, aiming to thwart his 'unlawful student loan plan\">unlawful student loan plan<\/a> in court last summer, so he quickly rolled out Plan B,\u201d Missouri Attorney General Andrew Bailey said in a statement to the <em>Washington Examiner.<\/em> \u201cNow that we\u2019re challenging that, he\u2019s panicked and is rolling out a Plan C. We will continue to watch the federal government closely and take action whenever they\u2019ve overstepped their authority.\u201d<\/p>\n<p>The <em>Wall Street Journal<\/em> <a href=\"https:\/\/www.wsj.com\/politics\/policy\/biden-to-make-second-attempt-at-large-scale-student-loan-forgiveness-ef1da5fe?mod=e2twp\" target=\"_blank\" rel=\"noopener\" title=\"reports\">reported<\/a> that Biden will outline the broad contours of his latest plan during a Monday speech in Madison, Wisconsin, home of that state\u2019s flagship public university. <\/p>\n<p>Biden promised in 2020 to forgive swaths of student loans, but he has been mostly unable to do so due to lawsuits and congressional opposition. Still, the moves are popular with younger voters and those holding student loan debt, both Democratic-leaning constituencies.<\/p>\n<p>\u201cHe\u2019s trying to come through on a campaign promise,\u201d said Sasha Tirador, a Florida-based Democratic strategist. \u201cThe good thing is that younger folks actually read more about this subject than some others that don\u2019t affect them as directly. They\u2019re aware of the hurdles Biden has had to go through in order to get this accomplished.\u201d<\/p>\n<p>In that sense, the president could win either way \u2014 by successfully getting the debt canceled or by pointing angry loanees to the Republicans who blocked it. <\/p>\n<p>The latest effort, per the <em>Wall Street Journal<\/em>, will be more targeted than the first one and has gone through a negotiated rulemaking process, which could give it stronger legal footing. <\/p>\n<p>But that also means it could affect fewer people. The Department of Education previously indicated it is targeting five groups of borrowers: those whose balances are greater than what they originally borrowed, those with loans that were taken out decades ago, those whose college experience \u201cdid not provide sufficient financial value,\u201d those who are eligible for relief programs but have not applied, and those who have \u201cexperienced financial hardship and need support.\u201d<\/p>\n<p>The White House did not respond to a request for comment from the <em>Washington Examiner. <\/em><\/p>\n<p>Bureaucratic hurdles remain, which could mean the president\u2019s plans are finalized in the weeks before Election Day. <\/p>\n<p>Tirador sees it as a winning message for Biden. <\/p>\n<p>\u201cIt\u2019s his duty to show those directly affected by student debt that he\u2019s not giving up, that he\u2019s still trying to come through and hold those people accountable who won\u2019t let him complete this task,\u201d Tirador said. \u201cWhich is obviously the Republican Party.\u201d <\/p>\n<p>Roughly 44 million people hold student loans, but the GOP focuses on the 290 million who don\u2019t, arguing that blue-collar workers who never attended college and graduates who diligently paid loans back shouldn\u2019t have to pay for others\u2019 debt. <\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>Forgiveness advocates, such as the Student Borrower Protection Center, say Biden\u2019s goals are politically popular. SBPC released its own <a href=\"https:\/\/www.borrowersaction.org\/copy-of-3-7-2024-presser\" target=\"_blank\" rel=\"noopener\" title=\"poll\">poll<\/a> that found roughly 75% of voters support government action to address student loan debt, with 50% of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-faces-fresh-political-peril-with-latest-student-loans-lawsuit\/\" title=\"Biden encounters new political risks due to recent student loans lawsuit\">registered voters supporting government action<\/a> to cancel the debt.<\/p>\n<p>Opponents point out that \u201cforgiven\u201d loans do not disappear but instead fall on the backs of taxpayers.
