There are alarming indications that Xi is already \u2064making strides towards seizing control of Taiwan through cunning &#8220;gray zone&#8221; operations, and unfortunately, the Biden administration seems ill-prepared to address China&#8217;s aggressive geopolitical expansions.<\/p>\n<p>A \u201cgray zone\u201d operation <a href=\"https:\/\/www.taiwannews.com.tw\/en\/news\/5085455\" target=\"_blank\" rel=\"noreferrer noopener\">refers<\/a> to \u201ccoercive actions that fall short of armed conflict but go beyond normal diplomatic, economic, and other activities,\u201d <a href=\"https:\/\/www.rand.org\/pubs\/research_briefs\/RBA594-1.html\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to the Rand Corporation. Over \u200bthe past few \u2062decades, China \u200chas \u2064employed nearly 80 different <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/to-withstand-china-and-russia-nato-must-get-resilience-right\/\" title=\"To Withstand China and Russia, NATO Must Get Resilience Right\">gray zone tactics<\/a> against its Asian neighbors, as reported by\u2062 Rand. Despite Xi&#8217;s promise to President Barack\u2062 Obama that these\u200c islands would be used solely for peaceful purposes, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/china-building-massive-nuclear-missile-base-satellite-images-reveal\/\" title=\"China Building Massive Nuclear Missile Base, Satellite Images Reveal\">satellite images reveal<\/a> that China has militarized them \u200dwith runways, ports, aircraft hangars,\u200c radar and sensor equipment, and \u200cother military structures. These islands would enable the Chinese military to swiftly isolate Taiwan from the\u2063 rest of the \u2062world\u200b and impede aid in the event of a military conflict.<\/p>\n<p>The Chinese government established a new city and two administrative districts to \u200doversee these artificial islands and the surrounding waters, further legitimizing its territorial expansion in the South China Sea.\u200c Additionally, Beijing released a new map last year, featuring a ten-dash line that reaffirms China&#8217;s\u200b claims to nearly the \u200centire South China Sea and Taiwan as part\u200c of its territory. The line also extends into the exclusive economic \u200bzones of the\u2063 Philippines, Malaysia, and Vietnam. While China&#8217;s neighboring countries, from Manila to Taipei, vehemently <a href=\"https:\/\/www.nbcnews.com\/news\/world\/china-new-map-anger-india-south-china-sea-border-disputes-rcna102921\" target=\"_blank\" rel=\"noreferrer noopener\">reject<\/a> the map and Beijing&#8217;s\u2063 illegitimate territorial claims, they find themselves with limited options. Consequently, in\u2064 the event of a\u2062 military\u200d conflict with Taiwan, China\u200b can easily justify its military \u2062actions against any country that\u200d attempts to aid \u2064Taiwan on the grounds of self-defense.<\/p>\n<p>Step three\u200d of Xi&#8217;s gray zone \u2062operations over Taiwan commenced in September 2020 when\u200d fighter jets \u200cfrom China&#8217;s People&#8217;s Liberation Army (PLA) first\u2064 entered Taiwan&#8217;s self-declared \u200dAir Defense Identification Zone (ADIZ). Since then, PLA jets have been encroaching into Taiwan&#8217;s ADIZ on an almost daily basis. In 2022 \u2063alone, over <a href=\"https:\/\/www.cfr.org\/blog\/chinas-recent-adiz-violations-have-changed-status-quo-taiwan-strait\" target=\"_blank\" rel=\"noreferrer noopener\">1,737<\/a> PLA aircraft violated\u2063 Taiwan&#8217;s ADIZ. Exploiting the visit of former \u200dU.S. House Speaker Nancy Pelosi to Taiwan in August 2022, the PLA dispatched naval ships across the median line, effectively erasing the unspoken but long-established \u200cmaritime boundary between mainland China \u200band Taiwan in the Taiwan Strait. \u200bBy the \u200dend\u2062 of January\u2063 2024, China had <a href=\"https:\/\/www.taiwannews.com.tw\/en\/news\/5085455\" target=\"_blank\" rel=\"noreferrer noopener\">deployed<\/a> \u200b 233 Chinese military aircraft, 110 naval vessels, and numerous spy balloons around Taiwan.\u200b Yet, the \u200crest of the world \u200bhas ceased paying\u200c attention.