This move marks\u2062 a significant shift\u2063 from the \u2062previous policy, \u2063which only allowed felons\u2063 to regain their voting rights after completing their parole or probation and settling their\u2063 restitutions.<\/p>\n<p>In a bold move, Governor Tim Walz approved\u2064 House\u2063 File 28 in March 2023, granting felons who are still \u200dunder probation,\u200c parole, or supervised work release the right to vote, regardless of their conviction status. However, the Minnesota Voters Alliance, a conservative organization\u200c known\u2063 as\u200b &#8220;election integrity watchdogs,&#8221; attempted \u2064to challenge this law by filing a lawsuit in June.<\/p>\n<blockquote>\n<h3>A Battle for Civil\u2063 Rights<\/h3>\n<p>&#8220;Even if\u200b we assume that the words &#8216;civil rights&#8217; as used in Article \u200dVII, Section 1, were intended to broadly include any right that a person has, it does not follow from the fact that some of those rights may be restored upon release\u2062 from \u2064incarceration that all civil\u200b rights must be\u200b restored,&#8221; argued the MVA in their lawsuit. &#8220;Different rights may be restored at different times (and may be limited in\u200c different ways at different \u200ctimes).<\/p>\n<p>&#8220;Indeed&#8230;\u2064 the\u200d constitutional rights\u200c of \u2064parolees and probationers may be limited in ways that the rights of persons who have completed their\u2063 sentences may not be,&#8221; the group \u200ccontinued.<\/p>\n<\/blockquote>\n<p>After the initial dismissal of the case by a state judge, the MVA \u200dappealed the decision and successfully secured a hearing before the Minnesota Supreme Court. Chief Justice Natalie Hudson will preside over\u2063 the arguments \u200con April 1.<\/p>\n<p>Democratic state Rep. \u200bEmma Greenman, a voting rights \u2062attorney,\u2062 expressed her confidence\u200c in the outcome of the lawsuit, stating, &#8220;While I&#8217;m confident the right\u2063 to vote for Minnesotans on probation and \u200dparole will survive this meritless challenge, this is a\u200d shameful attempt to use \u2064the legal system to sow doubt and confuse voters in order to suppress the vote.&#8221;<\/p>\n<p>Under the \u2063new law, approximately 55,000 convicted felons in Minnesota who are not\u200b currently incarcerated will be eligible to vote in the upcoming elections. \u2062This move \u200daligns Minnesota with Washington, D.C., Vermont, and Maine, which already allow incarcerated individuals to vote. Murphy criticizes school district for Halloween cancellation.\">press\u2063 conference earlier<\/a> this year.<\/p>\n<p>The MVA claims that the new law violates the\u200b Minnesota Constitution, which states\u2064 that &#8220;every person 18 years of age \u200bor more who has \u2062been a citizen of the United States for \u200cthree months and \u2063who \u200dhas resided in the precinct \u2062for 30\u2062 days\u200d next preceding an election shall \u2062be entitled to vote in that precinct.&#8221; According to the MVA, convicted felons are not included in this category.<\/p>\n<p>On the other hand, supporters of\u2064 the law argue that denying voting rights to convicted\u200c felons is a violation\u2061 of their civil rights.
