Furthermore, it would mandate police\u2064 to establish their\u2062 own policies regarding encampments and how to enforce consequences for violations.<\/p>\n<p>California&#8217;s \u2062homeless shelters have faced issues with\u2064 unsanitary\u200d conditions and harassment\u200b in the past.
