Harris <a href=\"https:\/\/www.youtube.com\/watch?v=4r_aQMng8SQ\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> Tuesday before convening a &#8220;closed-door meeting&#8221; at\u2063 the \u200cWhite House with leftist voting activists.<\/p>\n<p>Tuesday&#8217;s announcement and recent guidance by the U.S.\u2064 Department of Education \u200cindicate an\u200c urgency on the part of the administration to activate\u200c the full machinery of\u2063 what has \u200dbeen dubbed &#8220;Bidenbucks&#8221; \u2014 the use of federal agencies and resources to target likely left-leaning voters for the pivotal presidential election in November. \u2062It seems that federal agencies \u2063are enthusiastically carrying out President Joe \u200bBiden&#8217;s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14019<\/a>. Signed shortly after\u200c Biden took office, the order \u2064authorizes federal \u200bagencies to expand voter registration \u2063and turnout, enlisting &#8220;approved&#8221; third-party organizations to assist in\u200c the \u2062get-out-the-vote effort. <\/p>\n<p>However, the\u200d executive branch&#8217;s involvement in such matters is not\u200b within\u2064 its jurisdiction, but the Biden team seems unconcerned about such details.  <\/p>\n<h2 class=\"wp-block-heading\">Your\u2062 Tax Dollars at Work?<\/h2>\n<p>As part of this four-point strategy, \u2063the U.S. Department \u200cof Health and Human \u200dServices will &#8220;email information on how\u2062 to register to vote to everyone who\u200b enrolls&#8221; in the Affordable Care\u2063 Act. Harris enthusiastically \u200cnoted that this targets a market of 21 million people. The\u200b operation is already underway, with the first emails sent out last Friday. <\/p>\n<div class=\"fdrlst__b89e9-3dbe02af31a8b8c1ae5390c7aae32612 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-3dbe02af31a8b8c1ae5390c7aae32612\"><\/div>\n<p>All of the Social\u2064 Security\u2062 Administration&#8217;s approximately 1,200\u200b offices nationwide will display signs from <a href=\"http:\/\/vote.gov\" target=\"_blank\" rel=\"noreferrer noopener\">vote.gov<\/a>, the U.S. voter information site. Vote.gov information will also \u200bbe \u2063displayed at all \u200dnational parks.<\/p>\n<p>The \u200caction plan also aims\u2062 to increase electoral participation\u200b among high\u200d school and college students. Students \u2064will be paid through the Federal\u200c Work-Study program to register voters and serve as &#8220;nonpartisan poll workers,&#8221; according to Harris. <\/p>\n<p>&#8220;This is important for a number \u200cof \u2063reasons. One, to \u200cengage our young leaders in this process and activate them to strengthen our communities. But also, this \u2064is the work we need to do, considering that\u2063 many poll workers have left \u200dthis job\u2063 for various \u2062reasons,&#8221; the vice president <a href=\"https:\/\/www.youtube.com\/watch?v=4r_aQMng8SQ\" target=\"_blank\" rel=\"noreferrer noopener\">explained<\/a>, alluding to the false narrative that election workers nationwide are constantly under \u2063threat from &#8220;election \u2064deniers.&#8221;<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\"> <span class=\"F7OtUSBu1\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\ud83d\udea8Wow:<\/p>\n<p>Vice President Kamala Harris says the federal government will now pay college students\u200b to register\u200b voters in \u200bthe lead-up\u2062 to the 2024 presidential election.<\/p>\n<p>This \u2062is one\u200d step away from\u2062 the Biden administration outright paying people \u200cto vote for them. <a href=\"https:\/\/t.co\/30LKcs9XvD\">pic.twitter.com\/30LKcs9XvD<\/a><\/p>\n<p>\u2014 Jason Snead \u200b(@jasonwsnead)\u2063 <a href=\"https:\/\/twitter.com\/jasonwsnead\/status\/1762874997029175721?ref_src=twsrc%5Etfw\">February 28, \u200b2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/span> <\/div>\n<\/figure>\n<p>This week, the \u200cDepartment of\u200b Education issued\u200d a <a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/library\/dear-colleague-letters\/2024-02-26\/use-federal-work-study-funds-voter-registration\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a> as \u200ba \u2064follow-up to a 2022 <a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/library\/dear-colleague-letters\/2022-04-21\/requirements-distribution-voter-registration-forms\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;Dear\u200b Colleague&#8221; letter<\/a>, clarifying\u2062 that Federal Work-Study (FWS) funds can be \u2064used to support &#8220;broad-based \u2063get-out-the-vote activities, voter registration, providing voter assistance at a\u200c polling place or through a voter \u200chotline, or \u200cserving as \u200ba poll worker.