Russ Diamond emphasizes\u2064 the need for regulation and taxation of skill \u2064games.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>(The Center Square) \u2014 Skill games have been restricted in Philadelphia and statewide regulation still hasn\u2019t solidified in the General Assembly.<\/p>\n<p>Although <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-irs-is-auditing-far-more-poor-people-than-millionaires\/\" title=\"The IRS Is Auditing Far More Poor People Than Millionaires\">collecting tax revenue<\/a> is the driving force behind the legalization push, lawmakers must tread lightly.<\/p>\n<p>Advocates of the games, which differ from traditional gambling by letting users influence the outcome, warn that setting a tax rate too high could undermine their local benefits.<\/p>\n<p>The games face opposition from\u00a0<strong><a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_312ae1c0-6151-11ee-9032-9f99518a4506.html\">the casino industry<\/a><\/strong>\u00a0and district attorneys warn that their presence\u00a0<strong><a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_5a3607ea-caae-11ee-9c09-a3c3b4074a7a.html\">can attract criminals.<\/a><\/strong>\u00a0But skill game proponents argue that they could bring in\u00a0<strong><a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_d73b5532-f03a-11ed-891c-a3c76000ef45.html\">$300 million<\/a><\/strong>\u00a0in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-gop-passes-legislation-to-prevent-fracking-ban\/\" title=\"Senate GOP passes legislation to prevent fracking ban\">state tax revenue<\/a> as well as support gas stations, bars, and veterans\u2019 halls that need the income.<\/p>\n<p>\u201cI have been anxious to have this conversation for a very, very long time,\u201d said Rep. Russ Diamond, R-Jonestown, during a House GOP Policy Committee meeting on Tuesday. \u201cIt is not a matter of if we\u2019re going to regulate and tax skill games \u2014 it\u2019s a matter of how and when. I think the time is now.\u201d<\/p>\n<p>Arguments over the games, which are manufactured in Williamsport by Pace-O-Matic, don\u2019t follow a neat partisan divide.<\/p>\n<p>\u201cThere\u2019s a lot of difference of opinion based off regions,\u201d said Rep. Josh Kail, R-Beaver. \u201cIt\u2019s about regional focus and really what\u2019s happening in our districts.\u201d<\/p>\n<p>For its part,\u00a0Pace-O-Matic has supported the legislative push for regulation.<\/p>\n<p>\u201cWe\u2019re the first to say regulation is necessary. We can all agree that a standard system and guardrails should be in place for operating skill games,\u201d said Michael Barley, chief public affairs officer for Pace-O-Matic. \u201cThe state is littered with illegal slot machines that require no skill, yet they masquerade as skill games.\u201d<\/p>\n<p>Experts estimate that Pennsylvania has about 70,000 game machines (though Barley said it\u2019s probably higher due to unregulated and illegal ones) scattered across the commonwealth; Pace-O-Matic has 18,000 on the market.<\/p>\n<p>Other supporters argued that the games helped businesses stave off the economic downturn from COVID-era shutdown orders and changes in state law.<\/p>\n<p>\u201cBased upon conversations I\u2019ve had with colleagues at other establishments across the state, skill games filled at least part of the void,\u201d Jim DeLisio, owner of the Race Horse Tavern in York County, said. \u201cThose skill games are being used to pay bills, upgrade establishments, complete new licensing types, or other benefits to employees.\u201d<\/p>\n<p>Stephen Holmes, commander of a VFW post in Harrisburg, said they would have had to scale back programs if not for skill games revenue.<\/p>\n<p>\u201cI don\u2019t know what we would\u2019ve done without skill games,\u201d he said.\u00a0<\/p>\n<p>DeLisio also warned about setting too high a tax rate on the games.\u00a0<\/p>\n<p>\u201cReasonably, we should be right in around the 18%-22% would be something that should be comfortable for the government to do what they need to do and leave something on the table for the businesses,\u201d he said. \u201cYou really need to be careful if this thing comes to fruition, how we tax this \u2014 or you\u2019re gonna kill it.\u201d<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Skill games face restrictions in Philadelphia, with statewide regulation yet to be finalized in the General Assembly.
