George Borrello \u200dsaid, \u200d\u201cLike \u200dso much of the state\u2019s climate agenda, there is no cost-benefit analysis of this mandate or any realistic plan \u200dfor how to pay\u200b for it.\u201d<\/p>\n<\/blockquote>\n<p>The mandate, which went into effect in 2022, requires \u200dnew school bus purchases to be zero emission by 2027 and all school\u2063 buses in operation to be electric by 2035. Republicans want to push that\u2063 deadline out \u200bto 2045, and examine the results of studies of the e-vehicles\u2019\u200c reliability.<\/p>\n<p>Borrello, R-Sunset Bay, said school \u2063officials across the state \u201care becoming increasingly\u2063 concerned about the tremendous financial and operational challenges \u200cassociated with this one-size-fits-all requirement.\u201d<\/p>\n<p>\u201cThis mandated conversion will\u2064 have a price tag in the billions, with New \u2062York state taxpayers simply expected to foot the bill,\u201d he \u2062said.<\/p>\n<p>Palmesano, R-Corning, said it will ratchet up costs for school \u2063districts, and ultimately taxpayers.<\/p>\n<p>\u201cAt\u200c a time when our state is bleeding billions of dollars because of the migrant crisis and school aid cuts are hitting rural and suburban districts, neither our schools nor our taxpayers can shoulder\u2063 crushing new costs,\u201d Palmesano said in a statement.<\/p>\n<p>The lawmakers say the upgrades would cost the state and school districts between $8 billion and \u200b$15.25\u2062 billion more than the cost \u200dof replacing them with \u200dnew diesel buses. \u2063Meanwhile,\u2063 utilities\u2063 have said the electrical \u200dupgrades needed to charge the buses could run\u2064 as high \u2064as $15 billion statewide.<\/p>\n<p>The average new electric school bus\u200b costs about $400,000, compared to \u200ctraditional gas-powered buses which cost around $130,000, according to the U.S. Department of Energy.<\/p>\n<p>Borrello and other Republicans have filed a bill that\u2062 would rescind\u2062 the electric\u200d bus mandate and replace it with\u2064 a state-funded pilot program that would allow schools \u2063to test the vehicles.<\/p>\n<p>Another bill would require the state Department of Education to conduct a cost feasibility analysis for each school district before requiring them to \u200dcomply with the mandate.<\/p>\n<p>Critics of New York\u2019s mandate\u200b note that other states with cold winters\u200b have been experiencing problems with the charging of the \u200dvehicles \u2064that limits their reliability.
