The tool has \u200cbeen credited with preventing national\u200d security threats but\u200b criticized \u2063for spying on \u200cU.S. citizens.<\/p>\n<blockquote>\n<p>\u201cIn \u200dorder to\u2064 allow Congress more time to \u2063reach \u2063consensus on how best to reform FISA and\u200b Section \u2063702 while maintaining the integrity of our critical national security programs, the House will consider the reform\u200d and\u200c reauthorization bill at a later date,\u201d Shah said.<\/p>\n<\/blockquote>\n<p>While his message presented\u2063 the idea of \u200da united Republican front on this matter, sources told Fox News that the \u200cdecision was anything but. While the House Rules Committee was going through the legislation, the \u200bsources claimed many members of the\u200c House Intelligence Committee threatened to tank a procedural vote that\u2062 would effectively\u2063 kill the \u200dbill.<\/p>\n<blockquote>\n<p>\u201cInstead of playing the game through Rules and regular order,\u200b Intel decided\u200b to take their ball and go \u200bhome, walking away from the negotiated\u200d text and amendment plan without any understanding of why,\u201d one \u200bsource said.<\/p>\n<\/blockquote>\n<p>The bill, which is a\u200c monthslong product of work between Judiciary and Intelligence \u2064committee members, was expected to hit the House \u2064floor this week for a full vote. Seven lawmakers were assigned \u200bto hash out a compromise on \u200creforms for \u200bSection 702.<\/p>\n<p>Judiciary and Intelligence \u2062members \u2063differed \u2064on what kind of changes they wanted to see to FISA. Judiciary members argued\u200d FISA was being abused to spy on U.S. citizens and sought severe restrictions\u200b on the bill, while Intelligence members argued the severe\u200c restrictions\u2062 would hinder the \u2062federal government\u2019s ability to prevent terrorist \u200dattacks.<\/p>\n<p>Other sources told Fox \u200cNews that the \u2062bill text was changed over\u200d the \u2063weekend\u2063 to include an amendment from Rep. Warren\u200b Davidson (R-OH), a member of the Freedom Caucus who does not sit on \u200dthe Rules or Intelligence committees. One source \u200bsaid Davidson\u2019s \u2062amendment was ineligible \u2063for consideration because it was not\u2062 deemed relevant, but \u2062the language was updated\u200d during \u2063the \u2063weekend.<\/p>\n<blockquote>\n<p>\u201cSomeone in leadership staff ended up\u200c drafting text that got inserted into the base text over the\u200d weekend, so they \u200bbasically airdropped \u2062\u2026 this one paragraph into the\u2063 base text that now makes that amendment germane,\u201d \u2063the\u2064 source told Fox News. \u201cThe amendment totally \u200bscrews FISA,\u200d the text that was\u200d added totally screws FISA in terms of its ability to be a\u200d national \u2063security\u200b tool.\u201d<\/p>\n<\/blockquote>\n<p>Davidson\u2019s proposed amendment would \u2062have forced federal officers\u2063 acting within FISA\u200b to seek a warrant before \u2062trying to\u200c obtain third-party-owned communications and location data of a U.S. citizen.<\/p>\n<blockquote>\n<p>\u201cThis was airdropped in there,\u201d a second\u200c source close to \u200cthe Intelligence \u200dCommittee said, referring to Davidson\u2019s altered amendment text. \u201cThis was\u2064 not something that \u2064the \u200cseven members of the working group had\u200c ever digested, ever looked\u200b at.
