Karen Greenhalgh, R-Virginia Beach, sought to ban biological males from participating \u2063in\u2064 girls&#8217; and women&#8217;s sports at all\u200d levels. Despite\u2064 narrowly passing the House 51-47 due to the then-Republican majority, it was ultimately defeated in\u2064 the Senate committee on education and\u2062 health with a\u2063 vote of 10-5.<\/p>\n<p>Del. Delores Oates, R-Warren, presented the bill before the House subcommittee \u2062on Tuesday. \u200dDespite the failure of House Bill\u2064 1387 last\u200c year and\u2062 some states limiting the\u2064 law to K-12 sports, HB 1120 was nearly identical to\u200d 1387 and maintained the prohibitions that would have prevented biological males\u2064 from competing\u2063 in female sports, from school-sponsored sports to collegiate\u2062 level. However, with the Democratic majority in \u2062both\u2062 chambers, it did not progress as far in 2024.<\/p>\n<p>&#8220;Title IX \u200deliminated discrimination\u2063 based on sex, recognizing that males would always have a\u200c physical advantage over females,&#8221; Oates \u200cexplained\u2062 while presenting her bill to the\u2062 committee.<\/p>\n<p>She later added, &#8220;I will say that this bill was not born\u2062 out of animus \u200bor bigotry, but out of the\u2062 desire for\u200b women to be able to compete fairly\u2063 and equally.&#8221;<\/p>\n<p>Supporters and critics of \u2062the legislation\u200c were \u2064present to testify.<\/p>\n<p>&#8220;It breaks my heart to\u2063 see all the gains that my generation worked so hard for being erased. Please protect \u2064women&#8217;s sports,&#8221;\u200c said the\u200b grandmother of\u200d Susanna Price from Roanoke\u200c College, whose swim team had a transgender-identifying student join \u200cfor a time.<\/p>\n<p>Breanna Diaz from the American Civil Liberties Union, who identifies as she\/they, spoke in opposition to the bill.<\/p>\n<p>&#8220;While 23 states might have a ban on trans athletes, they are all being litigated and challenged, including right here in the Fourth Circuit.\u200d This bill is similar to \u200bone currently being challenged in West\u2062 Virginia,\u2062 and \u2063we should at least wait until that decision comes down. We oppose,&#8221; Diaz stated.<\/p>\n<p>A student with the Virginia Student Power Network also testified against the bill.<\/p>\n<p>&#8220;Do\u2063 not get this mixed up. This\u2064 bill is not a women&#8217;s \u200brights issue. It has nothing to do with\u2064 fairness. The women who deny trans women are not feminist.
