In his \u2062opening\u200c statement, Hur\u200c will explain why he chose to include negative details about\u200b the president&#8217;s mental acuity in his report.<\/p>\n<blockquote>\n<p>&#8220;I understood that my explanation about\u200c this case\u2064 had to\u200d include rigorous, detailed, and thorough analysis.\u2064 In other words, I needed to show my work. Just as I \u2064would expect any prosecutor to show his or her work in explaining the decision to prosecute or not,&#8221; Hur \u200bwill say.<\/p>\n<p>&#8220;The need to show my work was especially strong \u2062here. The Attorney \u200bGeneral had appointed me to investigate the actions of the Attorney General&#8217;s boss, the sitting\u2063 President of the United States. I \u2064knew that for my decision to be\u200b credible, I could not simply\u200b announce that I \u200crecommended no criminal charges and leave it at that. I needed to \u200bexplain why,&#8221; Hur will say.<\/p>\n<\/blockquote>\n<p>Hur&#8217;s investigation revealed that Biden had stored classified documents in unauthorized places, including \u2062his office in Washington, D.C., and\u200b his home\u2062 in Wilmington, Delaware. While Hur believed Biden willfully held onto the material, he could not prove it\u2063 beyond a reasonable doubt.<\/p>\n<p>In \u2063his report, Hur detailed his findings and included information\u2063 about\u200b Biden&#8217;s memory, which\u200b has drawn criticism from both Republicans and Democrats. Hur will address this criticism in his testimony.<\/p>\n<blockquote>\n<p>&#8220;There has been a lot of attention paid \u200bto language in the report about the \u200dPresident&#8217;s memory, so let me say a few words about that. And because these issues were important to my ultimate decision, \u2062I had to include a discussion of them in my\u200c report to the\u200b Attorney General,&#8221; Hur will say.<\/p>\n<p>&#8220;My assessment in the report about the\u200c relevance of the President&#8217;s memory was necessary and accurate and fair. Most importantly, what I wrote is what I believe the evidence \u2062shows, and what I expect jurors would perceive and \u2064believe. I did\u2064 not sanitize my explanation. Nor did I disparage the\u200d President unfairly. I explained to the Attorney General my decision and the reasons for\u2063 it.
