Flynn is the largest \u201crestaurant franchisee in the US,\u200d if not the world,\u201d the report added.<\/p>\n<p>Panera Bread was spared from\u2064 the law\u200c because it offered \u201cunusual \u200dexemption for\u200d chains that bake bread\u2064 and sell it as\u200b a standalone item.\u201d The report states that \u2063Newsom \u201cpushed\u2064 for \u2063that break.\u201d<\/p>\n<p>The report showed the numerous connections that the two men have, including going to the\u2063 same high school, Flynn donating significant sums of money to Newsom\u2019s\u200b political campaigns,\u2063 Flynn allegedly bragging \u2062about his \u2063easy access to Newsom, and Flynn buying a resort managed by\u2062 a company that Newsom owned.<\/p>\n<p>Flynn owns thousands of restaurants, including\u2064 Applebee\u2019s, Pizza Hut, Taco Bell, Wendy\u2019s, Panera Bread, and more.
