In January 2018, he was transported to the Monroe County Jail in New York and arraigned in Monroe\u200c County \u2062Court. \u2063Before the trial, however, Lewis was returned\u2063 to the federal prison\u200b in Pennsylvania, where \u2064he stayed for two\u2062 months before once again \u200dbeing sent to the Monroe County \u2062Jail ahead of his trial.<\/p>\n<\/blockquote>\n<p>This transfer,\u200c a New York Supreme Court judge ruled, violated a provision\u2064 of the federal Interstate \u2062Agreement\u2062 on\u200c Detainer\u2019s (IAD) \u2064law. That provision states that if a trial is not held before the prisoner is \u2064returned to his or her original place of imprisonment, the indictment must be thrown out.<\/p>\n<blockquote>\n<p>\u201cThe \u2064harsh reality \u200cis that \u2062despite a jury of \u206412\u200d members of our community \u2064determining, after hearing all\u2064 of the evidence set before them, that\u200b defendant is guilty of the murder of Johnny \u200bC. Washington, this administrative jail\u200d decision made\u200d based on jail population and timing, not the law,\u2064 unequivocally entitles defendant to dismissal of the murder in the second degree indictment \u2064with prejudice under the exacting requirements of the anti-shuttling provisions of the IAD,\u201d Acting state \u200dSupreme Court Justice Stephen T. Miller ruled earlier this \u200cmonth, \u200caccording \u2064to \u200cthe Chronicle.<\/p>\n<\/blockquote>\n<p>Monroe\u200c County \u200dSheriff \u2064Todd K.
