Ann\u200d Ravel expressed astonishment at the alleged misconduct. Proposition 47 supporters highlight its benefits, while critics argue it encourages theft. Ravel claims Kiley&#8217;s \u200bties to the \u200cinitiative breach contribution limits. Kevin Kiley\">Rep. Kevin Kiley<\/a> (R-CA), claiming he solicited and collected millions of dollars illegally to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/steve-scalise-looks-to-rally-support-behind-sweeping-energy-cost-reduction-bill\/\" title=\"Steve Scalise looks to rally support behind sweeping energy cost reduction bill\">roll back parts<\/a> of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/california\/\" target=\"_blank\" rel=\"noopener\" title=\"California's \">California<\/a>\u2018s Proposition 47.<\/p>\n<p>\u201cI\u2019ve never seen anything quite this excessive, honestly,\u201d Ann Ravel <a href=\"https:\/\/www.latimes.com\/california\/story\/2024-03-23\/congressman-involved-in-attempted-prop-47-overhaul-violated-campaign-finance-law\" target=\"_blank\" rel=\"noopener\" title=\"told\">told<\/a> the\u00a0<em>Los Angeles Times<\/em>.\u00a0<\/p>\n<figure><figcaption>Rep. (AP)<\/figcaption><\/figure>\n<p>Ravel, who served as chairwoman of the FEC from 2013 to 2018, alleged that Kiley\u2019s reelection campaign worked to make significant changes to <a href=\"https:\/\/myprop47.org\/#:~:text=On%20November%204%2C%202014%2C%20California,12%20schools%2C%20and%20victim%20services.\" target=\"_blank\" rel=\"noopener\" title=\"Proposition 47\">Proposition 47<\/a>, the state\u2019s criminal justice reform statute that has been blamed for a spike in retail theft.<\/p>\n<p>Supporters of Proposition 47 credit the law for cutting incarceration rates, slashing prison costs, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/l-a-county-d-a-gascon-vows-efforts-to-transform-a-dated-approach-are-just-beginning\/\" title=\"L.A. County D.A. Gasc\u00f3n Vows \u2018Efforts To Transform A Dated Approach\u2019 Are \u2018Just Beginning\u2019\">reducing racial disparities<\/a> in California\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/president-trump-please-pardon-jon-woods-a-victim-of-process-crimes-like-michael-flynn\/\" title=\"President Trump, Please Pardon Jon Woods, a Victim of Process Crimes Like Michael Flynn\">criminal justice system<\/a>. Critics claim the law emboldens criminals and petty thieves who believe they can steal over and over again without facing any hard time.<\/p>\n<p>In her complaint, Ravel claims that Kiley\u2019s close ties with the\u00a0initiative\u2019s sponsor, the coalition California to Reduce Homelessness, Drug Addiction, and Theft, make it an extension of his congressional campaign and therefore falls under the $5,000 contribution limit. She alleges that Kiley is aware of those limits and that despite it has accepted multiple contributions \u201ctotaling upwards of several millions of dollars.\u201d<\/p>\n<p>In fact, he\u2019s personally spent $28,000 on petitions and mailing costs, according to the complaint.<\/p>\n<p>Kiley\u2019s\u00a0office called Ravel\u2019s allegations \u201cfrivolous\u201d and \u201cfalse,\u201d according to the\u00a0<em>Los Angeles Times<\/em>.\u00a0<\/p>\n<p>The push to change Proposition 47 has primarily been backed by conservative groups but recently saw some love from Democrats. Gov. Gavin Newsom (D-CA) and <a href=\"https:\/\/www.washingtonexaminer.com\/magazine-features\/2926983\/shoplifting-and-suffering-in-san-francisco\/\" target=\"_blank\" rel=\"noopener\" title=\"San Francisco Democratic Mayor London Breed\">San Francisco Democratic Mayor London Breed<\/a> both signaled support for the measure.\u00a0Corporate retailers have also <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2856429\/walmart-and-target-wade-into-californias-proposition-47-fight\/\" target=\"_blank\" rel=\"noopener\" title=\"San Francisco Democratic Mayor London Breed\">supported a push<\/a> for change. Walmart, Macy\u2019s, Target, and Home Depot have spent more than $3 million on the effort. Ravel\u2019s complaint claims Walmart is one of Kiley\u2019s largest campaign donors.\u00a0<\/p>\n<p>Kiley, who was first elected to Congress in 2022, is a frequent critic of Newsom. Kiley\u2019s\u00a0district includes the northern Sierra Nevada and northeastern suburbs of Sacramento. <\/p>\n<p>The 39-year-old was\u00a0born and raised in the Sacramento\u00a0area and had been a member of the California State Assembly since 2016.