&#8221; <\/p>\n<div class=\"fdrlst__b89e9-ce256f9af89132d46dfeb3392a40a93e fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-ce256f9af89132d46dfeb3392a40a93e\"><\/div>\n<p>The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/analysis-colleges-likely-to-seek-workarounds-in-aftermath-of-ban-on-affirmative-action\/\" title=\"Colleges may find ways around Affirmative Action ban.\">work-study program<\/a>, which happens to \u200bbe at risk \u2062in a pending\u2064 <a href=\"https:\/\/www.acenet.edu\/News-Room\/Pages\/House-2024-Spending-Bill.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">House appropriations bill,<\/a> is part of the \u2062financial aid package offered to college students, allowing them to earn money through on-campus jobs.\u2063 Historically, these positions did not \u200dinvolve get-out-the-vote efforts \u2014\u2062 that is, until the\u2062 implementation of the Bidenbucks \u2063initiative.  <\/p>\n<p>The DOE\u2063 argues\u200d that under the Higher\u200b Education Act \u200cof 1965, eligible\u200d postsecondary institutions \u2063are required to &#8220;make a good faith effort to distribute\u200b a mail\u200c voter registration form, requested and received from the State, to each \u2064student \u200benrolled in \u200ba degree or certificate program and physically in attendance\u2063 at the institution, and to\u200c make\u2064 such forms widely available to\u200d students at the institution.&#8221; <\/p>\n<p>In the 2022 letter, the Office of Postsecondary Education stated: <\/p>\n<blockquote class=\"wp-block-quote\">\n<p>FWS funds cannot be used for employment by a Federal, State, or local public agency, or a private nonprofit organization, other than the\u200c institution, for work\u2063 involving partisan or \u200dnonpartisan political activity, including party-affiliated voter registration activities, as this \u2063is expressly prohibited under <a href=\"https:\/\/www.law.cornell.edu\/cfr\/text\/34\/675.22\" target=\"_blank\" rel=\"noreferrer noopener\">34 CFR\u2062 675.22(b)(5)<\/a>.<\/p>\n<\/blockquote>\n<p>However, the Department of Education now has\u2062 a different interpretation. The\u200d agency claims that it\u200c is permissible to use Federal Work-Study funds for get-out-the-vote efforts if you interpret\u200d the regulations in a certain way.<\/p>\n<p>&#8220;The Department is clarifying today that FWS funds may be used for\u2064 employment by a Federal, State, local, or Tribal\u2062 public agency for civic engagement work,&#8221; including get-out-the-vote and\u200d voter registration efforts, as well as serving as poll workers, the <a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/library\/dear-colleague-letters\/2024-02-26\/use-federal-work-study-funds-voter-registration\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a> states. &#8220;We believe this interpretation is supported by the language of\u200b 34 CFR \u00a7 675.22(b)(5) and aligns \u200bwith the overall \u200bmeaning \u200bof the regulation, which aims to promote student employment\u2064 in the public interest while \u2063ensuring that the\u2063 work is not associated\u2064 with any \u2062faction in an \u2064election or constitutes political activity.&#8221;<\/p>\n<h2 class=\"wp-block-heading\">&#8216;Foot Soldiers \u2064Into Democrat Strongholds&#8217;<\/h2>\n<p>If you want to see just how partisan this &#8220;employment \u2062in the public interest&#8221; is, just look at \u200cthe number of\u2062 conservatives involved in the federally-funded voter registration effort. Spoiler\u200d alert: Left-wingers dominate the process. <\/p>\n<p>&#8220;The goal of this latest guidance \u200dfrom \u2064the Department of Education is to provide legal cover to education bureaucrats,\u2062 allowing them to hire an army of \u2063college students using taxpayer dollars,&#8221;\u00a0said <a href=\"https:\/\/thefga.org\/fga-author\/sofia-de-vito\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sofia De Vito<\/a>, legal fellow at the Foundation for Government Accountability. &#8220;If this continues, we will \u2062see campuses across the country deploying \u2064these foot soldiers into Democrat strongholds to get-out-the-vote for Joe Biden\u200c and Kamala Harris in 2024.