The vote was 70 to\u200b 29. Action now moves to the House\u2014which is\u200d out of session. And where the bill looks dead on arrival.<\/p>\n<p>Why? \u2062Not because aid to Israel and Ukraine is unnecessary. Not because aid is unpopular. And not because Republicans are united against sending weapons to Ukraine.<\/p>\n<p>The obstacle isn&#8217;t substantive. It&#8217;s personal. House Speaker Mike Johnson (R., La.) won&#8217;t bring\u200c the Senate bill \u200dto the floor. But he can correct his mistake.\u2064 And if\u200c he chooses not to, then members of both parties should support \u2064a discharge petition that would allow the pro-Israel, pro-Ukraine majority to speak.<\/p>\n<p>Johnson <a href=\"https:\/\/twitter.com\/SpeakerJohnson\/status\/1757210505570087039\" target=\"_blank\" rel=\"noopener\">says<\/a> he opposes the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/speaker-johnson-to-meet-with-biden-and-congressional-leaders-at-white-house\/\" title=\"Speaker Johnson to attend White House meeting with Biden and congressional leaders.\">national security supplemental<\/a> because it fails to address the crisis on\u200c the southern border. \u200dYet Johnson also <a href=\"https:\/\/twitter.com\/SpeakerJohnson\/status\/1755399243035017491\" target=\"_blank\" rel=\"noopener\">opposed<\/a> an earlier version of the supplemental that did <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/experts-soros-backed-charity-that-potentially-violated-federal-law-is-still-lobbying\/\" title=\"Experts: Soros-Backed Charity That Potentially Violated Federal Law Is Still Lobbying\">change immigration law<\/a>. And Johnson \u2063has stated, <a href=\"https:\/\/freebeacon.com\/columns\/where-are-bidens-pen-and-phone\/\" target=\"_blank\" rel=\"noopener\">correctly<\/a>, that President Biden has the power to address the border crisis on his \u2062own.<\/p>\n<p>To fix\u200d the border, you\u2064 need a new president\u2014and \u2063some (not all) of the authorities contained \u200cin the legislation that the \u2064GOP rejected. To pass appropriations that bolster American defenses\u200b and enhance American security, you need Congress.<\/p>\n<p>And Congress \u200dshould step up. The world is a dangerous place. America&#8217;s allies face existential threats. Vladimir Putin intends to absorb Ukraine into his resurgent Russian empire. Iran&#8217;s theocrats seek to destroy the Jewish state by proxy wars and nuclear arms. Xi\u200b Jinping wants Beijing to\u2062 rule Taipei. We owe it to our friends\u2014and to\u200d the generations of Americans who sacrificed \u2064for peace\u2014to do what we can to deter aggressors.<\/p>\n<p>The\u2064 critics argue that ending aid will bring the Ukraine war to a\u200b close. Not so. Russia will continue to fight. Ukrainians will resist. Even if the\u200d combatants agreed to a ceasefire along\u2064 the current lines of control, Putin would resume\u2063 the invasion at his convenience. He&#8217;s done it before. And he has targets beyond Ukraine. At \u200bthis moment, Russia is probing <a href=\"https:\/\/apnews.com\/article\/finland-russia-border-migrants-b6a0fb20dea01f2280e5ef7367d7dbde\" target=\"_blank\" rel=\"noopener\">Finland<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-preparing-military-confrontation-with-west-says-estonia-2024-02-13\/\" target=\"_blank\" rel=\"noopener\">Estonia<\/a>\u2014NATO members both.<\/p>\n<p>Putin feeds off weakness. Off irresolution. Which is what he sees in America right now. What better way\u200c to contradict \u200chim than \u200cby helping Ukraine pummel his war machine?<\/p>\n<p>Opponents of \u200bUkraine aid say that we are repeating the mistakes of \u200dthe 2003 Iraq war. \u200bThe two situations could not be more\u200c different. American troops fought in\u200b Iraq. There\u200b are no American troops in Ukraine. The Iraq war split NATO. The\u2062 Ukraine\u2062 war has unified and expanded the alliance. Having shattered Saddam Hussein&#8217;s\u2063 regime,\u200c America became responsible for the aftermath. Ukraine is a democracy that aspires\u200c to membership in Europe and the West.\u200d The\u200d Ukrainians want to build their own nation. All they require are the means of survival. Means we can supply.