By backing Ariel Henry, who resigned as \u200bprime minister this week, the \u2062Biden administration sacrificed Haitian politics at the \u2062altar of lenient\u2062 border security.<\/p>\n<\/blockquote>\n<h3>A History of\u200c Meddling in Haiti<\/h3>\n<p>Meddling\u200d in Haiti is hardly \u2064a new idea for \u2063Foggy Bottom. After our two-decade 20th-century occupation ended \u200cin 1934, the U.S. treated \u2062Haiti like other Caribbean\u200d countries during the Cold\u2062 War, strategically controlling \u2062their politics to prevent Soviet influence from expanding within\u200c striking distance.\u2063 Now, of course, to even the most cold-blooded realist, Haiti\u2019s close proximity\u200b remains relevant.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-635002588\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-1bc805175b6d34faf1ba11b8578a53f0 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-1bc805175b6d34faf1ba11b8578a53f0\"><\/div>\n<p>This is what almost nobody admits about the current unrest. \u2063According to\u2064 his \u200bown \u200cformer special envoy to Haiti, President Biden\u2019s \u201cchief reason\u201d for \u2064backing Ariel \u200dHenry was \u200bthe \u200cnew \u2064president\u2019s \u201cmalleability and the fact that\u200b he \u200dagreed\u2063 that he would take all\u200c the deportees that they wanted to send.\u201d This was <a href=\"https:\/\/nypost.com\/2022\/09\/14\/biden-sold-out-haitian-democracy-for-a-migrant-deal-ex-envoy\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> in \u200cSeptember of 2022 by Todd Bensman in the New \u2062York Post, though Biden\u2063 faced\u2064 little scrutiny\u200c over\u200b the blockbuster revelation as Henry\u2019s Haiti descended deeper and deeper into \u200cthe\u200d depths of suffering.<\/p>\n<p>Biden appointed \u200bDaniel\u2064 Foote to the\u200b role of special envoy in July of 2021 after\u2064 the \u200dassassination of President\u2062 Jovenel\u200b Moise,\u200c whom both Presidents Trump and Biden supported. (The attack itself was largely planned \u200cin \u200bMiami, and though the Drug Enforcement \u2062Agency \u200bsays he was not acting \u200con\u2063 its\u2062 behalf, one\u2062 of the <a href=\"https:\/\/www.reuters.com\/world\/ex-dea-informant-receives-life-sentence-role-killing-haitian-president-2024-02-09\/#:~:text=World-,US%20court%20sentences%20ex%2DDEA%20informant%20to,for%20role%20in%20Haiti%20assassination&#038;text=Feb%209%20(Reuters)%20%2D%20A,Haiti%27s%20last%20president%2C%20Jovenel%20Moise.\" target=\"_blank\" rel=\"noreferrer noopener\">convicted<\/a> assassins was an informant.)\u200b Moise picked Henry to take over for him two\u2063 days before his death, and Henry ultimately assumed \u200dthe role following a brief power struggle, thanks \u2063in no small part to backing from the U.S.<\/p>\n<p>According to Foote, the Biden administration supported Henry even as \u200che failed to\u2063 enact democratic\u2064 reforms because \u2063the prime minister agreed \u200dto accept migrant flights amid huge gatherings of Haitians at \u200dthe Texas\u2062 border. In an October 2022 <a href=\"https:\/\/www.youtube.com\/watch?v=UMATMmQiINo\" target=\"_blank\" rel=\"noreferrer noopener\">interview<\/a> with my \u201cCounter Points\u201d colleague Ryan Grim and me, Foote\u200c said \u201cthe deportations were the straw\u200b that broke the camel\u2019s back\u201d when he resigned. \u201cIt\u2019s completely counterproductive to our goal of restabilizing Haiti,\u201d \u200che argued. Moise and\u2064 Henry were both members of America\u2019s preferred PHTK party,\u2064 and while the U.S. publicly claimed to push\u200c for democracy in Haiti, the administration did not withdraw its support \u2063as both men consolidated power and oversaw \u2062chaos.<\/p>\n<h3>The \u200bPlight of Haitian Migrants<\/h3>\n<p>The current wave of Haitian migrants is\u200d comprised almost entirely\u2064 of asylum seekers who\u2019ve lived outside their \u200dhome country for years, in many cases at least a decade.\u200d When my Federalist colleague John Daniel\u2064 Davidson \u200cand I <a href=\"https:\/\/youtu.be\/N4hUfRufhdU?si=XO4Hz1HNE-fR8rxh\" target=\"_blank\" rel=\"noreferrer noopener\">interviewed<\/a> Haitians\u2063 on both sides of the Texas border in 2022, every person we\u2064 talked to\u200b had come to Mexico from countries like Argentina and Brazil, seeking greater economic opportunity.<\/p>\n<div class=\"fdrlst__b89e9-3dbc96825d152e586c42f2a303d08190 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-3dbc96825d152e586c42f2a303d08190\"><\/div>\n<p>These men and women\u2062 gathered on the \u2063banks of the\u2064 Rio Grande \u2062because they desperately wanted to cross \u2063the border legally and make an asylum claim. \u200cWhy? To avoid deportation to Haiti. They were\u2064 not fleeing\u2063 violence, they wanted the \u201cAmerican Dream,\u201d they told us.