Biden\u2019s speech comes one day after Trump traveled to Wisconsin and Michigan to denounce the \u201cborder bloodbath\u201d under Biden\u2019s administration. <\/p>\n<p>The political split screen emphasizes how Biden is trying to play to his strengths so his campaign is better positioned to respond to the criticism before an expected surge in immigrants this spring.<\/p>\n<\/div>\n<p>A political conversation about <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/immigration\/\" target=\"_blank\" rel=\"noopener\" title>immigration<\/a> does not help Democrats, but a conversation about healthcare \u201cworks much better\u201d before November, particularly now that the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/obamacare\/\" target=\"_blank\" rel=\"noopener\" title>Affordable Care Act<\/a> is popular, according to Claremont McKenna College politics professor and former Republican aide John Pitney.<\/p>\n<p>\u201cAs Don Draper said on <em>Mad Men<\/em>: \u2018If you don\u2019t like what\u2019s being said, change the conversation,&#8217;\u201d Pitney told the <em>Washington Examiner<\/em>.<\/p>\n<div>\n<p>The incentive for Biden to \u201cchange the conversation\u201d is evident, with the president\u2019s average overall approval rating being net negative 16 percentage points, while his average approval for immigration is net negative 32.5 points, according to <em><a href=\"https:\/\/www.realclearpolling.com\/polls\/approval\/joe-biden\/immigration\" target=\"_blank\" rel=\"noopener\" title>RealClearPolitics<\/a>. <\/em>Simultaneously, respondents told Quinnipiac University pollsters last week that their top three concerns were immigration (26%), the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/economy\/\" target=\"_blank\" rel=\"noopener\" title>economy<\/a> (20%), and preserving <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/democracy\/\" target=\"_blank\" rel=\"noopener\" title>democracy<\/a> (18%), raising questions about Biden\u2019s strategy. <\/p>\n<p>Meanwhile, healthcare was <a href=\"https:\/\/poll.qu.edu\/images\/polling\/us\/us03272024_regvoter_uyex26.pdf\" target=\"_blank\" rel=\"noopener\" title>seventh with 4%<\/a>. Abortion was tied eighth with 3%, although exit polls from elections since 2022 suggest the issue continues to increase Democratic voter turnout.<\/p>\n<\/div>\n<p>\u201cWhile the Democrats hammer the GOP on <em><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/roe-v-wade\/\" target=\"_blank\" rel=\"noopener\" title>Roe v. Wade<\/a><\/em>  and the right to choose, the Republicans counterpunch with immigration and the borders,\u201d\u00a0Quinnipiac University\u00a0Poll polling analyst Tim Malloy told the <em>Washington Examiner<\/em>. \u201cThere are dozens of issues to do battle over, but those two domestic flashpoints eclipse all others.\u201d<\/p>\n<p>Separately, Trump has provided Biden and Democrats with another opportunity to discuss healthcare by starting to ask voters whether they are \u201cbetter off\u201d now than they were four years ago, hoping to take advantage of polling that indicates an average of 64.5% of respondents contend the country is on the wrong track, compared to 25% who argue it is headed in the wrong direction.<\/p>\n<p>\u201cI hope everyone in this country takes a moment to think back to where you were in March of 2020,\u201d Biden told donors last week during his $26 million fundraiser in New York City with former Presidents <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/barack-obama\/\" target=\"_blank\" rel=\"noopener\" title>Barack Obama<\/a> and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/bill-clinton\/\" target=\"_blank\" rel=\"noopener\" title>Bill Clinton<\/a>.\u00a0\u201c<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/coronavirus\/\" target=\"_blank\" rel=\"noopener\" title>COVID<\/a> led \u2014 came to America.\u00a0Trump was president.\u00a0He tried to downplay the whole virus. He told us that it will go away.\u00a0\u2018Just stay calm.\u00a0It will be gone by Easter.\u2019 \u2026 Four\u00a0years\u00a0later, look at how far we\u2019ve come.\u201d<\/p>\n<p>Democrats also stand to gain from a conversation about Trump\u2019s handling of COVID-19, according to Pitney.<\/p>\n<p>\u201cEvery single day, they can point to something that went wrong exactly four years earlier,\u201d Pitney said. \u201cThe one aspect of the issue that the Trump administration handled well was Operation Warp Speed. But Trump can\u2019t talk much about that because much of his base hates <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/vaccination\/\" target=\"_blank\" rel=\"noopener\" title>vaccines<\/a>.\u201d<\/p>\n<p>Biden\u2019s remarks on Wednesday come after last week\u2019s trip to North Carolina, a battleground state, where Biden appeared alongside <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/kamala-harris\/\" target=\"_blank\" rel=\"noopener\" title>Vice President Kamala Harris<\/a> to promote their efforts to lower healthcare costs.<\/p>\n<p>\u201cThere\u2019s a lot of people lying in bed at night, staring at the ceiling, literally wondering, \u2018What will happen if my spouse gets <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/cancer\/\" target=\"_blank\" rel=\"noopener\" title>cancer<\/a> or my child gets seriously ill? Will I have enough insurance? Can we afford the medical bills? Will we have to sell the house? What are we going to have to do?&#8217;\u201d Biden told a crowd in Raleigh. \u201cBecause of all of you in this room and across the country, we changed that and made the Affordable Care Act the law of the land.\u201d<\/p>\n<p>\u201cBut Donald Trump and his <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/maga\/\" target=\"_blank\" rel=\"noopener\" title>MAGA<\/a> friends are, if nothing than \u2014 but persistent,\u201d he said. \u201cThey\u2019ve tried to repeal it 50 times. Not a joke. Fifty times they\u2019ve tried to repeal it, but we stopped them every time. \u2026 I got news for them.
