Council, often at odds over the epidemic, are taking matters into their own hands on Tuesday.<\/p>\n<p>The House Oversight Committee will \u2064meet in the morning to mark up\u2062 H.R. 5798, known as the <strong>Protecting Our Nation\u2019s Capital Emergency\u2063 Act of 2023<\/strong>. Later that same day, the D.C. Council will hold its first vote \u2064on the <strong>Secure DC\u2062 Omnibus bill<\/strong>, \u2064legislation comprised of multiple proposals aimed to address concerns that arose following the passage of prior crime legislation.<\/p>\n<h3>Rising Crime Rates<\/h3>\n<p>Crime in \u2063the district rose significantly in 2023. The year ended with a 26% increase in total crime, with violent crime rising 39% and \u2062property crime increasing 24%. \u200bThe most\u200d frequent criminal act in Washington is carjackings, with motor vehicle thefts increasing by a staggering 82% in 2023.<\/p>\n<h3>Differing Opinions<\/h3>\n<p>Democrats and Republicans in Congress, as well as local leaders\u200b in the district, have \u200bdiffering opinions as to the cause of rising crime\u200b in the nation\u2019s capital.\u200b Councilmembers and Del. Eleanor Norton Holmes (D-DC) blame a long-prejudiced\u2064 criminal justice system and a\u200c lack of \u200dstatehood that makes the district unable to govern itself under the \u200cHome Rule Act of 1973. On the other side, conservatives have used Washington as\u200c a poster child for the effects of liberal crime policies, arguing that soft-on-crime rollbacks and measures have directly \u200cled to the crime epidemic.<\/p>\n<h3>Congressional Oversight<\/h3>\n<p>Congress has interfered in several D.C. Council initiatives\u2064 to \u2064address crime, as every law that comes out of Washington is subject to \u2063congressional oversight, with varying levels of success.<\/p>\n<p>House Oversight members on Tuesday will look at amending the\u2062 D.C. Government Comprehensive Merit Personnel Act of 1978 to\u200c restore police \u2063provisions that were rolled back\u2062 by\u2062 the Comprehensive Policing and Justice Reform Amendment Act of 2022. The members\u200d will discuss including Metropolitan Police Department officer union bargaining \u201cin matters of wrongdoing, as well as the timeline under which such discipline must be\u2063 carried out for alleged\u200c wrongdoing.\u201d<\/p>\n<p>\u201cIt \u200cis the purpose of this Act to combat the rise\u2063 in violent\u2063 crime\u200c in our Nation\u2019s\u2064 Capital by eliminating policies which place law\u2062 enforcement personnel\u2062 of \u2064the\u2062 District of Columbia at risk and discourage \u200bthem \u200bfrom serving, ensuring that such personnel will be treated equitably and fairly and the\u200c recruitment and\u2063 retention of such personnel shall be increased,\u201d the bill text \u200dreads.<\/p>\n<p>The\u200b police reform bill \u2064was one of two major pieces of crime legislation that Congress voted to overturn in the spring of 2023, but President Joe Biden vetoed the \u200dattempt. The House and Senate also voted to\u00a0overturn an overhaul\u00a0of the\u2062 criminal \u200bcode, with Biden declining to veto, marking the\u200d first \u200ctime in 30 years that Congress had\u00a0repealed a local law\u00a0passed by the D.C. Council.<\/p>\n<h3>Local Efforts<\/h3>\n<p>At the local\u2062 level, the Secure DC Omnibus\u200d bill takes a stronger approach to juvenile crime and carjackings, as well\u200b as allocates provisions back to the police \u200dthat were \u200cremoved in the \u2064police bill, aligning \u2062with the House Oversight resolution, suggesting the council is looking to make the changes on their own without federal interference.<\/p>\n<p>Under the omnibus, it would make it \u2063a rule that juveniles will \u200bbe held in pretrial detention if \u200bthey are charged\u2062 with certain violent crimes.\u00a0Other \u200dproposals included in \u2062the omnibus bill \u2063increase maximum sentences for \u200bgun-related crimes from one to five years,\u2063 expand the definition \u200dof a carjacking to make it a crime anytime the victim is not just in their \u200bcar but in the vicinity of the vehicle as well, and\u00a0ban mask-wearing for \u200cpeople committing crimes.<\/p>\n<h3>Ongoing Challenges<\/h3>\n<p>The two legislative processes follow a weekend of violent crime after one district man committed a string of eight crimes over an 11-hour period, including the fatal shootings of two men and \u200bthe carjackings of multiple vehicles. The suspect, Artell Cunningham, who is now deceased, had previous felony charges, where he threatened to kill police officers, dropped in 2021, and his crime spree\u2064 occurred nearly two years later to the day.<\/p>\n<p>Juvenile crime in the \u2062district is up as well, and leaders\u2062 such as \u200cdistrict Attorney General Brian Schwalb are coming under fire\u00a0for similar \u2063prosecutorial tactics, receiving heavy criticism for declining to prosecute several\u200d juvenile cases. Schwalb has\u00a0actively touted\u00a0programs of restorative justice and rehabilitation over incarceration, a method preferred by left-liberal prosecutors and officials, and pushed back against tougher detention sentences.<\/p>\n<p>Statistics continue to waiver between an increase compared \u2063to this time last year or a slight decrease in criminal activity in the same period.\u200b In 2024, there have \u2062been 500 reported motor vehicle thefts \u200cand 250 robberies, \u2064per district crime statistics. Fifty-seven\u200d carjackings have been reported so far, with 53% involving guns and only \u200c11 cases solved. According\u200d to police, \u200b88% \u200bof carjacking offenses have been committed by juveniles, with 100% of them residing in the district.<\/p>\n<p>The House Oversight markup will begin at 10 a.m., \u2064and the\u2062 D.C.
