Despite touting $5.2 billion in investments for Mexico&#8217;s\u2062 neighbors, Republicans remain skeptical, calling \u200bfor a\u2062 reevaluation of the administration&#8217;s approach \u200cto \u200bthe border crisis. Efforts to address root causes and migration trends continue amidst ongoing debates and challenges.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Vice President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/kamala-harris\/\" target=\"_blank\" rel=\"noopener\" title=\"Kamala Harris\">Kamala Harris<\/a> is <a href=\"https:\/\/apnews.com\/general-news-3400f56255e000547d1ca3ce1aa6b8e9\" target=\"_blank\" rel=\"noopener\" title=\"more than three years\">more than three years<\/a> into her role as the Biden administration\u2019s \u201cborder czar,\u201d but Republicans have not been impressed by her performance, instead accusing Harris of imposing immigration policies that caused the border crisis.<\/p>\n<p>Harris <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2936499\/harris-meet-guatemalan-president-migration-strategy\/\" target=\"_blank\" rel=\"noopener\" title=\"touted\u00a0on Monday\">touted\u00a0on Monday<\/a>\u00a0a total of $5.2 billion in financial commitments to Mexico\u2019s southern neighbors during her meeting in Washington with Guatemalan President Bernardo Arevalo Monday afternoon. The nongovernmental investments into El Salvador, Guatemala, and Honduras are part of a longer-term U.S. effort to boost the economy, provide jobs, and reason for citizens in the region not to feel they must migrate elsewhere.<\/p>\n<p>But Republicans were flippant over the\u00a0investments,\u00a0with House Homeland Security Chairman Mark Green (R-TN) saying in a statement to the <em>Washington Examiner<\/em> that if Harris wants to get to the \u201croot causes of this unprecedented border crisis,\u201d she should \u201clook in the mirror.\u201d<\/p>\n<p>\u201cDoing so would be both far less costly and much more enlightening,\u201d Green added.<\/p>\n<p>Asked if the $5 billion in total committed funds from 50 companies would bring meaningful change to the region, which millions have fled for the United States over the past decade, Rep. Clay Higgins (R-LA) was a definitive \u201cno.\u201d<\/p>\n<p>\u201cMeaningful. Yes, this would bring about meaningful delivery of laundered American money to cartels. Very Bidenish,\u201d Higgins, the chairman of the House Homeland Security Subcommittee on Border Security and Enforcement, said in a statement.<\/p>\n<p>Green, whose committee first moved articles of impeachment against Biden\u2019s Homeland Security Secretary Alejandro Mayorkas earlier this year, said the Biden administration was wasting time trying to change conditions in the region.<\/p>\n<p>\u201cWhile Harris and\u00a0others in the administration\u00a0try to cast blame for this unmitigated disaster on anything and everyone else, it\u2019s important to note that even Mayorkas\u2019s DHS stated last year (in the Quadrennial Homeland Security Review) that violence, corruption, and systemic poverty were \u2018long-standing factors\u2019 in our hemisphere \u2014 so they can\u2019t be uniquely responsible for this crisis,\u201d Green said.<\/p>\n<p>The solution, Green said, was to return to policies from previous White House administrations. <\/p>\n<p>\u201cThis\u00a0\u2018root-causes\u2019\u00a0nonsense is just meant to make unserious people\u00a0sound\u00a0like they\u2019re trying to do something meaningful to end this crisis,\u201d Green continued.<\/p>\n<p>Biden first <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/07\/29\/fact-sheet-strategy-to-address-the-root-causes-of-migration-in-central-america\/\">called<\/a> in February 2021 for the creation and implementation of a strategy to address the root causes of people leaving their home countries as illegal immigrant arrests at the U.S.-Mexico border began to soar weeks after he took office.<\/p>\n<p>Department of Homeland Security data from 2007 showed that Mexicans made up 90% of all arrests that year. By 2019, immigrants from El Salvador, Guatemala, and Honduras made up more than 70% of all arrests.<\/p>\n<p>By 2021, immigrants from countries outside of Mexico and the Northern Triangle <a href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/fairness-justice\/broken-border-terrorist-watch-list-arrests-spike-as-migrants-flock-to-us-from-farther-countries\">made up 1.1 million<\/a> of the total 3.4 million apprehensions, or 32%, according to federal <a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/nationwide-encounters\">data<\/a>.<\/p>\n<p>In an effort to address the growing demographics of immigrants, the White House <a href=\"https:\/\/www.washingtonexaminer.com\/news\/central-america-migrants-flee-us-aid\">announced<\/a> $310 million in aid to Central America and the appointment of Harris as the leader <a href=\"https:\/\/gt.usembassy.gov\/fact-sheet-update-on-the-u-s-strategy-for-addressing-the-root-causes-of-migration-in-central-america\/\">of diplomatic talks<\/a> with regional leaders. It also <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/07\/29\/fact-sheet-strategy-to-address-the-root-causes-of-migration-in-central-america\/\">released<\/a> its \u201cStrategies to Address the Root Causes of Migration in Central America.\u201d The document laid out, in general terms, plans for improving business conditions, addressing corruption within governments, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/migration-crisis-has-deepened-despite-bidens-pledge-to-address-root-causes\/\" title=\"Migration Crisis Has Deepened Despite Biden\u2019s Pledge to Address \u201cRoot Causes\u201d\">bolstering human rights<\/a>, countering gangs and cartels, and combating domestic violence.<\/p>\n<p>Since then, U.S. corporations have invested $5.2 billion into regional projects to improve the economy so that they do not need to leave, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/02\/06\/fact-sheet-vice-president-harris-launches-next-phase-of-public-private-partnership-for-northern-central-america\/%C2%A0\">according to<\/a> Harris. Investments include giving 6 million people access to small business financing by 2027, providing education and employment training to 75,000 people by 2027, facilitating $500 million in infrastructure deals by 2027, and creating and securing jobs for 1 million people by 2032.<\/p>\n<p>Corporations <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/immigration\/2935012\/illegal-immigration-increases-february-new-border-figures\/\">plunged<\/a> $2 billion into the project in 2022. Clothing company Gap said it would increase its sourcing of materials from Central America to $50 million per year with an intention to surpass $150 million by 2025, according to the White House. However, illegal crossings at the border have remained at all-time highs.<\/p>\n<p>A major challenge for the Biden administration is that its focus on Central America ignores a new phenomenon that has unfolded over the past year.
