In any case, lawmakers have found a way to begin filling the shortfall after state Senate leaders proposed a \u201c<a href=\"https:\/\/sbud.senate.ca.gov\/sites\/sbud.senate.ca.gov\/files\/Shrink%20the%20Shortfall%20Agreement%20Details%20Final.pdf\" target=\"_blank\" rel=\"noopener\" title>Shrink the Shortfall<\/a>\u201d plan last month, which included Newsom\u2019s budget suggestions from January. <\/p>\n<p>The agreement proposes $3.6 billion in cuts to areas of welfare, climate programs, and some schools. It also maps out $5.2 billion in delays and deferrals, including public transportation.  <\/p>\n<p>Another $3.4 billion in expenses will be covered by state funds instead of the general fund and $5.2 billion in revenue and borrowing, the <em>Sacramento Bee<\/em> <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article287385855.html\" target=\"_blank\" rel=\"noopener\" title>reported<\/a>. <\/p>\n<p>\u201cWe are able to meet this challenge thanks to our responsible fiscal stewardship over the past years, including record budget reserves of close to $38 billion. There is still work to do as we finalize the budget and I look forward to the work ahead together to continue building the California of the future,\u201d Newsom said in a <a href=\"https:\/\/www.gov.ca.gov\/2024\/04\/04\/california-leaders-announce-early-action-agreement-to-significantly-reduce-budget-shortfall-vote-planned-for-next-week\/\" target=\"_blank\" rel=\"noopener\" title>statement<\/a>.<\/p>\n<p>However, Assembly Republicans knocked the early action budget deal, calling it \u201cgimmicky.\u201d <\/p>\n<p>\u201cThis deal is a swing and a miss from Democrats,\u201d Republican Assemblyman James Gallagher <a href=\"https:\/\/ad03.asmrc.org\/2024\/04\/04\/field-of-schemes-newsom-capitol-dems-strike-out-with-budget-deal\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a> in a statement. \u201cCalifornia\u2019s budget has major league problems and Newsom is proposing JV solutions. With a $73 billion deficit, this gimmicky agreement is not the homerun Gavin thinks it is.
