Bishop Davidson, R-Republic, and a member of the Special Committee on Tax Reform, is a sponsor of all three proposals.<\/p>\n<p>The committee will vote on\u00a0<strong><a href=\"https:\/\/house.mo.gov\/Bill.aspx?bill=HB2919&#038;year=2024&#038;code=R\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 2919<\/a><\/strong>\u00a0after it held a hearing on March 12 on the proposed state constitutional amendment requiring approval of voters.<\/p>\n<p>The proposal would eliminate tax tables based on income brackets to determine <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-states-can-lead-america-back-towards-lower-taxes-and-less-government\/\" title=\"How States Can Lead America Back Towards Lower Taxes And Less Government\">personal income tax<\/a> and replace it with a 4% flat tax on all income above $1,000 in 2025. If adopted during this November\u2019s general election, the first change wouldn\u2019t occur until the 2027 tax year.<\/p>\n<p>The bill\u2019s fiscal note estimated a decrease in the state\u2019s general revenue of $357 million in fiscal year 2025, $781 million in 2026 and reaching $874 million if fully implemented in 2028. The Department of Revenue estimated a loss of more than $1 billion in general revenue in 2030, according to the fiscal note.<\/p>\n<p>\u201cI don\u2019t think this would require us to cut services,\u201d Davidson said during the March 12 hearing. \u201cI think it would actually generate more revenue.\u201d<\/p>\n<p>Brian Colby, vice president of public policy for the Missouri Budget Project, testified against the bill.<\/p>\n<p>\u201cThe bill would deprive the state of adequate resources and would seek to replace income tax with increases in the sales tax,\u201d Colby stated in written testimony.<\/p>\n<p>If the bill places a constitutional amendment on the ballot, the new tax rate of 4% could be reduced by one-quarter of a percent if the net general revenue collected in the previous fiscal year results in a $20 million surplus.<\/p>\n<p>The special committee will hear testimony on\u00a0<strong><a href=\"https:\/\/house.mo.gov\/Bill.aspx?bill=HJR187&#038;year=2024&#038;code=R\" target=\"_blank\" rel=\"noreferrer noopener\">House Joint Resolution 187<\/a><\/strong>, which proposes a constitutional amendment to establish the \u201cTax Reform Fund.\u201d If the amount of net general revenue collected exceeds the anticipated expenditures by $20 million or more, any surplus above $20 million will go into the \u201cTax Reform Fund\u201d and capped at $500 million. Once the fund reaches and maintains a balance of $250 million and a surplus of $20 million is realized in the following year, the legislature would be forced to decrease <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/activist-who-led-militia-movement-to-occupy-federal-land-announces-run-for-governor-in-idaho\/\" title=\"Activist Who Led Militia Movement To Occupy Federal Land Announces Run For Governor In Idaho\">personal income taxes<\/a> by one-quarter of 1%.<\/p>\n<p>\u201cThere will be no cap on the number of triggered reductions and the triggers will remain in place until the personal income tax is reduced to zero,\u201d according to the joint resolution\u00a0<strong><a href=\"https:\/\/documents.house.mo.gov\/billtracking\/bills241\/sumpdf\/HJR0187I.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">summary.<\/a><\/strong><\/p>\n<p>The resolution\u2019s\u00a0<strong><a href=\"https:\/\/documents.house.mo.gov\/billtracking\/bills241\/fiscal\/fispdf\/5029H.02I.ORG.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">fiscal note<\/a><\/strong>\u00a0states once the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/schumer-spokesman-celebrates-1-9-trillion-covid-relief-plan-erases-ny-budget-deficit\/\" title=\"Schumer Spokesman Celebrates: .9 Trillion COVID Relief Plan Erases NY Budget Deficit\">individual income tax<\/a> is eliminated, the proposed fund will be used to gradually reduce personal property tax.<\/p>\n<p>Currently, the state individual income tax rate of 4.8% is to be reduced in one-tenth of a percent increments if certain revenue levels are attained until it reaches 4.5%.<\/p>\n<p>The committee also will hear testimony on\u00a0<strong><a href=\"https:\/\/house.mo.gov\/Bill.aspx?bill=HJR188&#038;year=2024&#038;code=R\" target=\"_blank\" rel=\"noreferrer noopener\">House Joint Resolution 188<\/a><\/strong>, which also proposes a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/raffensperger-calls-on-georgia-general-assembly-to-strengthen-protections-preventing-noncitizens-from-voting\/\" title=\"Raffensperger urges Georgia lawmakers to enhance safeguards against noncitizen voting\">similar constitutional amendment<\/a> regarding a \u201cTax Reform Fund.\u201d<\/p>\n<p>\u201cAfter both personal income taxes and personal property taxes have been reduced to zero, they will remain at zero,\u201d according to the\u00a0<strong><a href=\"https:\/\/documents.house.mo.gov\/billtracking\/bills241\/sumpdf\/HJR0188I.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">summary<\/a><\/strong>\u00a0of the legislation. \u201cAfter the elimination of both personal income taxes and personal property taxes, the fund will continue to collect revenue and only be used to supplement budget shortfalls following fiscal years during which the General Assembly enacts a tax reduction.\u201d<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The House tax committee will vote on a flat tax bill and hold a public hearing on resolutions to abolish income and property taxes.