<\/p>\n<p>Providing weapons\u2062 to allies is well within the tradition of postwar\u200b American foreign policy. <a href=\"https:\/\/teachingamericanhistory.org\/document\/special-message-to-the-congress-on-greece-and-turkey-the-truman-doctrine\/\" target=\"_blank\" rel=\"noopener\">Harry Truman<\/a> in 1947: &#8220;It must be \u200dthe policy\u2063 of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures.&#8221; <a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/address-the-nation-the-war-vietnam\" target=\"_blank\" rel=\"noopener\">Richard \u200cNixon<\/a> in 1969: &#8220;We shall furnish military\u200c and economic \u200dassistance when requested in accordance with our \u2064treaty\u2062 commitments. \u2063But\u200d we shall\u200d look to the nation directly threatened\u200b to assume the primary responsibility\u200c of providing the manpower\u200b for its defense.&#8221; <a href=\"https:\/\/2001-2009.state.gov\/r\/pa\/ho\/time\/rd\/17741.htm\" target=\"_blank\" rel=\"noopener\">Ronald Reagan<\/a> in 1985: &#8220;We must stand\u200b by all our\u200b democratic allies. \u2063And we \u2063must not break faith with those who are risking their lives\u2014on every continent, \u2062from Afghanistan to Nicaragua\u2014to\u2064 defy Soviet-supported aggression and\u200b secure rights which have been ours from birth.&#8221;<\/p>\n<p>This is America&#8217;s heritage. This is America&#8217;s legacy of leadership on behalf of freedom.<\/p>\n<p>Yes, the Soviet Union is\u2062 no more. \u2064The first Cold War is over. But look\u200c at \u2063your newsfeed\u2014a second \u200bCold War \u2064has begun. And Russia is still Russia. D\u00e9tente with Putin under current conditions is a fantasy. D\u00e9tente might have been possible two decades ago: Putin was fresh on the job, Russia was chaotic, and\u200d China was dedicated to a &#8220;peaceful rise.&#8221; \u200dNone of that is\u200c true any longer. D\u00e9tente is not an option today.<\/p>\n<p>Opponents of aid to Ukraine say that resources are scarce. That America&#8217;s focus should be on China. Yet the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dem-congressman-who-pushed-china-divestment-kept-his-own-chinese-investments\/\" title=\"Dem Congressman Who Pushed China Divestment Kept His Own Chinese Investments\">national security bill<\/a> is a down payment on \u200crecapitalizing \u2063America&#8217;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-confirms-kathleen-hicks-as-deputy-defense-secretary\/\" title=\"Senate Confirms Kathleen Hicks as Deputy Defense Secretary\">defense industrial base<\/a>. As Fox \u200bNews Channel correspondent Jennifer Griffin <a href=\"https:\/\/www.foxnews.com\/video\/6346899064112\" target=\"_blank\" rel=\"noopener\">reports<\/a>, the legislation includes billions of dollars\u200d for restocking weapons supplies and backfilling inventories. Passing it would \u200cdemonstrate that America is serious about rearmament. And it would signal to Taiwan, Korea, and Japan\u2014all supporters of Ukraine\u2014that America\u200d is not retreating from leadership out of exhaustion, \u200bboredom, irritation, or \u200bspite.\u2063 You \u2062don&#8217;t think China would\u200b notice?<\/p>\n<p>On one level it is ironic that opponents of aid to Ukraine\u2014aid that primarily flows to American companies and supports American jobs\u2014are often the\u200d same individuals who call for \u200cthe reindustrialization\u2062 of\u2062 America and the revival of American manufacturing. Ironic, too, that these self-described &#8220;populists&#8221; are standing in the way of majority rule, are standing against public opinion.<\/p>\n<p>Still, on another level, nothing about this debate is ironic. It is deadly serious. A minority of \u200blawmakers are exploiting their leverage in a historically narrow \u2062House \u200dmajority to paralyze the Congress, abandon our allies, and embolden our adversaries. Americans deserve better. They deserve a voice.<\/p>\n<p>Speaker Johnson can do the right thing. He can allow the House of Representatives to work its will by holding a vote on the Senate\u2064 bill. Let congressmen propose amendments. Let\u200d debate commence. Let the supermajority be heard.
