Despite denials from Russian President\u2062 Putin, geopolitical tensions heighten, fueling apprehension among European leaders\u2062 about the reality of impending military challenges.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/tag\/nato\" target=\"_blank\" rel=\"noopener\" title=\"NATO\">NATO<\/a> faces a \u201cpre-war era\u201d in which \u201cliterally any scenario is possible\u201d given the potential for aggression from <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/russia\" target=\"_blank\" rel=\"noopener\" title=\"Russia\">Russia<\/a>, according to <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/poland\" target=\"_blank\" rel=\"noopener\" title=\"Russia\">Poland\u2019s<\/a> prime minister, the latest evidence that allies see a growing likelihood of major conflict.<\/p>\n<p>\u201cLiterally any scenario is possible,\u201d Polish Prime Minister Donald Tusk told a group of journalists in a newly-published interview. \u201cI know it sounds devastating, especially to people of the younger generation, but we have to mentally get used to a new era. We are in a pre-war era. I don\u2019t exaggerate. This is becoming more and more apparent every day.\u201d<\/p>\n<p>Tusk is the second senior politician from a NATO member-state to suggest that the alliance faces \u201ca pre-war world,\u201d as British Defense Secretary Grant Shapps likewise put it in a January speech.\u00a0His urgent appeal adds a center-left voice to a chorus of Russia hawks typically populated by more conservative perspectives or the Baltic state leaders who feel acutely their vulnerability to Russia.<\/p>\n<p>\u201cBut I would dare to say that it is only now, in the midst of this great war, that it has dawned on all NATO leaders and senior military leaders that all this may actually be needed very soon, that there is a real threat, a real military task, and that we must behave and act in such a way that this machinery, when it is needed, is ready,\u201d Estonian Ambassador J\u00fcri Luik, the Baltic ally\u2019s envoy to NATO, <a href=\"https:\/\/news.err.ee\/1609297695\/diplomat-nato-allies-now-understand-the-alliance-may-actually-be-needed\" target=\"_blank\" rel=\"noopener\" title>told<\/a> an Estonian outlet in an interview published Friday. \u201cIt seems to me that this final realization has come only after the aggression began.\u201d<\/p>\n<p>Russian President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Vladimir-Putin\" target=\"_blank\" rel=\"noopener\" title=\"Vladimir Putin\">Vladimir Putin<\/a> denies any intention to \u201cfight NATO\u201d in the event that the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/war-in-Ukraine\" target=\"_blank\" rel=\"noopener\" title=\"Vladimir Putin\">war in Ukraine<\/a> ends with a Russian victory.<\/p>\n<p>\u201cThe\u00a0United States\u2019s defense spending amounts to\u00a0about 40% of\u00a0the\u00a0global figure, or\u00a0more precisely, 39%, while Russia accounts for\u00a03.5%,\u201d Putin <a href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/73749\">said<\/a> Wednesday during a visit to a Russian air base. \u201cConsidering this difference, are we planning to\u00a0fight NATO? This is nonsense. We are only defending our people on\u00a0our historical territories. And Baltic officials, especially, are conscious that Putin regards their countries as part of the historical Russian empire. The justification for the war in Ukraine, as Putin emphasized in June 2022, also <a href=\"https:\/\/www.nytimes.com\/2022\/07\/02\/world\/europe\/estonia-russia-war-putin.html\" target=\"_blank\" rel=\"noopener\" title>\u201capplies to Narva,\u201d<\/a> a city in Estonia where Tsar Peter the Great won a major battle in 1704.<\/p>\n<p>\u201cThen the question is, could NATO be challenged? \u2026 we\u2019re more technologically advanced, we\u2019re better prepared, we\u2019re better trained, and all the other things,\u201d Lithuanian Foreign Minister Gabrielius Landsbergis said Monday at the Hudson Institute. \u201cBut Russia is fighting an actual war right now, building up this army and expecting us to be, politically, not prepared \u2014 not militarily [unprepared], but politically.\u201d<\/p>\n<p>Tusk, likewise, emphasized that European leaders need to adopt a more hard-headed attitude.<\/p>\n<p>\u201cAt the last European Council, I had an interesting discussion with the Spanish Prime Minister Pedro S\u00e1nchez,\u201d Tusk said. \u201cHe asked us to stop using the word \u2018war\u2019 in statements. He argued that people do not want to be threatened in this way, that in Spain it sounds abstract. I replied that in my part of Europe, war is no longer an abstraction \u2014 and that our duty is not to discuss, but to act and prepare to defend ourselves.\u201d<\/p>\n<p>The Polish leader aired his warning while arguing that European allies must recognize the urgent need for major defense spending increases, on their own behalf and in direct support of Ukraine.<\/p>\n<p>\u201cThere is no reason for Europeans not to respect the fundamental principle [of NATO] and spend a minimum of 2% of GDP on defense,\u201d Tusk said, according to a <a href=\"https:\/\/english.elpais.com\/international\/2024-03-29\/donald-tusk-we-are-in-a-pre-war-era-i-dont-exaggerate.html\" target=\"_blank\" rel=\"noopener\" title>transcript<\/a> from <em>El Pais<\/em>. \u201cWe have to spend as much as we can to buy equipment and ammunition for Ukraine because we are living in the most critical moment since the end of the Second World War. The next two years will decide everything.\u201d<\/p>\n<p>The remarks make Tusk an outspoken participant in a trans-Atlantic debate about how to manage risk with respect to Russia.
