The group aims \u200dto use this data to create a new pricing plan\u200c that would penalize those who exceed \u2064a certain level of energy \u2062consumption.<\/p>\n<p>The Renewable Energy Alaska Project (REAP), a nonprofit based in \u200cAnchorage \u2064that works towards \u2062securing &#8220;Alaska&#8217;s clean energy future,&#8221; has petitioned state regulators to \u200ccompel the Chugach Electric \u200dAssociation to \u200cprovide monthly\u2062 energy consumption data of its customers. REAP states that this data \u2063is necessary to design a rate structure that would encourage customers to use less\u2063 natural gas by charging them more \u2063once they\u2062 surpass specific energy \u2063consumption thresholds.<\/p>\n<p>Chugach, Alaska&#8217;s largest electric utility, \u200bis \u200crefusing to release\u200c the data due to privacy concerns. However, if REAP convinces Alaska&#8217;s regulatory commission to rule in its favor, Chugach will have no choice. This decision\u200b would effectively force Chugach to provide the green energy group with &#8220;the actual electricity consumption habits of \u2064virtually every resident\u2062 and business in Anchorage,&#8221; as reported by the Anchorage Daily News.<\/p>\n<p>This situation reflects the ongoing efforts of the left to limit the use of natural gas, \u200bwhich is relied upon by nearly 60 million Americans \u2064for heating their homes. In some liberal states and cities, such as New York, Democratic lawmakers have taken steps\u2062 to ban natural gas hookups in\u2063 new buildings,\u200d ultimately aiming for\u2064 a long-term phase-out of fossil fuels.<\/p>\n<p>REAP&#8217;s strategy, however, is more subtle. If\u200d the\u200b group succeeds in reforming Chugach&#8217;s rate structure, customers\u200c could be \u2062motivated to switch from natural gas to green alternatives rather\u200c than \u2062pay the \u2062higher \u2063prices associated \u2064with natural gas \u2063consumption. REAP&#8217;s executive director, Chris Rose,\u200c confirmed that the group\u200d is considering proposing an &#8220;inclined block rate&#8221; pricing structure, where utility customers would face higher rates as their energy usage\u200d increases.<\/p>\n<p>&#8220;Basically, what they \u200cdo is set a base rate for the \u200cfirst 500 kilowatt\u200d hours \u2062of usage,\u200b and\u2063 then the rate per kilowatt hour goes up \u200cas people\u2064 use more,&#8221; explained Rose to the\u200b Washington\u2063 Free Beacon. &#8220;We have no idea whether or not that is exactly what we would propose until\u200c we have more information, but that is used\u2064 in other places.&#8221;<\/p>\n<p>In addition to \u200cmonthly\u2062 energy consumption levels, REAP \u200bis requesting private data that includes the addresses and zip codes of individual customers. While acknowledging privacy concerns, Rose \u200cemphasized that this data is essential for developing their pricing plan.<\/p>\n<p>&#8220;We \u200ddon&#8217;t want\u200b the data to leak out. We respect the privacy concerns of individual \u200ccustomers,&#8221; stated Rose\u200d to the Free Beacon. &#8220;But we need that data in \u2063order to develop rate design.&#8221;\u2064 REAP has submitted a \u200cmotion \u200bto Alaska&#8217;s regulatory commission, arguing that the \u2064utility company&#8217;s privacy concerns are exaggerated.<\/p>\n<p>EarthJustice, representing REAP in this matter, filed\u200d the motion. EarthJustice \u2063is a San Francisco-based nonprofit that provides free legal services in environmental litigation\u200b cases. Their\u2063 involvement suggests that other green groups may adopt similar tactics\u2064 if REAP&#8217;s efforts prove successful.<\/p>\n<p>EarthJustice is \u200cknown for targeting oil and gas projects nationwide and has received substantial funding from top left-wing\u200b foundations.
