If the\u200c top GOP members refuse, the group is looking to use\u200c a discharge petition that would allow lawmakers to vote\u200b on the legislation even without leadership\u2019s approval.<\/p>\n<p><strong>Rep. Brian Fitzpatrick (R-PA)<\/strong>, one of the lawmakers leading\u200d the charge, said the petition\u2063 to bring his $66.3 billion military \u200caid and border legislation will become eligible for signatures on Friday, starting the clock for leadership to respond.<\/p>\n<blockquote>\n<h3>Putting Pressure on House Leadership<\/h3>\n<p>\u201cOur proposal was really meant to \u200bdo a couple of things,\u201d Fitzpatrick \u200csaid\u2063 Wednesday. \u201cNo. 1: \u2064Provide a\u2064 timeline and a \u200bpressure point for House leadership \u2063from both parties to get something done. \u200cThe\u200b discharge that I \u2062filed is putting a clock on a time-sensitive manner. That is all this is.\u201d<\/p>\n<\/blockquote>\n<p>The pressure \u2062provides an \u200dincentive for House leadership to \u200cbring \u2062the legislation to \u2062the floor voluntarily, \u2064as it would allow lawmakers to propose amendments before finalizing the bill text. But that can only happen, Fitzpatrick said, if the bill is advanced \u201cconsensually.\u201d<\/p>\n<p>For a discharge petition to be successful,\u200b it must receive signatures from 218 members for the legislation\u200c to be brought to\u2062 the floor. That\u200b means Fitzpatrick would need some support from Democrats to surpass\u200d the majority\u200b threshold.<\/p>\n<p>Fitzpatrick said\u200b he was \u2064\u201cvery confident\u201d he could get the \u200dsignatures needed to \u200cadvance the legislation, although the path forward on the legislation has become murky as lawmakers on both sides of the aisle have come \u200bout against the proposal.<\/p>\n<blockquote>\n<h3>Divided Opinions<\/h3>\n<p>\u201cI\u200c can\u2019t vote for his bill,\u201d said\u200d <strong>Rep. Jim McGovern (D-MA)<\/strong>, ranking member\u2062 of the House Rules Committee. \u201cI find the absence of humanitarian assistance to be, quite frankly, cruel and offensive.\u201d<\/p>\n<\/blockquote>\n<p>Democratic leaders also have \u2063not endorsed the bipartisan bill, instead expressing support for \u2062the foreign aid proposal that was passed by the\u2063 Senate earlier this month. \u200bThat \u200cpath would fall in line with McGovern\u2019s strategy to use his own discharge petition \u200cto bring the Senate supplemental to \u200bthe House floor\u200c for an up-or-down vote.<\/p>\n<p>That path would \u200bonly \u200brequire \u200cfive Republicans to sign on \u200bwith Democrats to succeed. However, that could \u2064be easier \u2064said than done because the Senate language does not include \u200dany\u2062 border security provisions.<\/p>\n<p>Some Democrats\u200b have also rejected that option, arguing it would not get enough support to survive \u2063the lower \u2062chamber.<\/p>\n<blockquote>\n<h3>Discharge Petition as a Last Resort<\/h3>\n<p>\u201cThey\u2019re\u200d not competing\u201d options, said <strong>Rep.\u200b Jared Golden\u200d (D-ME)<\/strong>, who is co-leading the discharge petition with Fitzpatrick. \u201cRight now, ours is the \u200bonly\u2062 one that has \u200cbipartisan support.\u201d<\/p>\n<\/blockquote>\n<p>However, using a discharge \u2063petition might be enough to kill the proposals\u2064 altogether, as some Republican lawmakers have\u200b framed the tool as a \u2064workaround to circumvent leadership.<\/p>\n<blockquote>\n<h3>Seeking an Alternative Solution<\/h3>\n<p>\u201cThis discharge petition is a last resort,\u201d <strong>Rep. Michael \u200cMcCaul \u2064(R-TX)<\/strong> said.\u2062 \u201cIt\u2019s only done to circumvent the speaker\u2019s power and put\u2063 it on the floor, and I don\u2019t think\u200c my \u200dconference \u2063would support that.\u201d<\/p>\n<\/blockquote>\n<p>Instead, McCaul said he \u200cis working to \u200dfinalize a separate bill that would combine foreign aid and\u200b border security policies in a way that would allow House \u2062Speaker Mike Johnson (R-LA) to \u2064agree to bring\u200d it to a vote.<\/p>\n<p>The timeline for that legislation is not \u200cclear, although McCaul said it \u2064is likely to happen after\u2063 Congress \u200bfinishes work on its \u200cannual appropriations bills. When \u2063asked\u2062 if \u2063Ukraine aid is guaranteed to eventually pass\u200b through \u200bthe \u2064House, the Texas Republican said\u200d yes.<\/p>\n<p>It remains unclear what path Johnson would prefer to take when\u2064 it comes to Ukraine and border security. However, the speaker has met with different\u200d lawmakers \u200bto discuss options, a source familiar \u2062with the\u2064 situation\u2064 told\u200d the Washington \u200dExaminer.