&#8221;<\/p>\n<p>In <a href=\"https:\/\/thefga.org\/press\/fga-investigates-the-department-of-educations-plan-to-comply-with-bidens-unlawful-order\/\" target=\"_blank\" rel=\"noreferrer noopener\">October\u200d 2021<\/a>, the\u2062 FGA \u200bsubmitted \u200ca Freedom of \u200bInformation Act request to the Department of Education, seeking communications and \u200bdocuments related to\u200d Biden&#8217;s \u200bexecutive order. As I\u2064 <a href=\"https:\/\/thefederalist.com\/2024\/02\/28\/what-else-is-biden-hiding-in-his-plan-to-use-bidenbucks-to-get-out-the-likely-democrat-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> this week, the Department of Justice \u2064has been obstructing\u2064 the release of records, condescendingly claiming\u200c that doing\u200d so would only <a href=\"https:\/\/thefga.org\/wp-content\/uploads\/2022\/10\/2022.10.20-Doc-50-DOJ-MSJ.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;confuse\u2063 the \u200cpublic.&#8221;<\/a><\/p>\n<p>In the meantime, the Department of Education (DOE) has\u200b recently published a &#8220;toolkit&#8221; for the\u200b Biden administration&#8217;s get-out-the-vote campaign. As my colleague\u2062 Brianna Lyman <a href=\"https:\/\/thefederalist.com\/2024\/02\/27\/bidenbucks-laundered-through-education-department-target-likely-biden-voters\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> earlier \u2064this week, the \u2063Education Department guidance\u200b suggests that colleges and \u2062universities provide drop\u200c box locations and early-voting sites for \u200cstudents, the majority \u200dof whom <a href=\"https:\/\/circle.tufts.edu\/2022-election-center#youth-prefer-democrats-by-28-point-margin\" target=\"_blank\" rel=\"noreferrer noopener\">tend to \u200bvote \u200cfor \u200cDemocrats.<\/a> <\/p>\n<h2 class=\"wp-block-heading\">&#8216;Clearly\u200d Breaking the Law&#8217;<\/h2>\n<p>Constitutional law \u200bexpert Hans\u2062 von\u200b Spakovsky argues that the Biden administration&#8217;s latest scheme fails the legal test. <\/p>\n<p>&#8220;Congress\u2064 has never allocated any money for the executive \u2063branch to \u2064do\u2062 that, \u2062so the administration is clearly breaking the law,&#8221; said <a href=\"https:\/\/www.heritage.org\/staff\/hans-von-spakovsky\" target=\"_blank\" rel=\"noreferrer noopener\">von Spakovsky<\/a>, \u200ca senior \u200dlegal fellow\u00a0at the Heritage Foundation&#8217;s Edwin Meese III \u200dCenter for Legal \u200dand Judicial Studies and a\u2064 former member of the Federal Election Commission. <\/p>\n<p>&#8220;There&#8217;s no \u2064way that Congress allocated funds \u200bthat \u200ccould be used to interfere with the election process,&#8221; von\u200c Spakovsky added. <\/p>\n<p>The legal expert argues that the \u2063Biden administration&#8217;s redirection of \u200cwork-study funds violates the <a href=\"https:\/\/www.gao.gov\/legal\/appropriations-law\/resources#:~:text=Overview,and%20from%20accepting%20voluntary%20services.\" target=\"_blank\" rel=\"noreferrer noopener\">Antideficiency Act<\/a>, which prohibits federal agencies from &#8220;obligating or expending federal funds \u2063in advance\u200b or in excess of \u2064an appropriation.&#8221;<\/p>\n<p>However, von Spakovsky doesn&#8217;t expect much accountability. The\u200d U.S. <a href=\"https:\/\/www.justice.gov\/file\/19256\/download\" target=\"_blank\" rel=\"noreferrer noopener\">Department of Justice<\/a> is responsible for enforcing the Antideficiency \u200dAct, and Attorney General Merrick \u2062Garland &#8220;is not going to \u200cdo anything to enforce the \u200dact in this administration.&#8221; <\/p>\n<p>With <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/prohibiting-private-funding-of-elections\" target=\"_blank\" rel=\"noreferrer noopener\">over half of the \u200bstates<\/a> banning or limiting the use\u200b of\u2063 private funds in\u200d elections, Democrats and their allies need another, more reliable way \u2064to interfere with the electoral process. In 2020, the left-leaning Center for Tech and\u2062 Civic\u200b Life distributed hundreds \u200bof \u2062millions of dollars in &#8220;safe elections&#8221; grants funded by Facebook founder \u2062Mark Zuckerberg.
