Blinken highlighted\u2064 the importance \u200dof\u2064 creating a\u200b workforce that represents America&#8217;s diversity. \u2064Carr Johnson&#8217;s\u200b background includes previous work\u200b at the State Department\u200d and promoting \u2062inclusivity among underrepresented\u200d groups. The \u2063move addresses retention issues among women and minorities and aims to enhance national security\u2063 through a \u200cmore diverse and inclusive workforce.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Secretary of State<a href=\"http:\/\/washingtonexaminer.com\/tag\/antony-blinken\" target=\"_blank\" rel=\"noopener\" title> Antony Blinken<\/a> announced the appointment of a new <a href=\"http:\/\/washingtonexaminer.com\/tag\/dei\/\" target=\"_blank\" rel=\"noopener\" title>chief diversity and inclusion officer<\/a> at the <a href=\"http:\/\/washingtonexaminer.com\/tag\/state-department\" target=\"_blank\" rel=\"noopener\" title>State Department<\/a> on Tuesday, 10 months after the role became vacant.<\/p>\n<p>Blinken said Zakiya Carr Johnson will be the new CDIO and is expected to create a workforce that \u201creflects America.\u201d Carr Johnson previously worked for the State Department from 2010 to 2017.<\/p>\n<p>\u201cAmerican diplomacy can only succeed if it fully harnesses all of the talent that our nation has to offer,\u201d Blinken said in a <a href=\"https:\/\/www.state.gov\/appointment-of-zakiya-carr-johnson-as-the-departments-chief-diversity-and-inclusion-officer\/\" target=\"_blank\" rel=\"noopener\" title>statement<\/a>. \u201cThat is why I created the position of CDIO to elevate [diversity, equity, inclusion, and accessibility] within our organization and give it the dedicated senior-level attention that it deserves. \u2026 We will continue to pursue this mission aggressively, because recruiting, nurturing, and promoting the most capable workforce possible is critical to our national security.\u201d<\/p>\n<p>Carr Johnson built several organizations that work with minority groups during her break from the State Department. Her appointment comes as the department is experiencing a major \u201cretention\u201d problem among women and minorities.<\/p>\n<p>\u201cHer previous work promoting entrepreneurship and access to opportunity for underrepresented populations, as well as her commitment to inclusive leadership make us stronger, smarter, and more innovative,\u201d Blinken said.<\/p>\n<p>The move also comes after an internal survey from the State Department in 2022 found that 44% of respondents said they experienced discrimination, and 27% said they faced harassment, including sexual harassment. A government accountability <a href=\"https:\/\/www.gao.gov\/assets\/d24106589.pdf\" target=\"_blank\" rel=\"noopener\" title>report last year<\/a> also noted that the majority of federal employees who experienced discrimination and harassment chose not to report it.<\/p>\n<p>\u201cWhat we\u2019re finding is that employees didn\u2019t trust the system or don\u2019t trust the system,\u201d an unnamed senior State Department official <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/antony-blinken-state-department-chief-diversity-inclusion-officer-rcna146004\" target=\"_blank\" rel=\"noopener\" title>told<\/a> NBC News. \u201cSo they\u2019re looking for somewhere else to go.\u201d<\/p>\n<p>State Department officials also noted that black, Hispanic, and Middle Eastern Americans were among those who remain underrepresented in the department\u2019s workforce. No reason for her resignation was given.<\/p>\n<p>Abercrombie-Winstanley had served in the State Department for 30 years at the time of her departure, including as the deputy coordinator for counterterrorism during former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/george-w-bush\" target=\"_blank\" rel=\"noopener\" title>George W.
