Rita Mayfield, a Democratic lawmaker, pushed\u200d a bill to end parole denial \u2062for three-time\u2062 felons. Despite opposition from the State&#8217;s Attorneys Association citing\u2063 resource concerns, Mayfield emphasized taxpayer interests. The \u200dbill, which narrowly\u2062 avoided rejection in \u200dcommittee, will progress to the \u2062House for \u2063further review\u2063 following\u200d discussions with concerned parties. State Representative Rita Mayfield, a\u200c Democratic legislator, advocated for a bill to eliminate \u200bthe\u2063 denial of \u200bparole for individuals convicted of felonies three times. \u2064Despite facing resistance from the State&#8217;s \u2062Attorneys \u200bAssociation over resource issues, Mayfield stressed the\u200b importance \u200cof\u200d considering taxpayer concerns. The bill, which narrowly escaped rejection in committee, is set to move \u2063to the House for additional scrutiny after dialogues with involved stakeholders.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>(The Center Square) \u2013 A Democratic lawmaker on Thursday sought to advance a bill that would put an end to the practice where three-time convicted felons are denied parole. Other bills advanced that work to protect victims. <\/p>\n<p>State. Rep. Rita Mayfield, D-Waukegan, acknowledged at a hearing of the Illinois House Judiciary \u2013 Criminal Committee that the State\u2019s Attorneys Association is opposed to <strong><a href=\"https:\/\/www.ilga.gov\/legislation\/billstatus.asp?DocNum=1053&#038;GAID=17&#038;GA=103&#038;DocTypeID=HB&#038;LegID=142971&#038;SessionID=112\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 1053<\/a><\/strong>, probably because they\u2019re worried about resources being dedicated to habitual criminals, she said. However, she added, she\u2019s actually looking out for taxpayers.<\/p>\n<p>\u201cBasically, to house these individuals as they age, they\u2019re getting sicker and we\u2019re paying for their medical bills. There has to be a balance here and I am looking out for the taxpayer,\u201d Mayfield said. \u201cNow, if you\u2019ve got somebody like a John Wayne Gacy, lock them up and throw away the key and, I don\u2019t know, bring back the death penalty.\u201d<\/p>\n<p>In Thursday\u2019s committee, Democrats waited for more members to break a 6-6 deadlock Mayfield\u2019s measure. The vote was to kill the bill. State Rep. Dennis Tipsword, R-Metamora, said one Democrat was going to vote with Republicans, which led to a pause in the hearing.<\/p>\n<p>\u201cThey will wait until one of their members arrive who is on the committee but not here, or there will be a substitute member brought in,\u201d Tipsword said. <\/p>\n<p>Mayfield said waiting on another member to break a deadlock is common and is done out of courtesy.<\/p>\n<p>\u201cWe do that on a lot of different bills and it\u2019s just to make sure we\u2019re able to pass a bill and continue conversations,\u201d Mayfield said. \u201cIt\u2019s a courtesy.\u201d<\/p>\n<p>Mayfield\u2019s bill wasn\u2019t killed, rather it advanced to the House floor for further action.<\/p>\n<p>\u201cWe are going to meet with the state\u2019s attorneys and have conversations with them about their concerns,\u201d Mayfield said. \u201cWe have aging offenders that are costing taxpayers millions of dollars. Prison should be for individuals who should actually be there, not for those individuals who have committed crimes out of stupidity, mental health or drug usage. We want to make sure we are locking up the right people.\u201d<\/p>\n<p>Meanwhile, other legislators pushed for measures that aim to protect victims of crime.<\/p>\n<p><strong><a href=\"https:\/\/www.ilga.gov\/legislation\/billstatus.asp?DocNum=4241&#038;GAID=17&#038;GA=103&#038;DocTypeID=HB&#038;LegID=151032&#038;SessionID=112\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 4241<\/a><\/strong> would criminalize sexual conduct between students 18 years old or older and educators. Currently if an educator has sex with a student who is 18, that is not punishable under Illinois law.<\/p>\n<p>State Rep. Amy Elik, R-Alton, is the sponsor of the bill and she has bi-partisan support.<\/p>\n<p>\u201cStudents are staying in school longer now, certain students, for various reasons. It\u2019s clearly a violation of professional ethics and they will lose their job for that, but it\u2019s not criminal,\u201d said Elik. \u201cThere was a local case in Granite City, Illinois, a couple years ago where a teacher wrote a tell-all short story about his abuse of an 18-year-old student where he waited until she was 18 because he knew he wouldn\u2019t face charges for that.\u201d<\/p>\n<p>State Rep. Nabeela Syed, D-Palatine, sponsored <strong><a href=\"https:\/\/www.ilga.gov\/legislation\/billstatus.asp?DocNum=1168&#038;GAID=17&#038;GA=103&#038;DocTypeID=HB&#038;LegID=143232&#038;SessionID=112\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 1168<\/a><\/strong>, which would end the practice of crime victims\u2019 DNA being stored in a database that can later be used by law enforcement in an unrelated case.<\/p>\n<p>\u201cSo, in fact, I think this bill will bring about more cases that are solved because victims will likely be more willing to submit their DNA to get those crimes solved, without the fear of their DNA being submitted into a database, used for reasons they don\u2019t necessarily have purview over,\u201d Syed said.<\/p>\n<p>Elik and Syed both got their bills to head to the House floor.
