As a compromise choice, Malta, a member of \u200cthe European \u200dUnion\u2063 with a\u2064 constitutional neutrality clause, \u200cemerged as the\u200d solution.\u200d Borg, in his new position,\u2064 wasted no\u200d time\u2063 in expressing \u200bhis unwavering commitment to condemning Russia&#8217;s &#8220;illegal\u200d war of aggression&#8221;\u200b against Ukraine.<\/p>\n<h3>Challenges and Rebuttals<\/h3>\n<p>&#8220;Throughout our program, we will address the challenges faced by\u200d Ukraine,&#8221; Borg \u200caffirmed. &#8220;I, along with the Maltese chairpersonship, will continue to demand Russia&#8217;s immediate and unconditional withdrawal \u200bfrom\u200d the entirety\u200b of\u200d Ukraine within its internationally recognized \u200cborders.&#8221;<\/p>\n<p>However, this rebuke\u2063 drew a counter-rebuke from Russia&#8217;s \u2062envoy to the organization, who argued \u2064that Borg had no\u200d right to make a\u200c statement that \u2063did not reflect the &#8220;consensually agreed approaches&#8221; of the OSCE, which includes Russia.<\/p>\n<p>&#8220;It is absolutely unacceptable\u2062 to solely focus\u200c on Ukraine to the\u2062 detriment of other important work,&#8221; stated Russian \u2062Ambassador Alexander Lukashevich. &#8220;Your speech has gone \u2062beyond \u2063the agreed framework, violating the aforementioned decision.\u200b This needs to\u200c be\u2064 corrected.&#8221;<\/p>\n<h3>A Paralyzed \u2064Institution<\/h3>\n<p>The OSCE, founded during the d\u00e9tente phase of the early 1970s, has been paralyzed by disputes arising from the \u2062war, including \u2064Russia&#8217;s arrest of\u2063 three Ukrainians who worked for the \u200corganization prior to\u200b their arrest during Russia&#8217;s \u2063invasion.<\/p>\n<p>&#8220;Russia&#8217;s obstruction has hindered\u200b the organization&#8217;s activities for years, preventing \u2064the \u2062adoption \u2064of its budget, official OSCE events, and the extension of foreign missions.\u2064 This has resulted in the termination of\u200b all OSCE\u2063 foreign missions in Ukraine, a country subjected\u2064 to Russia&#8217;s\u200b aggression,&#8221; \u200bexplained Estonian Foreign Minister Margus Tsahkna in November. &#8220;Although the OSCE has faced confrontations from the\u200b beginning, it \u200bhas \u200cnever encountered\u2064 a more \u2062severe crisis than the present one.&#8221;<\/p>\n<h3>The \u200dFuture \u2064and Pressure<\/h3>\n<p>Finland is set\u200b to take over \u200bas chair from\u200b Malta \u200bin 2025, \u2064but \u2064Borg must secure consensus on the country that \u2064will lead in 2026, as noted by the Times\u2064 of Malta.
