The Indiana Economic Development Corporation, however, wouldn\u2019t release to The Federalist the names or locations of these foreign-owned ventures. <\/p>\n<p>In fact, said Republican state Sen. Jean Leising in an interview with The Federalist Friday morning, state lawmakers tell her the IEDC even uses \u201ccode names\u201d for its foreign business deals to preserve secrecy until they\u2019re completed. The IEDC will not even release basic information about any of these deals to the state lawmakers who <a href=\"https:\/\/buildingindiana.com\/state-investing-millions-more-into-economic-development\/\">give the IEDC billions<\/a> in <a href=\"https:\/\/events.in.gov\/event\/gov_holcomb_rolls_out_next_500m_for_readi_20\">tax dollars<\/a>. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1920703445\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-a0c8ecf0e667e58a2b89a83be6e6ca83 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-a0c8ecf0e667e58a2b89a83be6e6ca83\"><\/div>\n<p>Indiana\u2019s House and Senate are due to vote on House Bill 1183 later today, hours before this year\u2019s legislative session gavels to a close.<\/p>\n<p>The scant details the governor\u2019s office did share with legislative leaders in an attempt to derail the bill only make the deals look more dangerous, Leising said. Those include that at least four of the 11 Chinese companies dealing with the IEDC are attempting to locate strategically in former military facilities, near aquifers, and next to a nationally critical rail intersection.<\/p>\n<p>Lawmakers revealed the identity of only one of these corporations, Fufeng Group, while attempting to add exceptions that would allow Fufeng to build an alleged grain processing plant 9.7 miles from a National Guard base. H.B. 1183 would keep businesses and citizens from six \u201cadversarial countries\u201d \u2014 which include Communist China, Communist Cuba, and post-Communist Russia \u2014 from purchasing or renting Hoosier land within 10 miles of U.S. military assets. <\/p>\n<p>These companies, including Fufeng, would be free to purchase Indiana land. So would foreign citizens with legal permission to live inside the United States. Other amendments allow for partial Chinese ownership of any Indiana land whatsoever. Leising had hoped for a tougher bill, but said any limits would be an improvement and increase Hoosiers\u2019 awareness of this major national security threat in their own neighborhoods.<\/p>\n<div class=\"fdrlst__b89e9-8cff68fb5c5828dd4fd0b46d5c20fb6f fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-8cff68fb5c5828dd4fd0b46d5c20fb6f\"><\/div>\n<p>\u201cForeign ownership [of U.S. land] has been growing by 2.2 million acres a year since 2015,\u201d <a href=\"https:\/\/iga.in.gov\/session\/2024\/video\/committee_agriculture_and_natural_resources_3100\">said <\/a>Rep. Kendell Culp, the bill\u2019s primary House sponsor and a Republican. \u201cIn Indiana, 2.2 percent of Indiana\u2019s farmland is owned by foreign entities.\u201d Leising told The Federalist the 11 pending Chinese deals are \u201csomewhat spread out\u201d around the state, each in a different county.<\/p>\n<p>Last year, the U.S. Air Force <a href=\"https:\/\/twitter.com\/Michael7ucci\/status\/1765516489346494569\">told <\/a>North Dakota lawmakers Fufeng Group is \u201ca significant threat to national security.\u201d As a result, local government rejected Fufeng\u2019s proposal to build what it called \u201cagricultural facilities\u201d approximately 12 miles from a U.S. Air Force base. So Fufeng moved its plans to Indiana, where so far lawmakers in the Republican-controlled legislature and executive branch have been more accommodating. <\/p>\n<p>Not only is Fufeng\u2019s pending Indiana location fewer than 10 miles from a U.S. military base, \u201cIndiana is going to put them on top of one of the most critical rail lines in the country,\u201d says Michael Lucci, CEO of State Armor, a policy outfit. In addition, as U.S. Rep. Jim Banks, R-Indiana, <a href=\"https:\/\/twitter.com\/RepJimBanks\/status\/1717600070260957590\">has pointed out<\/a>, Fufeng likely employs Uyghur slave labor, violating U.S. sanctions.<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\"> <span class=\"53IVoCHP6GFOu9W\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Safeguarding our food supply chains and critical infrastructure from foreign adversaries \u2013 especially the CCP \u2013 is imperative to <a href=\"https:\/\/twitter.com\/hashtag\/NationalSecurity?src=hash&#038;ref_src=twsrc%5Etfw\">#NationalSecurity<\/a>. Any Chinese business allowed to operate internationally does so as an extension of the CCP, Lucci pointed out. <\/p>\n<div class=\"fdrlst__b89e9-e680e8e47734b3f5aed4adea4141eafd fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-e680e8e47734b3f5aed4adea4141eafd\"><\/div>\n<p>Globally, the Chinese Communist Party <a href=\"https:\/\/thefederalist.com\/2017\/06\/12\/chinas-project-century-aims-unseat-u-s-worlds-dominant-power\/\">specializes <\/a>in making initially lucrative deals in struggling areas, then tightening the terms once localities are hooked. Chinese funding, often through \u201ceconomic\u201d projects that also benefit local politicians, is becoming extremely politically influential in Western countries such as Canada, Australia, and New Zealand.<\/p>\n<p>\u201cThis might be the most important bill we have\u201d this legislative session, Leising told her colleagues. Culp told colleagues that 91 percent of constituents who answered his annual survey support banning foreign adversary ownership of American land.<\/p>\n<p>\u201cThey pick very strategic locations,\u201d Leising told The Federalist. \u201cThey don\u2019t just pick an area that\u2019s in the middle of nowhere, OK? And they pick locations that people that live in those areas would like to see developed.\u201d<\/p>\n<p>Lawmakers also <a href=\"https:\/\/iga.in.gov\/session\/2024\/video\/committee_agriculture_and_natural_resources_3100\">amended <\/a>the bill to allow Chinese-owned Syngenta to continue its Indiana operations developing herbicides and GMO seeds. State Sen. Mike Bohacek, a Republican, and state Sen. Rodney Pol, a Democrat, both objected to H.B. 1183 because it would require Indiana farmers to keep traveling another hour or two from the proposed Fufeng site to sell their grain. <\/p>\n<p>The IEDC is a \u201cpublic-private partnership\u201d chaired by lame-duck Republican Gov. Eric Holcomb and controlled by the state\u2019s secretary of commerce, a member of Holcomb\u2019s cabinet. The governor appoints all of the IEDC\u2019s 14-member board. In 2022, the IEDC <a href=\"https:\/\/www.ibj.com\/articles\/holcomb-heading-to-world-economic-forum-in-davos\">sponsored <\/a>Holcomb\u2019s travel to Davos, Switzerland to speak at the World Economic Forum about his efforts to attract foreign companies to Indiana. IEDC also has <a href=\"https:\/\/events.in.gov\/event\/indiana_secures_funding_to_help_entrepreneurs_small_businesses_sell_products_globally\">received<\/a> Biden administration funding that requires recipients to racially and sexually discriminate.<\/p>\n<p>The IEDC\u2019s spokeswoman, Erin Sweitzer, refused to disclose any information to The Federalist about the 11 deals with CCP-related businesses the agency is giving taxpayer funds and government incentives. <\/p>\n<p>\u201cWe are unable to confirm or comment on any specifics of pending deals,\u201d Sweitzer texted The Federalist. \u201cBecause they are under negotiation. All final\/active incentive contracts are available on our public transparency portal.