<\/p>\n<p>In\u2064 one\u2064 sense, of course, the\u200b Biden administration\u2019s decision to fly\u200d Haitians to \u200cPort-au-Prince might look \u2064like a hard-line deterrent. While it may have\u2062 been cruel and, \u200cas \u200cFoote said, \u201ccounterproductive,\u201d it was also a cynical band-aid applied over the oozing wound of a cowardly border policy.<\/p>\n<p>Fearful \u2062of backlash \u200dfrom the\u200b left, Biden is \u200crouting \u200cmore\u200b and more migrants\u2063 with dubious asylum claims \u200bthrough legal pathways of entry,\u2062 incentivizing millions of economic \u2062migrants to\u200d <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/christian-nonprofits-incentivize-illegal-immigration-with-your-tax-dollars\/\" title=\"Christian nonprofits encourage illegal immigration using taxpayer funds\">pay cartel smuggling fees<\/a> for access. (Make\u200d no mistake, every migrant\u2064 pays.) This is destabilizing countries from Chile to Mexico, clouding pathways for people\u200c fleeing\u200c violence with legitimate asylum claims, and \u200dboosting cartel control \u2062of Latin America. Honduras and \u2063the Dominican Republic,\u2064 for\u200c example,\u200b have \u200dbeen <a href=\"https:\/\/www.reuters.com\/world\/americas\/haitis-gang-wars-death-toll-doubles-nearly-5000-year-un-2024-01-23\/#:~:text=PORT%2DAU%2DPRINCE%2C%20Jan,a%20report%20published%20on%20Tuesday.\" target=\"_blank\" rel=\"noreferrer noopener\">coping<\/a> with an\u2062 influx of migrants immediately fleeing Haiti.<\/p>\n<p>Counterproductive is truly the best descriptor \u200bfor a policy\u2064 that encourages migrants to empower cartels that destabilize the region, in turn, sending \u200dmore people to our \u200cown border.\u2064 Biden\u2019s short-term priority, though, is not to stabilize\u2062 the region. It\u2019s to secure \u2063his own political power, which Democrats believe will be harmed by\u200d enacting serious \u200creforms \u2063to the asylum process. (If \u200dhe actually implemented Remain in Mexico tomorrow, his base\u2064 would be \u2064furious, but\u2063 migration would gradually slow cartels\u2019 human\u200b smuggling to a relative trickle.)<\/p>\n<div class=\"fdrlst__b89e9-7005efae31a0fa2429902f9f4874629b fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-7005efae31a0fa2429902f9f4874629b\"><\/div>\n<p>They opt instead to flood Port-au-Prince, where people \u200dare\u200c struggling to survive, with \u2062thousands of migrants who\u200c left years ago. What\u2019s worse is they prioritize these \u2063cruel and destabilizing policies over supporting better leadership in Haiti, all while continuing to\u200b wax poetic about democracy.<\/p>\n<p>The result is a long-term policy of cyclical chaos. Just\u2064 this <a href=\"https:\/\/www.oas.org\/en\/IACHR\/jsForm\/Default.asp?File=\/en\/iachr\/media_center\/PReleases\/2024\/048.asp\" target=\"_blank\" rel=\"noreferrer noopener\">January<\/a>,\u2064 more \u2064than 1,000 \u200cHaitians lost their \u200clives to gang violence or suffered \u2062kidnapping or other injuries. The country has \u2063not\u200d held elections since 2016. It has <a href=\"https:\/\/www.theguardian.com\/world\/2023\/jan\/10\/haiti-no-elected-officials-anarchy-failed-state\" target=\"_blank\" rel=\"noreferrer noopener\">no parliament<\/a>.<\/p>\n<p>To be sure, all the \u2062blame \u200bfor Haiti\u2019s woes does not belong\u2062 at the\u200c feet of\u2063 the United \u200dStates.\u2062 But our carrots and sticks continue to benefit the political prospects of American elites more than the people of Haiti, and in the long run end up worsening a \u2063crisis on our doorstep, \u2063harming our interests, and fueling\u200d violence that\u2062 <a href=\"https:\/\/www.reuters.com\/world\/americas\/haitis-gang-wars-death-toll-doubles-nearly-5000-year-un-2024-01-23\/#:~:text=PORT%2DAU%2DPRINCE%2C%20Jan,a%20report%20published%20on%20Tuesday.\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a> nearly 4,800 Haitian lives \u200dlast year alone.<\/p>\n<hr class=\"wp-block-separator\">\n<\/div>\n<p> <\/p>\n<h2> What role does the Biden administration&#8217;s support for Ariel Henry\u2063 play \u200bin\u2063 the connection between America&#8217;s\u2063 immigration policy and \u200dHaiti&#8217;s tragedy?<\/h2>\n<p><span>  Blaming America&#8217;s Immigration Policy for Haiti&#8217;s Tragedy<\/p>\n<p>It is\u2064 important not to oversimplify the complex tragedy unfolding in\u200d Haiti, but it is evident\u2064 that America&#8217;s immigration policy has played a significant role, despite \u200cwhat media reports may suggest.
