The FDA proposed standards in April \u200c2022 to prohibit menthol flavors \u2062in cigarettes and \u200call characterizing flavors in cigars. Menthol also interacts with nicotine in the brain to enhance nicotine\u2019s addictive effects. The combination of menthol\u2019s flavor, sensory effects and interaction with nicotine in the brain increases the likelihood that youth who start using menthol cigarettes will progress to regular use. Menthol also makes it more difficult for people to quit smoking.\u201d<\/p>\n<p style=\"font-weight: 400\">\u201cThe FDA remains committed to issuing the tobacco product standards for menthol in cigarettes and characterizing flavors in cigars as expeditiously as possible; these rules have been submitted to the [Office of Management and Budget] for review, which is the final step in the rulemaking process,\u201d an FDA spokesperson stated. \u201cAs we\u2019ve made clear, these product standards remain at the top of our priorities.\u201d<\/p>\n<p style=\"font-weight: 400\">The black community, one of Biden\u2019s core constituencies, could be profoundly affected; \u201cMenthol is especially popular among Black smokers due to tobacco companies\u2019 aggressive marketing\u00a0in Black neighborhoods and sponsorship of events like jazz concerts,\u201d <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-04-02\/public-health-groups-sue-fda-again-over-long-delayed-menthol-ban?embedded-checkout=true\" target=\"_blank\" rel=\"noopener\">Bloomberg<\/a> noted, adding that the FDA \u201cset a deadline for publishing its final ruling on menthol by August 2023.
