Under <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14019<\/a>,\u00a0all departments were required to use U.S. taxpayer money to boost voter registration and get-out-the-vote activities. The head of each department was directed\u00a0to draft \u201ca strategic plan\u201d explaining how his or her agency intended to fulfill Biden\u2019s edict.<\/p>\n<p>Federal departments were also told to collaborate with so-called \u201cnonpartisan third-party organizations\u201d that have been \u201capproved\u201d by the administration to supply \u201cvoter registration services on agency premises.\u201d Many of these groups <a href=\"https:\/\/thefederalist.com\/2023\/06\/08\/report-biden-is-coordinating-with-aclu-other-left-wing-groups-to-interfere-in-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">are<\/a> extremely left-wing, such as <a href=\"https:\/\/www.influencewatch.org\/non-profit\/demos\/\" target=\"_blank\" rel=\"noreferrer noopener\">Demos<\/a> and the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/american-civil-liberties-union-aclu\/\" target=\"_blank\" rel=\"noreferrer noopener\">ACLU<\/a>.<\/p>\n<p>The secrecy surrounding these \u201cBidenbucks\u201d in the years since its enactment prompted House Republicans to seek further information about the directive and its implementation by federal agencies. <\/p>\n<p>On March 29, 2022, for example, several GOP committee chairs sent a <a href=\"https:\/\/cha.house.gov\/_cache\/files\/a\/4\/a4c6721a-649b-45c7-b33a-46c6e57c94a8\/A9FAB1F7C47C3A909E7A08F0B2A7182C.2022.03.29-final-letter-biden-admin---eo-promoting-access-to-voting-7-.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> to the Office of Management and Budget (OMB) and Domestic Policy Council requesting a list of third-party organizations the administration is partnering with to register new voters, as well as the criteria for selecting such groups. They also demanded these entities provide copies of any \u201cstrategic plans\u201d submitted by federal agencies to the White House, the statutory authority under which departments are authorized to conduct such activities, and cost estimates for carrying them out. <\/p>\n<p>The OMB\u2019s Shalanda Young responded to the requests later that year, claiming in a <a href=\"https:\/\/cha.house.gov\/_cache\/files\/f\/3\/f373b5c1-e019-436f-b655-da3c55017a79\/97B8ABFD33685D831712C05663154FDC.2022.07.15-rep.-davis-response-to-voting-eo-letter.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">July 15 letter<\/a> that Biden\u2019s order fulfills the National Voter Registration Act. Young did not, however, address House Republicans\u2019 other requests or provide copies of agencies\u2019 \u201cstrategic plans.\u201d The U.S. Equal Employment Opportunity Commission and National Labor Relations Board also provided scant details about their compliance with Biden\u2019s order in <a href=\"https:\/\/cha.house.gov\/_cache\/files\/5\/c\/5cef014b-cf8c-4c76-8237-b550feb8cb0f\/8493AC67FEBC6D7ADA1C4F53930FF55F.2022.07.11-response-foxx-et-all-eo-14019-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">respective<\/a> <a href=\"https:\/\/cha.house.gov\/_cache\/files\/e\/3\/e3b7aa9b-b273-47e2-b3db-698f04afb079\/1B1130D8D84076693914AC2C8265A084.2022.07.18-eo-14019-response.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letters<\/a> responding to a separate inquiry from House Republicans. <\/p>\n<p>A spokeswoman for the House Committee on Administration told The Federalist that no federal agency has provided the committee with copies of the \u201cstrategic plans\u201d required under Biden\u2019s order. <\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2023\/12\/07\/senate-republicans-demand-white-house-forfeit-bidens-election-interference-plans\/\" target=\"_blank\" rel=\"noreferrer noopener\">Efforts<\/a> by Senate Republicans to obtain information regarding Executive Order 14019 have also been met with silence. The administration has also routinely\u00a0<a href=\"https:\/\/thefederalist.com\/2022\/10\/21\/the-doj-is-hiding-information-about-bidens-attempts-to-interfere-in-u-s-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">stonewalled<\/a>\u00a0attempts by good government groups to acquire these \u201cstrategic plans\u201d by slow-walking its response to federal court orders and\u00a0<a href=\"https:\/\/thefederalist.com\/2022\/09\/12\/bombshell-doj-conceals-records-about-bidens-use-of-federal-agencies-to-influence-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">heavily redacting<\/a>\u00a0any related documents it released. <\/p>\n<h2>The Ball Is in House Republicans\u2019 Court<\/h2>\n<p>Biden and his handlers aren\u2019t going to forfeit any documents or information disclosing the unprecedented use of taxpayer funds to rig the 2024 election for Democrats willingly. That means it\u2019s up to House Republicans to do something.<\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2024\/03\/07\/mike-johnson-proves-republicans-arent-serious-about-stopping-democrats-border-invasion\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ongoing negotiations<\/a> over government funding provide the perfect opportunity to halt Biden\u2019s federal electioneering scheme once and for all. Wisconsin GOP Rep. Bryan Steil\u2019s <a href=\"https:\/\/thefederalist.com\/2023\/07\/14\/over-70-nonprofits-call-on-congress-to-pass-republicans-election-integrity-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">ACE Act<\/a> \u2014 which is awaiting action from the full House \u2014 already contains provisions that would gut Executive Order 14019;\u00a0<a href=\"https:\/\/mcusercontent.com\/67fba463240fdd948eb636b35\/files\/4ae53739-96ba-8156-0c1c-a9dad2fb39cd\/ACE_Act_Bill_Text.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">prohibit<\/a>\u00a0federal agencies from engaging in voter registration and mobilization activities; and force these agencies to turn over their \u201cstrategic plans\u201d to Congress.<\/p>\n<p>If Speaker Mike Johnson and House Republicans have any interest in stopping Biden\u2019s weaponization of the federal government to boost Democrats\u2019 get-out-the-vote machine, they must be willing to halt all federal funding until the aforementioned provisions are included in any spending bill that comes across their desks.
