It&#8217;s no surprise that the Biden administration has found even \u200dmore ways to spend money beyond what was originally projected by Congress and\u2063 the CBO 18 months \u2062ago.<\/p>\n<h2><strong>Preview \u200cof Fiscal Outlook<\/strong><\/h2>\n<p>Swagel&#8217;s\u2062 testimony mainly\u2063 focused on\u200d the accuracy of CBO&#8217;s budget\u200d projections. However, he also provided a glimpse into the upcoming release of the budget\u2064 and\u2064 fiscal baseline. How does CBO foresee the nation&#8217;s\u200d fiscal status in the next \u2064decade?<\/p>\n<p>In his preview, Swagel made a \u200bsignificant admission: &#8220;We are\u200d now projecting that several developments affecting\u200d energy-related tax provisions, many of which\u2063 were part of the 2022 reconciliation act [i.e., the Inflation (Reduction) Act], will add about\u200c $400\u2063 billion to the deficit over the \u200d2024-2033 period.&#8221;<\/p>\n<p>Previously, \u2064CBO and the Joint Committee on Taxation (JCT) estimated that these \u2064provisions would cost around $570 billion \u2064over ten years, \u200cwith $17 billion in outlay effects and\u2064 $553 billion\u200c in\u200c reduced revenues. Adding an extra $400 \u2062billion in deficit spending would bring the total cost of these &#8220;green pork&#8221; provisions to nearly $1 trillion.<\/p>\n<h2><strong>Unilateral Spending<\/strong><\/h2>\n<p>There \u2062are three key points to highlight regarding this new estimate. \u2062First, the original $570 \u2062billion in spending was partially funded \u2063by raiding the Medicare \u2063program and creating a\u200b swarm of new IRS employees \u2062to squeeze more \u200btax dollars out of Americans. Yet, even these \u200dburdensome measures\u200b won&#8217;t be enough to cover all the new green subsidies included in\u2064 the Democrats&#8217; law.<\/p>\n<p>Second, CBO explains the reason behind \u2062the increased projections for these subsidies:<\/p>\n<blockquote>\n<p>The largest part of the roughly $400 billion change results from a rule proposed by the Environmental Protection\u2063 Agency after those baseline projections \u200dwere finalized\u2062 that \u200dwould change\u2062 standards for\u2063 vehicle emissions. The rest of \u200bthe \u2064change reflects market developments\u200b that increased our projections of\u2062 the \u200brate of adoption of technologies \u2062eligible for tax credits and implementation guidance from the \u2062Treasury Department that\u2062 has \u2064been more generous to taxpayers than JCT anticipated in the original estimates \u200bfor\u2063 the legislation.<\/p>\n<\/blockquote>\n<p>In other words, most of\u2064 the higher costs of\u2062 these subsidies stem from\u2064 the EPA&#8217;s new\u2064 vehicle emissions \u200dstandards, which involve taking existing cars off the road \u2064and forcing people to buy new &#8220;green&#8221; automobiles. Additionally, the Treasury Department has expanded the number of entities eligible for the subsidies. These changes were made without explicit authorization from Congress and without any offset to their higher costs.<\/p>\n<p>Lastly, even\u200b the\u200c $1 trillion figure may underestimate \u2062the full fiscal impact\u2063 of these subsidies. According to a report from Goldman \u200cSachs, the \u200dgreen\u2064 subsidies could cost at\u200d least\u200d $1.2 trillion, which is 20 \u200dpercent higher than CBO&#8217;s\u2062 revised estimates. This suggests that the\u2063 budget office&#8217;s estimates of\u200d this &#8220;green pork&#8221; may rise even further.<\/p>\n<h2><strong>Stop the (Green) Giveaways<\/strong><\/h2>\n<p>At a time when the federal \u2064government is drowning in\u200c $34 trillion of debt and\u2062 running significant deficits, CBO&#8217;s reestimate highlights why Congress and\u2062 the Biden administration should refrain from handing out\u200d more giveaways to \u2063those who spend their\u200d money on government-favored projects. The\u200b increase in the cost of the subsidy results from the larger number of green vehicles \u200dthat would be \u200dpurchased in response to the tighter standards.<\/p>\n<\/blockquote>\n<p>This increase in the cost of\u200c subsidies highlights the \u200bpotential consequences of unilateral decision-making. With the estimated costs soaring to almost $1 trillion, it raises serious concerns about the ever-increasing deficit and\u2063 national debt.
