If no candidate receives a \u200bmajority of votes in the first \u200dround, the last-place finisher is eliminated, and his voters are reallocated to the voter\u2019s second-choice candidate. The process continues until one candidate receives a majority of votes.\u201d RCV \u2062has been pushed since the \u201990s by leftist groups such as FairVote, which\u2062 also\u200b seeks to abolish the Electoral College and replace it \u2064with a straight popular vote scheme.<\/p>\n<p>Virginia SB428 \u200cwould potentially disenfranchise voters by allowing\u2064 RCV to be adopted in elections for \u201cany local or constitutional office.\u201d The voting method not only enables candidates to win elections, even if they did not\u2063 receive the most votes in the first tally of ballots, \u200dbut it also creates the opportunity for ballot exhaustion, which happens when a voter only ranks one\u200d candidate on his ballot and that candidate is eliminated in the tally.<\/p>\n<h2>Potential Disenfranchisement via Noncitizen\u2062 Voting<\/h2>\n<p>Virginia HB1454, SB246, and HB26 all risk disenfranchising citizens by making \u2064it more difficult to stop noncitizen voting. Thanks to \u2063the Biden administration\u2019s \u2063<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/larry-oconnor-democrats-kill-their-political-pawns\/\" title=\"Larry O\u2019Connor: Democrats Kill Their Political Pawns\">open border free-<\/a>for-all, millions of illegal aliens have been added to the tens of millions \u2064of noncitizens already present in\u200d the \u200dUnited States. Regardless of legal status, it is a crime for \u2064any noncitizen\u2062 to vote \u200cin \u2064a U.S. federal election. Even a single noncitizen vote disenfranchises all Americans by diluting their votes.<\/p>\n<p>HB1454 and its companion bill\u2062 SB246 would remove restrictions currently placed on the backs of the state-issued drivers\u2019 privilege cards \u200cthat Virginia allows \u201cindividuals who are non-U.S.\u200d citizens and cannot meet Virginia\u2019s legal presence requirements\u201d\u2014i.e., illegal aliens\u2014to\u2063 obtain.<\/p>\n<p>Virginia law currently mandates that \u201cthe front of a driver privilege card or permit shall be identical in appearance to a driver\u2019s license or permit that is not a \u200bREAL ID credential and the back of the card or permit shall be identical in appearance to the\u2062 restriction on the back of a limited-duration license, permit, or special identification card.\u201d But these bills would\u2062 remove the statutory requirement about the back of the cards, simply stating that the fronts of such driver privilege cards must\u200b match \u201ca driver\u2019s license\u2062 or permit that is \u2062not a REAL ID credential.\u201d The bills also direct the Department of Motor Vehicles (DMV) to extend the validity of \u2064these limited-duration cards (currently two years \u200bor\u200c less) \u2062to up to eight years.<\/p>\n<p>HB26 invites voter fraud, including from\u200d noncitizen\u200c voting, by adding difficult-to-verify IDs from nongovernmental sources \u200bas valid identification to be\u200c able to vote. Unless Youngkin vetoes the bill, it\u200c will \u200ballow voters to provide \u2063\u201cany valid identification card containing a\u200b photograph of the voter \u200band issued\u200b by any private entity that\u2063 is licensed or certified, in\u2063 whole or in part, by\u201d a state health or\u2062 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/thanks-to-leftist-corruption-u-s-military-recruiting-is-in-total-freefall\/\" title=\"Thanks To Leftist Corruption, U.S. Military Recruiting Is In Total Freefall\">social service agency<\/a>.<\/p>\n<p>The people of Virginia, like all U.S. citizens, have a right to fair and honest\u200c elections. Fair and honest \u2064elections cannot exist when\u2062 any noncitizen or other \u2062ineligible voter casts a ballot \u2062that\u200c is then counted, or \u2064when the method of tabulating the ballots overrides\u2063 the will of the voters.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Numerous election process modifications, largely championed by Democrats nationwide, risk disenfranchising legitimate voters.
