However, conservatives view this as protecting the \u2063bureaucracy from reform. \u2062Both sides\u2063 debate the\u200d politicization of federal employees&#8217; policymaking powers and the presidency&#8217;s authority to hire and fire them.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>The <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/biden-administration\" target=\"_blank\" rel=\"noopener\" title=\"Biden administration\">Biden administration<\/a> has finalized rules that could protect the jobs of millions of federal employees as former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\" target=\"_blank\" rel=\"noopener\" title=\"Donald Trump\">Donald Trump<\/a> promises to \u201c<a href=\"https:\/\/www.nytimes.com\/2023\/11\/27\/opinion\/trump-deep-state-schedule-f.html\" target=\"_blank\" rel=\"noopener\" title>destroy<\/a>\u201d what he calls the \u201cdeep state\u201d if he wins a second term in the White House.<\/p>\n<p>President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title=\"Joe Biden\">Joe Biden<\/a> says the <a href=\"https:\/\/public-inspection.federalregister.gov\/2024-06815.pdf\" target=\"_blank\" rel=\"noopener\" title=\"Joe Biden\">new rule<\/a> will combat corruption and partisan interference to ensure civil servants can do their jobs, but the Right sees the decision as a way to protect an entrenched federal bureaucracy from a Republican president. <\/p>\n<p>\u201cIt is high time for reform, and Joe Biden and his fellow corrupt deep state backers know this,\u201d reads a statement from the Heritage Foundation-led Project 2025. \u201cThe bloated and uncontrollable administrative state needs to be streamlined, right-sized and depoliticized \u2014 which has not happened in nearly the past 50 years.\u201d<\/p>\n<p>The call for a smaller federal government dates back decades and is a traditional plank of modern conservatism. But the push has become infused with Trump\u2019s claims that the bureaucracy has been turned against him, first with the Russia investigation and today with prosecutions focused on his handling of classified documents and role in the Jan. 6 Capitol riot.<\/p>\n<p>Project 2025, a conservative policy and <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2575376\/heritages-project-2025-a-socially-conservative-plan-for-us-national-security\/\" target=\"_blank\" rel=\"noopener\" title=\"staffing project\">staffing project<\/a>, says the federal government should be held accountable to voters, \u201cnot weaponized against them.\u201d<\/p>\n<p>At issue is a wonky but important distinction about the policymaking power of federal government employees and whether or not the president can hire and fire them. Both sides say the other is trying to politicize the issue.<\/p>\n<p>The National Treasury Employees Union, which represents employees at 35 government agencies, cheered Biden\u2019s announcement. <\/p>\n<p>\u201cAny future administration determined to politicize the federal workforce will not be able to randomly fire career civil servants without cause under new regulations proposed by NTEU and finalized today by the Office of Personnel Management,\u201d the union <a href=\"https:\/\/www.nteu.org\/media-center\/news-releases\/2024\/04\/04\/opmregsskedf\" target=\"_blank\" rel=\"noopener\" title=\"said\">said<\/a>. \u201cWith these regulations, President Biden\u2019s administration has strengthened the guardrails around the merit-based civil service.\u201d<\/p>\n<p>That future administration could be guided by Trump, the presumptive GOP nominee, if he prevails against Biden in November. During his first term in office, Trump issued an executive order reclassifying tens of thousands of employees into a new \u201cSchedule F\u201d classification that reduced their protections. Biden scrapped Schedule F upon taking office. <\/p>\n<p>The <em>Washington Examiner <\/em>has contacted the Trump campaign seeking comment.<\/p>\n<p>President Ronald Reagan trimmed the federal workforce by 100,000 during his first term in office, an event some Republicans want to see repeated. <\/p>\n<p>In his book, <em>The Courage to be Free<\/em>, Gov. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/ron-desantis\" target=\"_blank\" rel=\"noopener\" title=\"Ron DeSantis\">Ron DeSantis<\/a> (R-FL) outlined his opposition to executive branch employees being \u201cbeyond the reach of the head of the executive branch.\u201d<\/p>\n<p>\u201cClearly, having a federal establishment that is practically immune from the results of elections is not conducive to the type of accountability that is required to enact good policy, much less to preserve freedom,\u201d DeSantis wrote. <\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p>But groups like NTEU say Schedule F would give presidents the ability to remove nonpartisan professionals who staff federal agencies to \u201cmake room for hand-picked partisan loyalists.\u201d NTEU floated a petition backing Biden\u2019s rule that was signed by 13 employee unions.<\/p>\n<p>The new rule is set to take effect next month. <\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Biden administration has issued rules to safeguard millions of federal jobs amid former President Trump&#8217;s vow to dismantle the &#8220;deep state&#8221; if reelected.