<\/p>\n<p>In addition to displaying military might to intimidate Taiwan, China&#8217;s other objective, as highlighted by defense analyst <a href=\"https:\/\/www.cfr.org\/blog\/chinas-recent-adiz-violations-have-changed-status-quo-taiwan-strait\" target=\"_blank\" rel=\"noreferrer noopener\">Ben Lewis<\/a>,\u2062 is to &#8220;alter the\u2064 status quo,&#8221; gradually normalizing the\u2064 presence of \u2064PLA aircraft, naval forces, and spy balloons \u2064to the point where Taiwan and its allies accept them as routine occurrences. This strategy aims \u200cto lower their guard or exhaust their capacity to respond when China suddenly transitions \u200bfrom routine activities to \u200bactual military actions.<\/p>\n<div class=\"fdrlst__b89e9-47f53c209dd52359afee75feb392ed3b fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-47f53c209dd52359afee75feb392ed3b\"><\/div>\n<h2 class=\"wp-block-heading\">Step Four<\/h2>\n<p>This month, Xi has \u2062initiated step four of\u2062 his gray zone\u2062 operations over Taiwan. For decades, both mainland \u2062China and Taiwan had an understanding that Chinese ships should\u200c refrain \u2062from entering \u200cthe waters surrounding Kinmen,\u2063 Matsu, and \u200bother outlying islands, which are considered restricted areas under \u2062Taiwan&#8217;s jurisdiction. However, on February 14, a Chinese speedboat <a href=\"https:\/\/www.taiwannews.com.tw\/en\/news\/5095786\" target=\"_blank\" rel=\"noreferrer noopener\">trespassed<\/a> into the waters around Taiwan&#8217;s Kinmen,\u200c resulting in\u200d the capsizing and death of two of the four Chinese individuals on board. China&#8217;s Taiwan Affairs\u2064 Office (TAO) promptly declared that &#8220;there is no such thing as &#8216;prohibited or restricted&#8217;\u200d waters.&#8221;<\/p>\n<p>On February 19, just a few days after the TAO&#8217;s statement, a Chinese coast guard ship <a href=\"https:\/\/www.taiwannews.com.tw\/en\/news\/5098731\" target=\"_blank\" rel=\"noreferrer noopener\">intercepted<\/a> a Taiwanese tour \u200dboat in Kinmen waters and boarded it. This incident, coupled with \u200bthe TAO&#8217;s denial of \u200bmaritime boundaries, has raised alarm in Taiwan. Several Taiwanese scholars <a href=\"https:\/\/www.taiwannews.com.tw\/en\/news\/5098067\" target=\"_blank\" rel=\"noreferrer noopener\">pointed out<\/a> that Beijing&#8217;s rhetoric and actions amount to &#8220;the\u2064 CCP&#8217;s destruction of the Taiwan \u200cStrait status quo&#8221; \u200dand are intended to promote the territorialization of the Taiwan Strait. They anticipate an imminent influx\u2064 of Chinese <a href=\"https:\/\/www.cnn.com\/2021\/04\/12\/china\/china-maritime-militia-explainer-intl-hnk-ml-dst\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">militarized fishing boats<\/a> into Taiwan&#8217;s waters, setting \u2064the stage \u200bfor\u2062 further gray zone operations or military aggression by Beijing.<\/p>\n<p>Towards the end of last month, National\u2062 Security \u200dAdviser Jake Sullivan <a href=\"https:\/\/r.search.yahoo.com\/_ylt=AwrFdnyWFtVlhgQAkhdXNyoA;_ylu=Y29sbwNiZjEEcG9zAzIEdnRpZAMEc2VjA3Ny\/RV=2\/RE=1709673367\/RO=10\/RU=https%3a%2f%2fwww.politico.com%2fnews%2f2024%2f01%2f30%2fjake-sullivan-biden-administration-china-policy-00138724\/RK=2\/RS=IY5gOGEzZTLoONf3bNkBImksZqQ-\" target=\"_blank\" rel=\"noreferrer noopener\">asserted<\/a> that President \u2063Joe Biden&#8217;s China strategy\u200d has been successful in &#8220;reducing\u2063 tensions and prodding Beijing to engage on\u200d issues critical to U.S. interests.&#8221; Given \u2063that Sullivan is responsible for the Biden administration&#8217;s foreign policy, his praise of their China \u200cstrategy essentially amounts to \u200dself-congratulation. <\/p>\n<p>His confidence in the brilliance of their China strategy is both arrogant\u2062 and delusional. Let us\u2064 not forget that just eight days after \u2064Sullivan <a href=\"https:\/\/r.search.yahoo.com\/_ylt=AwrEtK_tGdVltAQASiNXNyoA;_ylu=Y29sbwNiZjEEcG9zAzIEdnRpZAMEc2VjA3Ny\/RV=2\/RE=1709674222\/RO=10\/RU=https%3a%2f%2fwww.realclearpolitics.com%2fvideo%2f2023%2f10%2f08%2fwatch_national_security_advisor_sullivan_said_mideast_is_quieter_than_any_time_since_911_--_eight_days_before_massive_hamas_attack.html\/RK=2\/RS=C5hKJat4KCG7m1EeuGbpgv1TgGg-\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> that the Middle East was &#8220;quiet&#8221; on October 7, 2023, Hamas launched a devastating terrorist attack against Israel, \u2064plunging the region into a war\u2064 for\u2062 self-defense. Several Taiwanese scholars pointed out that Beijing&#8217;s rhetoric\u2064 and actions amount \u2064to\u2064 &#8220;the \u200cCCP&#8217;s destruction \u200cof \u200dthe Taiwan Strait status quo&#8221; and\u200d are intended to promote the territorialization of the Taiwan Strait.
